जवभाग/स्ट्थानीय प्राजधकाररयों/भारतीय राष्ट्रीय रािमाग ग प्राजधकरण/एनएचआईडीसीएल द्वारा जवजभन्न सड़कों और पलु ों के जलए जवजनर्िगष्ट भार प्रजतबंधों का अनुपालन दकया िाएगा और यानों को सड़कों पर लान े स े पहले, ऐसे प्राजधकाररयों से अनुमजत ली िाएगी। सुरिा की िजृ ष्ट से रैलरों का प्रत्येक प्रचालन राज्य/सघं राज्य िेत्र/भारतीय राष्ट्रीय रािमागग प्राजधकरण के संबंजधत पररवहन जवभाग द्वारा अनुमोदित दकया िाएगा और उस पर कड़ी जनगरानी रखी िाएगी। (iii) रांसपोटगर इस तरह के प्रजतबंधों का पालन करेगा िैसा दक राज्य / सघं राज्य िेत्र सरकार / भारतीय राष्ट्रीय रािमाग ग प्राजधकरण /राष्ट्रीय रािमाग गएवं अवसंरचना जवकास जनगम जलजमटेड इस संबंध म ेंआििे द्वारा जनर्िगष्ट कर सकता ह।ै (iv) रांसपोटगर, यानों को सड़कों पर लाने से पहले, दकसी भी वस्ट्तु िैसे होर्डिंग्स, पोल, साइनबोडग को हटाने के जलए, रांसजमिन लाइन बंि कराना इत्यादि के जलए, राज्य/संघ राज्य िेत्र सरकार के संबंजधत जवभागों से आवश्यक पूवग अनुमजत प्राप्त करेगा और इस तरह के प्रजतबंधों का पालन करेगा िसै ा दक राज्य / संघ राज्य िेत्र / भारतीय राष्ट्रीय रािमाग ग प्राजधकरण/ राष्ट्रीय रािमाग ग एवं अवसंरचना जवकास जनगम जलजमटेड इस संबंध में आिेि द्वारा जवजनर्िगष्ट करता ह।ै राज्य/संघ राज्य िेत्र सरकार द्वारा अनुमत, दकसी भी वस्ट्तु को हटाने और पनु र्वगकास कराने की लागत मैससग एक्सप्रेस ग्लोबल लॉजिजस्ट्टक्स प्राइवेट जलजमटेड द्वारा वहन की िाएगी। (v) रांसपोटगर बड़ े आकार के कागो को िेखते हुए, ऐसे यानों की प्रत्येक आवािाही के संबधं म ें राज्य सरकार/भारतीय राष्ट्रीय रािमागग प्राजधकरण/ राष्ट्रीय रािमागग एवं अवसंरचना जवकास जनगम जलजमटेड द्वारा इस संबंध में जनर्िगष्ट प्राजधकरण या अजधकारी को कम से कम िस दिन पहल े सूचना िेगा। ऐसे प्रत्येक गमनागमन के जलए संबंजधत प्राजधकारी द्वारा समय जनधागररत दकया िाना चाजहए। (vi) यदि ऐसा दकसी राज्य/संघ राज्य िेत्र/भारतीय राष्ट्रीय रािमागग प्राजधकरण/ राष्ट्रीय रािमागग/ अवसंरचना जवकास जनगम जलजमटेड के लोक जनमागण जवभाग द्वारा जनिेजित दकया िाता ह,ै तो लि े हुए यानों को उस राज्य/संघ राज्य िेत्र म ें सड़कों पर पुलों के ऊपर या नीचे स े गुिरन े की अनुमजत नहीं िी िाएगी और ऐस े मामलों म ें आवेिकों को नदियों/नालों को पार करने के जलए संबंजधत प्राजधकाररयों से अनुमजत प्राप्त करन े के बाि, अपने खच गपर, अपनी व्यवस्ट्था स्ट्वयं करनी होगी। (vii) रांसपोटगर राज्य / सघं राज्य िेत्र / भारतीय राष्ट्रीय रािमागग प्राजधकरण/ राष्ट्रीय रािमागग एवं अवसंरचना जवकास जनगम जलजमटेड या दकसी अन्द्य प्रभाजवत व्यजि को ऐसी राजि का भगु तान करन े के जलए उत्तरिायी होगा िहा ं सड़कों या सड़क संरचनाओं/ पलु ों / अन्द्य सड़क प्रयोिाओं/ व्यजि को प्रत्यि या अप्रत्यि रूप से कोई नकु सान रेलरों की आवािाही के कारण होता ह।ै (viii) सड़क की लंबाई के साथ रेलरों के युग्मन की अनुमजत केवल उपरोि आवािाही के जलए होगी। (ix) उि यानों का पररवहन, यातायात के सामान्द्य प्रवाह में जबना दकसी बाधा के होना चाजहए। (x) यान पर खतरे संबंधी सभी झंजडयां और बजत्तयां लगी होनी चाजहए, बेहतर यह होगा दक लिे यानों के आगे तथा पीछ े एक-एक यान स्ट्पष्ट रूप से यह ििागता हुआ चले दक भारी लिा हुआ यान गुिर रहा ह।ै (xi) सड़क पर चलन े के जलए रैलरों की अजधकतम गजत 5 दक.