**Report on the Central Motor Vehicles Twentieth Amendment Rules, 2022** **1. Executive Summary:** This report analyzes the Central Motor Vehicles Twentieth Amendment Rules, 2022, based on the official notification published in the Gazette of India. This amendment modifies the Central Motor Vehicle Rules, 1989, specifically concerning the effective date for a provision within subrule 9 of rule 115A. The core purpose of the amendment is to postpone the applicability of certain rules from October 1, 2022, to January 1, 2023. The key finding is that this amendment provides a three-month extension for compliance with previously defined regulations under the Central Motor Vehicles Rules, 1989. **2. Introduction:** This report aims to provide a comprehensive overview of the Central Motor Vehicles Twentieth Amendment Rules, 2022, based solely on the information provided in the official government notification. The report will analyze the amendment's purpose, key changes, and potential impact on stakeholders within the automotive industry. **3. Policy Overview:** * **Amendment To:** Central Motor Vehicle Rules, 1989. * **Core Objective(s):** To modify the effective date of a specific provision within the Central Motor Vehicle Rules, 1989, delaying its implementation. **4. Background and Rationale:** The amendment seems to address a need for a delay in implementing certain requirements under subrule 9 of rule 115A of the Central Motor Vehicle Rules, 1989. While the specific reasons for the delay are not explicitly stated in the provided text, the amendment suggests that stakeholders may require additional time to comply with the original timeline. **5. Key Provisions / Changes:** This amendment focuses on a single, specific change: * **Specific Part of Original Policy Changed:** Subrule 9 of rule 115A, in table 1, under the heading "Applicable with effect from." * **New Rule/Provision:** The phrase "1st October, 2022" is replaced with "1st January, 2023." * **Difference/Effect of Change:** This change effectively delays the date from which specific provisions under subrule 9 of rule 115A become applicable by three months, from October 1, 2022, to January 1, 2023. **6. Target Audience and Stakeholders:** Based on the text, the directly affected stakeholders are those entities who are subject to the provisions specified under subrule 9 of rule 115A of the Central Motor Vehicle Rules, 1989. This likely includes automotive manufacturers, testing agencies, and other parties involved in ensuring compliance with motor vehicle regulations covered under subrule 9 of rule 115A. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Ministry of Road Transport and Highways is the responsible body, as indicated by the notification. * **Timelines or Procedures:** The amendment comes into force on the date of its publication in the Official Gazette (November 25, 2022). The key procedure affected is the implementation timeline for provisions under subrule 9 of rule 115A. **8. Expected Outcomes / Impact of Changes:** The primary intended outcome of this amendment is to provide affected stakeholders with additional time (three months) to prepare for and comply with the requirements stipulated under subrule 9 of rule 115A of the Central Motor Vehicle Rules, 1989. This delay could prevent disruptions in manufacturing or testing processes and allow for smoother integration of new standards or procedures. **9. Conclusion:** The Central Motor Vehicles Twentieth Amendment Rules, 2022, represents a targeted adjustment to the Central Motor Vehicle Rules, 1989, focusing on the implementation timeline of specific provisions within subrule 9 of rule 115A. By postponing the effective date, the amendment offers a temporary reprieve to affected industries, potentially facilitating a more manageable transition to the updated regulatory landscape. The significance lies in its ability to address potential challenges associated with immediate implementation, providing stakeholders with a more realistic timeframe for compliance.
