(क) योिना के अधीन लाभ प्राप्त करन े हते ु पात्र व्यजि को आधार संख्या रखने का प्रमाण पत्र प्रस्ट्ततु करना होगा या आधार प्रमाणीकरण कराना होगा; (ख) योिना के अधीन लाभ प्राप्त करन े के इच्छुक दकसी भी व्यजि, जिसके पास आधार संख्या नहीं ह,ै या जिसने अभी तक आधार के जलए नामांकन नहीं दकया ह,ै को योिना के जलए रजिस्ट्रीकरण करने स े पहल े आधार नामांकन के जलए आिेिन करना होगा, परन्त ु िह उि अजधजनयम की धारा 3 के अनुसार आधार प्राप्त करन े का हकिार हो, और ऐसा व्यजि आधार के जलए नामांदकत होने के जलए दकसी भी आधार नामांकन केंद्र (भारतीय जिजिष्ट पहचान प्राजधकरण (यूआईडीएआई) िेबसाइट www.uidai.gov.in पर उपलसध सूची) पर िाएगा; (ग) आधार (नामांकन और अद्यतन) जिजनयम, 2016 के जिजनयम 12 के अनुसार, जिभाग को अपनी कायािन्ियन एिेंसी के माध्यम स े उन लाभार्थियों के जलए आधार नामांकन सुजिधाएं प्रिान करना आिश्यक ह,ै जिन्होंने अभी तक आधार के जलए नामांकन नहीं दकया ह ै और यदि संबंजधत सलॉक या तालुका या तहसील म ें जस्ट्थत कोई आधार नामांकन केंद्र नहीं ह,ै तो जिभाग अपनी कायािन्ियन एिेंसी के माध्यम स े यूआईडीएआई के मौिूिा रजिस्ट्रार के समन्िय स े या स्ट् ियं यूआईडीएआई रजिस्ट्रार बनकर सुजिधािनक स्ट्थानों पर आधार नामांकन सुजिधाएं प्रिान करेगा : परन्त ु िब तक व्यजि को आधार नहीं सौंपा िाता ह,ै तब तक योिना के अधीन ऐसे व्यजि को लाभ दिए िाएंगे, िो जनम्नजलजखत िस्ट्तािेिों के प्रस्ट्तुत होने के अधीन होंग,े अथाित:् :- (क) यदि उसने नामांकन दकया ह,ै तो उसकी आधार नामांकन पहचान पची; और (ख) जनम्नजलजखत िस्ट्तािेिों म ें स े कोई एक, अथाित:् - i. फोटो के साथ बैंक या पोस्ट्ट ऑदफस पासबुक; या ii. स्ट्थायी खाता संख्या (पैन) काडि; या iii. पासपोट;ि या iv. रािन काडि; या v. मतिाता पहचान पत्र; या vi. महात्मा गांधी राष्ट्रीय ग्रामीण रोिगार गारंटी अजधजनयम काडि; या vii. दकसान फोटो पासबुक; या viii. मोटर यान अजधजनयम, 1988 (1988 का 59) के अधीन लाइसेंससंग प्राजधकरण द्वारा िारी ड्राइसिंग लाइसेंस; या ix. रािपजत्रत अजधकारी या तहसीलिार द्वारा आजधकाररक लेटर हडे पर िारी ऐसे व्यजि का फोटोयुक् त पहचान प्रमाण पत्र; या x. जिभाग द्वारा जनर्िष्टि कोई अन्य िस्ट्तािेि: परन्त,ु इसके अजतररि, उपरोि िस्ट्तािेिों को उस उद्देश्य के जलए जिभाग द्वारा जििेष रूप स े नाजमत अजधकारी द्वारा िांचा िा सकता ह।ै 2. योिना के अधीन लाभार्थियों को सुजिधािनक रूप स े लाभ प्रिान करन े के जलए, जिभाग अपनी कायािन्ियन एिेंसी के माध्यम स े यह सुजनजित करन े के जलए सभी आिश्यक व्यिस्ट्था करेगा दक लाभार्थियों को योिना के अधीन आधार की आिश्यकता के बारे म ेंिागरूक करने के जलए मीजडया के माध्यम से व्यापक प्रचार दकया िाएगा। 3. सभी मामलों म,ें िहां खराब बायोमेररक्स के कारण या दकसी अन्य कारण स े लाभार्थियों के आधार प्रमाणीकरण जिफल हो िाते ह,ैं जनम्नजलजखत उपचारात्मक तंत्र अपनाए िाएंग,े अथाित:् – (क) खराब फफंगरसप्रंट गणु ित्ता के मामल े म,ें प्रमाणीकरण के जलए आईररस स्ट्कैन या चेहरे (फेस) के प्रमाणीकरण सुजिधा को अपनाया िाएगा, और जिभाग, अपनी कायािन्ियन एिेंसी के माध्यम से, जनबािध रीजत से लाभ[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 प्रिान करन े के जलए फफंगर-सप्रंट प्रमाणीकरण के साथ-साथ आईररस स्ट्कैनर या चेहरे (फेस) के प्रमाणीकरण के जलए उपबंध करेगा; (ख) यदि उंगजलयों के जनिान या आईररस स्ट्कैन या चेहरे (फेस) के प्रमाणीकरण के माध्यम से बायोमैररक प्रमाणीकरण सफल नहीं होता ह,ै तो, िहां भी संभि और स्ट्िीकायि हो, सीजमत समय िैधता िाले यथाजस्ट्थजत आधार िन टाइम पासिडि या समय-आधाररत िन-टाइम पासिडि द्वारा प्रमाणीकरण दकए िाएंगे; (ग) अन्य सभी मामलों म,ें िहां बायोमेररक या आधार िन टाइम पासिडि या समय-आधाररत िन-टाइम पासिडि प्रमाणीकरण संभि नहीं ह,ै िहा ं योिना के अधीन भौजतक (दफजिकल) आधार पत्र के आधार पर लाभ दिए िा सकते ह,ैं आधार पत्र पर मुदद्रत त्िररत प्रजतदिया (क्यूआर) कोड के माध्यम स े जिसकी प्रामाजणकता सत्याजपत की िा सकती ह ै और जिभाग द्वारा त्िररत प्रजतदिया कोड रीडर की आिश्यक व्यिस्ट्था अपनी कायािन्ियन एिेंसी के माध्यम स े सुजिधािनक स्ट्थानों पर प्रिान की िाएगी। 