मी./घंटा स ेअजधक नहीं होनी चाजहए। (xii) रैलरों की संपूण ग चड़ै ाई म ें अगल े एव ं जपछल े जहस्ट्स े पर पीले एव ं काल े रंग से िेबरा पट्टी बनाई िाएगी और उस पर राजत्र के समय चलाने/पार्कगग के जलए आगे और पीछे समुजचत रूप से लाल बत्ती होनी चाजहए तथा दिन म ें िोंनों ओर लाल झण्डी लगाई िाएगी, जिससे यान की सही-सही जस्ट्थजत का स्ट्पष्ट रूप स ेपता चल सके। (xiii) रांसपोटगर यह सुजनजित करेगा दक उपरोि आवािाही के िौरान उपयोग दकए िान े वाले सभी यानों के संबंध में रोड टैक्स का भुगतान दकया गया ह,ै दफटनेस प्रमाण पत्र, बीमा कवर (ततृ ीय पि बीमा सजहत), राष्ट्रीय परजमट और पीयूसी प्राप्त दकया गया ह।ै (xiv) रेलरों और प्राइम मूवसग के पंिीकरण प्रमाणपत्रों में कोई पररवतगन नहीं दकया िाएगा क्योंदक वे पहले से ही महाराष्ट्र, गुिरात और संघ राज्य िेत्र िािरा और नगर हवले ी तथा िमन और िीव राज्यों म ेंपंिीकृत ह।ैं (xv) दकसी यान (यानों) या अन्द्य पंिीकृत स्ट्वाजमयों से प्राप्त यान (यानों) के भाग स े उत्पन्न होने वाल े मुद्द े की जस्ट्थजत म,ें रांसपोटगर स्ट्वयं उत्तरिायी होगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (xvi) माल के पररवहन के िौरान उत्पन्न होने वाली दकसी भी प्रकृजत का कोई भी मुद्दा, रांसपोटगर की जिम्मेिारी होगी। (xvii) रांसपोटगर को यह सुजनजित करना होगा दक माल के पररवहन के िौरान संस्ट्थाजपत वीएलटी जडवाइस (एआईएस- 140 के अनुसार) सदक्रय हों। (xviii) रांसपोटगर को यह सुजनजित करना होगा दक माग ग म ें ओवरहडे संरचनाएं, आरओबी, आरयूबी, अंडरपास न हों जिससे माल की आवािाही में ऊध्वागधर बाधा उत्पन्न हो या अनुमजत आरयूबी / एफओबी / ओवरपास को छोड़कर होगी जिसके जलए आवेिक ओडीसी / ओडब्लल्यूसी की आवािाही के डायविगन करेगा। (xix) रांसपोटगर को इस मंत्रालय के दिनांक 27 अक्टूबर, 2025 के पत्र संख्या आरडब्लल्यू/एनएच-35072/01/2010- एसएण्डआर(बी)पाटग-2 के माध्यम से िारी दििाजनििे का पालन करना होगा। [फा. सं. आरटी-11042/08/2021-एमवीएल] The above relaxation is subject to the conditions that:- i. The specific route for transportation of three over dimensional consignment from M/s Zeeco India Pvt. Ltd to Hazira Port, Gujarat road through- Zeeco India Pvt Ltd., Wada-Manor- Chilhar-Charoti-Talasari-Bhilad-Vapi-Killa Pardi-Vaisad-Dungri-Chikhli- Navsari-Palsana- Abhva-Limla-Hazira-Adani Port, Hazira. ii. Load restrictions on various roads and bridges stipulated by the Public Works Department/Local Authorities/National Highway Authority of India/NHIDCL will be observed and permission of such authorities will be obtained before the vehicles are put on the roads. Movement of the trailers will be approved and closely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India from safety point of view. iii. The transporter will observe such restrictions as the State/Union Territory Government/National Highway Authority of India/NHIDCL may by order specify in this behalf. iv. The transporter will obtain necessary prior permissions from the concerned departments of the State/Union Territory Government for the removal of any objects like hoardings, poles, signboards, transmission line shutdown etc. and observe such restrictions as the State/Union Territory Government/National Highway Authority of India/NHIDCL may by order specify in this behalf, before the vehicles are put on road. Cost of removal and redevelopment of any object permitted by the State/Union Territory