सा.का.जन. 251(अ).— केंद्रीय सरकार, तम्बाकू बोडड अजधजनयम, 1975 (1975 का 4) की धारा 32 द्वारा प्रित्त
िजियों का प्रयोग करते हुए, तम्बाकू बोडड जनयम, 1976 को और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती है,
अर्ाडत:् -
1. संजिप्त िीर्डक और प्रारंभ - (1) इन जनयमों को तम्बाकू बोडड (संिोधन) जनयम, 2025 कहा िाएगा।
(2) य ेआजधकाररक रािपत्र म ेंप्रकािन की तारीख से प्रवृत्त होंगे।
2. तम्बाकू बोड ड जनयम, 1976 (जिसे एतद्पश्चात उि जनयम कहा िाएगा) के जनयम 33 म ें उपजनयम (5), (6) और (7) के
स्ट्र्ान पर जनम्नजलजखत उपजनयम प्रजतस्ट्र्ाजपत दकए िाएगं े, अर्ाडत्:-
“(5) धारा 10 के तहत प्रिान दकया गया प्रत्येक पंिीकरण प्रमाणपत्र प्रपत्र 2 में होगा और ऐसे प्रमाणपत्र म ें
जनर्िडष्ट तीन वर्ड की ब्लॉक अवजध के जलए वैध होगा।
(6) पंिीकरण प्रमाणपत्र का नवीनीकरण ऐसे प्रमाणपत्र पर एक बार म ें तीन वर् ड की ब्लॉक अवजध के जलए
पृष्ांदकत होगा।
(7) पंिीकरण या पंिीकरण नवीनीकरण का प्रत्येक प्रमाणपत्र केवल उस ब्लॉक अवजध के जलए वैध होगा जिसके
जलए इसे प्रिान दकया गया र्ा।

(8) उपजनयम (4) के तहत जनधाडररत पंिीकरण प्रमाणपत्र के अंतगतड आने वाले िेत्र के जलए भुगतान दकया िान े
वाला िुल्क जनयम 33क के उपजनयम (2) के तहत गरित सजमजत द्वारा पंिीकरण या पंिीकरण नवीनीकरण के
जलए जनधाडररत मानिडं ों के अनसु ार होगा।”
3. उि जनयमों म,ें जनयम 34ढ म,ें उप-जनयम (2) और (3) के स्ट्र्ान पर, जनम्नजलजखत उप-जनयम प्रजतस्ट्र्ाजपत दकए िाएंगे,
अर्ाडत:् -
“(2) खजलहान के संचालन के जलए प्राप्त लाइसेंस को तीन वर्ड की प्रत्येक ब्लॉक अवजध के जलए नवीकृत दकया
िाना होगा और िब तक नवीकृत नहीं दकया िाता है, वह तीन वर्ड की ब्लॉक अवजध जिसके जलए उसे प्रिान
दकया गया ह,ै की समाजप्त पर प्रभावी नहीं रहगे ा। ऐसे नवीकरण के जलए आवेिन उसी प्रकार दकया िाएगा िैसे
नए आवेिन के जलए दकया िाता ह।ै
(3) खजलहान के संचालन के जलए लाइसेंस या लाइसेंस के नवीकरण के जलए प्रत्येक आवेिन प्रपत्र 25 म ें होगा और
उसमें जनर्िडष्ट सभी जववरण होंग ेऔर प्रत्येक खजलहान के जलए प्रजत वर्ड िस रुपय ेका िल्ु क भी संलग्न होगा।”
4. उि जनयमों म,ें प्रपत्र 1 म,ें -
(क) मि 7 और उससे संबंजधत प्रजवजष्टयों के स्ट्र्ान पर जनम्नजलजखत मि और प्रजवजष्टया ं प्रजतस्ट्र्ाजपत की
िाएंगी, अर्ाडत:् -
“7. ब्लॉक अवजध जिसके जलए पंिीकरण मागं ा गया ह”ै ; …………………………..
(ख) मि 10 और उससे संबंजधत प्रजवजष्टयों के स्ट्र्ान पर जनम्नजलजखत मि और प्रजवजष्टयां प्रजतस्ट्र्ाजपत की
िाएंगी, अर्ाडत:् -
“10. आवेिक के पास तीन वर्ड की ब्लॉक अवजध के िौरान उपलब्ध कुल िेत्र के उपयोग के जलए
फसलवार योिना, जिसके पंिीकरण के जलए आवेिन दकया गया ह ै और िहां ऐस े िेत्र का उपयोग िो
तत्काल पूवडवती वर्ों म ें तम्बाकू उगान े के जलए दकया गया है, ऐस े िो वर्ों के िौरान उगाए गए तम्बाकू
के ब्यौरे के सार् इस प्रकार उपयोग दकया गया िेत्र
फसल का जपछल े िो वर्ों के िौरान उपयोग पंिीकरण की ब्लॉक अवजध के िौरान प्रस्ट्ताजवत उपयोग (िेत्रफल

