No. SRO B-65/2016.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and in
supersession of the rules published with Health and Family Welfare Department Notification No.SRO B-157/80 at pages 171-173
of Part III - Section 1(b) of the Tamil Nadu Government Gazette, dated the 26th March, 1980 and the Health, Indian Medicine and
Homeopathy and Family Welfare Department Notification No. SRO B-341/89 at pages 230-231 of Part III - Section 1(b) of the
Tamil Nadu Government Gazette, dated the 27th September, 1989, the Governor of Tamil Nadu hereby makes the following Rules:-
2. (1) The rules hereby made shall come into force on the date of publication of these rules in the Tamil Nadu Government
Gazette in respect of Reader in Nursing (Community Health), Reader in Nursing (Medical and Surgical) and Reader in Nursing
(Paediatrics).
(2) The rules hereby made shall be deemed to have come into force on the 14th April, 1986 in respect of Reader in Nursing
(Obstetrics and Gynaecology).
(3) The rules hereby made shall be deemed to have come into force on the 1st June, 2000 in respect of Reader in Nursing
(Psychiatry) Reader in Nursing (Education and Administration), and Reader in Nursing (Research).
RULES
The General and the Special Rules applicable to the holders of the permanent post in Branch-II Nursing of the
Tamil Nadu Medical Service shall apply to the holders of the temporary post of Reader in Nursing (Community Health),
Reader in Nursing (Medical and Surgical), Reader in Nursing (Paediatrics), Reader in Nursing (Obstetrics and Gynaecology),
Reader in Nursing (Psychiatry), Reader in Nursing (Education and Administration), and Reader in Nursing (Research),
subject to the modifications specified in the following rules:—
2. Constitution.—These posts shall constitute separate categories in the said branch of the said service.
3. Appointment.—Appointment to the category specified in column (1) of the Table below shall be made by the
methods specified in corresponding entries in column (2) thereof:—

4. Appointing authority.—The appointing authority to the posts shall be the Government.
5. Reservation of appointment.—The rule relating to reservation of appointment (General rule 22) shall apply for the
appointment to the posts by direct recruitment.
6. Qualifications.—(a) Age:— No person shall be eligible for appointment to the post by direct recruitment, unless he has
completed 30 years of age and has not completed 40 years of age on the first day of July of the year in which the selection for
appointment is made.
Provided that the minimum age limit of 30 years specified in the rule shall apply to candidates belonging to Scheduled Castes,
Scheduled Tribes and Backward Classes also.
(b) Other Qualifications.— No person shall be eligible for appointment to the posts specified in column (1) of the Table below
unless, he possesses the qualifications specified in the corresponding entry in column (2) thereof:—

Health Nursing in a position not below the rank of Lecturer
in Nursing; and
(iii)Must have registered his name as a Nurse and Midwife in

of Ph.D. Degree in Nursing in the speciality concerned
awarded by the Tamil Nadu Dr. M.G.R. Medical University or
any other University recognized by the Indian Nursing Council.
(i) A Master degree in Nursing in the Specialty of Medical and
Reader in Nursing (Medical and Surgical) Surgical Nursing awarded by the Tamil Nadu Dr. M.G.R.
Medical University or any other University recognized by the
Indian Nursing Council;
(ii) Teaching experience of eight years in the field of Nursing out
of which five years shall be in the subject of Medical and
Surgical Nursing in a position not below the rank of Lecturer
in Nursing; and
(iii)Must have registered his name as a Nurse and Midwife
in the Tamil Nadu Nurses and Midwives Council:
Provided that preference shall be given to the holders
of Ph.D. Degree in Nursing in the speciality concerned
awarded by the Tamil Nadu Dr. M.G.R. Medical University
or any other University recognized by the Indian Nursing
Council.
(i) A Master degree in Nursing in the speciality of Obstetrics
Reader in Nursing (Obstetrics and Gynaecology) and Gynaecology Nursing awarded by the Tamil Nadu
Dr. M.G.R. Medical University or any other University