Government shall be borne by the M/s Express Global Logistics Pvt. Ltd. v. The transporter will give intimation at least ten days in advance and would need to obtain permission before commencement of transit, from concerned authority of State or Union Territory Authorities/National Highway8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Authority of India/NHIDCL en-route, in view of the oversized cargo. For each such movement, the timing should be prescribed by the concerned authority. vi. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of India/NHIDCL, the loaded vehicles will not be allowed to pass over or under the bridges on the roads in that State/Union Territory and in such cases applicants will have to make arrangements at their cost, after obtaining the permission from the concerned Authorities, to cross the rivers/drains. vii. The transporter would be liable to pay such amount to the Government of State/Union Territory/National Highway Authority of India/NHIDCL or any other affected person where any damage is caused to the roads or road structures/bridges/other road users/persons directly or indirectly due to the movement of the trailers. viii. Coupling of the trailers along the length of the road will be permissible only for above movements. ix. The said vehicles should be moved without any hindrance to the normal flow of traffic. x. The vehicles should display all danger flags and lights, the vehicles should be preceded and followed by a vehicle displaying prominently that a heavy load is passing. xi. The maximum speed of the trailers for movement on the road shall not exceed 5 km/hr. xii. The trailers shall be painted for the entire width by yellow and black zebra stripes on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the vehicle clearly. xiii. The transporter will ensure that road taxes have been paid, fitness certificate, insurance cover(including Third Party Insurance), National Permit, and PUC have been obtained in respect of all the vehicles to be utilized during the above movement. xiv. No change will be made in the Registration Certificates of the Trailers and Prime Movers as they are already registered in the state of Maharashtra, Gujarat and union territory of Dadra and Nagar Haveli and Daman and Diu. xv. In case of issues arising of any vehicle(s) or part of vehicle(s) out sourced from other registered owners, the transporter shall bear responsibility for the same. xvi. Any issue of any nature arising during the transportation of subject consignment shall be the responsibility of the transporter. xvii. The transporter must ensure that the installed VLT Devices (as per AIS-140) are activated during transit of the consignment. xviii. The transporter must ensure that the route does not have overhead structures, RoBs,RuBs, underpasses causing vertical constraint to the subject movement or the permission will be excluding the RUBs/FOBs/Overpasses for which the applicant shall make diversions for movement of ODC/OWC. xix.
