Officers senior to SAG: Two Years
Minimum tenures do not apply if the officer reaches superannuation.
Transfers before tenure completion may occur due to promotion, administrative expediency, or exigency of work, subject to PC consideration.
The maximum tenure for an officer in a post is five years.

Transfer policy for officers of the Indian Economic Service (IES)
No. 11011/3/2013-IES.—1. Introduction
1.1 Department of Economic Affairs, Ministry of Finance is the Cadre Controlling Authority for the Indian
Economic Service (IES) officers. In order to bring greater objectivity and transparency `in the transfer and placement of
officers of Indian Economic Service (IES) and also to provide better opportunities to officers to excel in the service,
appropriate transfer/placement policy is of immense importance.
1.2 Henceforth, all transfers and postings of Indian Economic Service officers shall be effected on the
recommendation of the Placement Committees constituted for Indian Economic Service (IES) in accordance with
following Guidelines:—
1.3 These Guidelines shall come into effect from the date of its publication in the Official Gazette.
2. The Constitution of Placement Committees (PC) for transfer and placement of IES officers
There shall be two Placement Committees—one for officers up to Junior Administrative Grade (JAG)/Non
Functional Selection Grade (NFSG) and the other for officers at Senior Administrative Grade (SAG) and above.
For officers at Senior Administrative Grade (SAG) and above, it is proposed that Placement Committee (I) for
Indian Economic Service may be constituted as under:
(i) Chief Economic Advisor (CEA) —Chairperson
(ii) Senior most IES Officer —Member

For officers up to Junior Administrative Grade (JAG)/Non Functional Selection Grade (NFSG), the
constitution of the Placement Committee (II) is proposed as under :
(i) Advisor (IES) —Chairperson
(ii) Senior officer at SAG level —Member
(iii) Director (IES) —Member Convenor
2.1 The recommendations of Placement Committee (I) would be placed before the Competent Authority for
approval. The Competent Authority to approve recommendations of Placement Committee (I) shall be Secretary/
Finance Minister.
2.2 The recommendations of Placement Committee (II) would be placed before the Competent Authority for
approval. The Competent Authority to approve recommendations of Placement Committee (II) shall be Chief Economic
Advisor.
3. Functions of Placement Committee (PC I and II) for Indian Economic Service (IES):
3.1 It shall be the duty of the Committee :—
(i) to make recommendations, having regard to the merits and eligibility for consideration and
availability of officers in the field of choice for appointments to posts of various grades in the Indian
Economic Service.
(ii) to consider and make recommendation on the transfer request of the Department/Ministries in respect
of an officer of the Indian Economic Service (IES) which is premature i.e. before completion of
his/her stipulated minimum tenure of posting.
(iii) to consider and make recommendation on the representation of an officer of Indian Economic Service
(IES) requesting for premature transfer i.e before completion of his/her stipulated minimum tenure of
posting.
4. Fixation of Tenure of IES Officers
4.1 The minimum tenure of service for officers of various grades to different posts in the Indian Economic
Service shall be as under:
Junior Time Scale Two Years
Senior Time Scale Three Years
Junior Time Scale and Senior Time Scale combined Three Years
Junior Administrative Grade Three Years
Junior Administrative Grade /Non Functional Selection Grade Three Years
Senior Administrative Grade (SAG) Three Years
4.2 For officers senior to SAG grade i.e Higher Administrative Grade and Higher Administrative Grade + (i.e
Apex Scale), the minimum service tenure shall be two years.
4.3 However, the minimum tenures mentioned in the paragraphs 4.1 and 4.2 above would not apply if the
officer attains the age of superannuation before completion of the tenure.
4.4 An officer is liable to be transferred prior to completion of tenure, which may be due to reasons of
promotion, administrative expediency and exigency of work. All such cases which involve premature transfer i.e before
completion of stipulated minimum tenure of posting would be placed before the relevant Placement Committee for its
consideration.
4.5 The maximum tenure of an officer of the Indian Economic Service shall be five years for a post.
This issues with the approval of Competent Authority.