Provided that preference shall be given to the holders of
Ph.D. Degree in Nursing in the speciality concerned awarded
by the Tamil Nadu Dr. M.G.R. Medical University or any other
University recognized by the Indian Nursing Council.
Reader in Nursing (Paediatrics) (i) A Master degree in Nursing in the Speciality of Paediatric
Nursing awarded by the Tamil Nadu Dr. M.G.R. Medical
University or any other University recognized by the
Indian Nursing Council;
(ii) Teaching experience of eight years in the field of Nursing out
of which five years shall be in the subject of Paediatrics in
a position not below the rank of Lecturer in Nursing; and
(iii)Must have registered his name as a Nurse and Midwife in
the Tamil Nadu Nurses and Midwives Council:
Provided that preference shall be given to the holders of
Ph.D. Degree in Nursing in the speciality concerned awarded
by the Tamil Nadu Dr. M.G.R. Medical University or any
other University recognized by the Indian Nursing Council.
Reader in Nursing (Psychiatry) (i) A Master degree in Nursing in the Speciality of Psychiatric
Nursing awarded by the Tamil Nadu Dr. M.G.R. Medical
University or any other University recognized by the Indian
Nursing Council;
(ii) Teaching experience of eight years in the field of Nursing out
of which five years shall be in the subject of Psychiatry in a
position not below the rank of Lecturer in Nursing; and
(iii) Must have registered his name as a Nurse and Midwife in
the Tamil Nadu Nurses and Midwives Council;
Provided that preference shall be given to the holders of
Ph.D. Degree in Nursing in the speciality concerned awarded
by the Tamil Nadu Dr. M.G.R. Medical University or any other
University recognized by the Indian Nursing Council.
Reader in (Education and Administration) (i) A Master degree in Nursing in any of the specialties in
Nursing awarded by the Tamil Nadu Dr. M.G.R. Medical
University or any other University recognized by the Indian
Nursing Council;
(ii) Teaching experience of eight years in the field of Nursing out
of which five years shall be in any one of the subject in
Nursing in a position not below the rank of Lecturer in Nursing;
and
(iii) Must have registered his name as a Nurse and Midwife in
the Tamil Nadu Nurses and Midwives Council:
Provided that preference shall be given to the holders
ofPh.D. Degree in Nursing in any of the specialities in Nursing
awarded by the Tamil Nadu Dr. M.G.R. Medical University
or any other University recognized by the Indian Nursing

Reader in Nursing (Research) (i) A Master Degree in Nursing in any of the specialities in
Nursing awarded by the Tamil Nadu Dr. M.G.R. Medical
University or any other University recognized by the Indian
Nursing Council;
(ii) Must have obtained Ph.D. Degree in Nursing in any of the
specialities in Nursing awarded by the Tamil Nadu
Dr. M.G.R. Medical University or any other University
recognized by the Indian Nursing Council;
(iii)Teaching experience of eight years in the field of Nursing in
the category of Lecturer in Nursing or Nursing Tutor
I Grade or Nursing Tutor II Grade and Guiding Ph.D.,
Candidates for research; and
(iv)Must have registered his name as a Nurse and Midwife in
the Tamil Nadu Nurses and Midwives Council:
7. Probation:—Every person appointed to the post by direct recruitment shall, from the date on which he joins duty, be on
probation for a total period of two years on duty within a continuous period of three years.
8. Tests.—Every person appointed to the posts by direct recruitment shall pass the Account Test for Executive Officers and
the Departmental Test in Tamil Nadu Medical Code within the period of probation:
Provided that every person appointed to the post by promotion, if he has not already passed the said tests, shall pass the
said tests within a period of four years from the date of appointment to the post, failing which his annual increments shall be
stopped without cumulative effect till he passes the said tests.
9. Pay:—There shall be paid to the holders of the post, a monthly pay calculated in the Pay Band of PB 3 Rs.15,600 - 39,100
with Grade Pay of Rs.6,600/-.
10. Saving Clause.—Nothing contained in these rules shall adversely affect the persons appointed to the posts prior to the
date of publication of the Rules.
Adhoc Rules Relating to the Temporary Post of Operation Theatre Technician in
Tamil Nadu Medical Subordinate Service.