5. उि जनयमों म,ें प्रपत्र 2 म,ें िीर्डक के तहत, “पंिीकरण संख्या एक वर् ड के जलए वैध” िब्िों के स्ट्र्ान पर
जनम्नजलजखत प्रजतस्ट्र्ाजपत दकया िाएगा, अर्ाडत्: -
“पंिीकरण संख्या ________ ब्लॉक अवजध के जलए वैध” ।
6. उि जनयमों म,ें प्रपत्र 25 म,ें मि 9 और उसस े संबंजधत प्रजवजष्टयों के स्ट्र्ान पर जनम्नजलजखत मि और प्रजवजष्टया ाँ
प्रजतस्ट्र्ाजपत की िाएंगी, अर्ातड ्: -
“9. क्या आवेिक विीजनया तम्बाकू का पंिीकृत उत्पािक ह।ै यदि हााँ, तो पंिीकरण संख्या और दिनांक तर्ा वह
ब्लॉक अवजध बताएाँ जिसके जलए पंिीकरण अपेजित ह।ै ”।
7. उि जनयमों म,ें प्रपत्र 26 म,ें िीर्डक के तहत, “लाइसेंस संख्या एक वर्ड के जलए वैध” िब्िों के स्ट्र्ान पर
जनम्नजलजखत प्रजतस्ट्र्ाजपत दकया िाएगा, अर्ाडत्: -
“लाइसेंस संख्या ________ ब्लॉक अवजध के जलए वैध” ।

NOTIFICATION
New Delhi, the 22nd April, 2025
G.S.R. 251(E). – In exercise of the powers conferred by section 32 of the Tobacco Board Act,
1975 (4 of 1975), the Central Government hereby makes the following rules further to amend the Tobacco
Board Rules, 1976, namely: –
1. Short title and commencement. – (1) These Rules may be called the Tobacco Board (Amendment)
Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Tobacco Board Rules, 1976 (hereinafter referred to as the said rules), in rule 33, for sub-
rules(5),(6) and (7), the following sub-rules shall be substituted, namely :-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
“(5) Every certificate of registration granted under section 10 shall be in Form 2 and shall be valid
for a block period of three years specified in such certificate.
(6) The renewal of certificate of registration shall be for a block period of three years, at a time,
endorsed on such certificate.
(7) Every certificate of registration or renewal of registration shall be valid only for the block
period for which it was granted.
(8) The fee to be paid for the area covered under the certificate of registration as prescribed under
sub-rule (4) shall be as per the criteria for registration or renewal of registration laid down by the
committee constituted under sub-rule (2) of rule 33A.”.
3. In the said rules, in rule 34N, for sub-rules (2) and (3), the following sub-rules shall be substituted,
namely: -
“(2) The licence obtained for operation of a barn has to be renewed for every block period of three
years and unless so renewed, shall cease to be effective on the expiry of the block period of three
years for which it is granted. The application for such renewal shall be made in the same manner as
that for fresh application.
(3) Every application for licence or for renewal for licence for operation of a barn shall be in Form
25 and shall contain all the particulars specified therein and shall also be accompanied by a fee of
rupees ten per year for every barn.”.
4. In the said rules, in Form 1, –
(a) for item 7 and the entries relating thereto, the following item and entries shall be substituted,
namely: -
“7. Block period for which registration is sought”; …………………………..
(b) for item 10 and the entries relating thereto, the following item and entries shall be substituted
namely: -
“10. Crop wise plan for utilisation of the total area available with the applicant during the block
period of three years for which registration is applied for and where such area has been used for
raising tobacco in the two immediately preceding years, the area so used during such two years
with details of the tobacco, so raised

5. In the said rules, in Form 2, under the title, for the words “Registration No. Valid for one year”, the
following shall be substituted, namely: -
“Registration No. Valid for ________ block period”.
6. In the said rules, in Form 25, for item 9 and the entries relating thereto, the following item and entries
shall be substituted, namely :-
“9. Whether the applicant is a regd. grower of Virginia tobacco. If so, give registration number and

7. In the said rules, in Form 26, under the title, for the words “Licence No. Valid for one year”, the
following shall be substituted, namely: -