No. SRO B-66/2016.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor
of Tamil Nadu hereby makes the following Rules:
2. The Rules hereby made shall come into force on and from the date of publication of these rules in the Tamil Nadu
Government Gazette.
RULES
The General and the Special Rules applicable to the holders of the permanent post in class III in Branch IV - General of Tamil
Nadu Medical Subordinate Service shall apply to the holders of the temporary post of Operation Theatre Technician Subject to the
modifications specified in the following Rules:-

3. Appointment.- Appointment to the post shall be made as follows:-
(i) by promotion from among the holders of the post of Theatre Assistant or
(ii) by recruitment by transfer from any other service; or
(iii) by direct recruitment, if no qualified candidate is available by the above two methods.
4. Appointing Authority.- The appointing authority for the post shall be the Head of the Institution concerned.
5.Qualification.- (a) Age.- No person shall be eligible for appointment to the post by direct recruitment, if he has completed
or will complete 30 years of age on the first day of July of the year in which the selection for appointment is made or Notification
issued, as the case may be.
(b) Other Qualification.- No person shall be eligible for appointment to the post unless he possesses the following
qualifications, namely:
(i) Must have passed HSC with Physics, Chemistry, Botany and Zoology; or Physics, Chemistry, Biology with any one of
the related subjects; and
(ii) Must have passed a one year certificate course in Operation Theatre Technician from Government Medical Institutions
under the control of the Director of Medical Education or in any other institution recognized by the state or Central Government.
6. Reservation of appointments.- The rule relating to reservation of appointments (General Rule 22) shall apply for
appointment to the post by direct recruitment.
7. Probation.- Every person appointed to the post, by direct recruitment shall, from the date on which he joins duty be
on probation for a total period of two years on duty within a continuous period of three years.
Provided that every person appointed to the post by recruitment by transfer shall, from the date on which he joins
duty be on probation for a period of one year on duty within a continous period of two years.
8. Pay.- There shall be paid to the holder of the post a monthly pay calculated in the Pay Band of PB1 Rs. 5200-20200
with Grade pay of Rs. 1,900.

No. SRO B-67/2016.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor
of Tamil Nadu hereby makes the following amendment to the Special Rules for the Tamil Nadu Employment and Training Service
(Section 9A of the Tamil Nadu Services Manual, Volume II of 1969).
2. The amendment hereby made shall come into force with effect on and from the 5th April 2010.
AMENDMENT
In the said Special Rules, in the ANNEXURE referred to in sub-rule (1) of rule 6, against the categories “Principal, Industrial
Training Institute” and “Assistant Director of Training” in column (1),—
(i) against the method of appointment “Recruitment by transfer” in column (2), for the qualifications in column (3) thereof,
the following shall be substituted, namely:-
“A degree in any branch or Engineering or Technology of any recognised University or Institution under the purview of
All India Council for Technical Education (AICTE) and practical experience in a workshop or factory for a period of not less than

years.”.

No. SRO B-68/2016.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor
of Tamil Nadu hereby makes the following amendment to the special Rules for the Tamil Nadu Employment and Training
Subordinate Service (Section 7-B in Volume III of the Tamil Nadu Services Manual, 1970).
2. The amendment hereby made shall be deemed to have come into force with effect on and from the 5th April 2010.
AMENDMENT
In the said Special Rules, in the ANNEXURE, referred to in sub-rule (b) of rule 5 against the category “Training Officers in the
Industrial Training Institutes/Centres” in column (1).—

or recruitment by transfer from any other service” in column (2), for the qualifications in column (3) thereof, the following shall be
substituted, namely:-
“(1) A degree in any branch of Engineering or Technology of any recognised University or Institution under the purview of All
India Council for Technical Education (AICTE); or
A three year diploma in any branch of Engineering or Technology of a recognised Board or Institution under the purview
of All India Council for Technical Education (AICTE) and (2) practical experience for a period of not less than two years in a
recognised Engineering concern and teaching experience for a period of not less than one year.”;