4. यह सुजनजित करन े के जलए दक योिना के अधीन कोई भी िास्ट्तजिक लाभाथी अपन े िये लाभों स े िंजचत न हो, जिभाग, अपनी कायािन्ियन एिेंसी के माध्यम स,े 19 दिसंबर, 2017 (https://dbtbharat.gov.in/ पर उपलसध) के प्रत्यक्ष लाभ हस्ट्तांतरण जमिन, कैजबनेट सजचिालय, भारत सरकार के कायािलय ज्ञापन संख्या डी -26011/04/2017-डीबीटी म ें यथाजनर्िष्टि अपिाि प्रबंधन (इक्स ेप् िन हडैं सलंग) तंत्र का पालन करेगा। 5. यह अजधसूचना सभी राज्यों और संघ राज्य क्षेत्रों म ेंआजधकाररक रािपत्र म ेंइसके प्रकािन की तारीख से लाग ूहोगी। [फा. सं. पी. 13013/24/2023-यूडीआईडी/आईटी/सांजख्यकी] रािीि िमाि, संयुक् त सजचि MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT (Department Of Empowerment Of Persons With Disabilities (Divyangjan) NOTIFICATION New Delhi, the 8th August, 2023 S.O. 3590(E).—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one’s identity; And whereas, the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, (hereinafter referred as the Department) in the Government of India is administering the Unique Disability Identification (UDID) (hereinafter referred to as the Scheme) as a Central Sector Scheme, which is being implemented through the District Medical Authorities or any other medical authority notified by the concerned Government or Union Territory Administration (hereinafter referred to as the Implementing Agency); And whereas, under the Scheme, [unique central database of persons with disabilities, recognition of UDID card across the territory of the Union of India and potential benefits which may arise from time to time due to linking of various Government schemes with UDID card] (hereinafter referred to as the benefits) is given to persons with disabilities (hereinafter referred to as the beneficiaries) as per the Scheme and extend guidelines issued their under; And whereas, the implementation of the Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- 1. (a) an individual eligible for receiving the benefits under the Scheme shall be required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication; (b) any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number, or has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment before registering for the Scheme, provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individual shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (c) as per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department, through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar themselves: Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely :– a. if he has enrolled, his Aadhaar Enrolment Identification slip; and b. any one of the following documents, namely :- i. Bank or post office passbook with photo; or ii. Permanent Account Number (PAN) Card; or iii. Passport; or iv. Ration card; or v. Voter identity card; or vi. Mahatma Gandhi National Rural Employment Guarantee Act card; or vii. Kisan photo passbook; or viii. Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or ix. Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or x. any other document as specified by the Department: Provided, further that the above documents may be checked by an officer specifically designated by the Department for that purpose. 2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme. 3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:- a. in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, and the Department, through its Implementing Agency, shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner; b. in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible, authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered; c. in all other cases, where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at convenient locations by the Department through its Implementing Agency. 4. In order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Department, through its Implementing Agency, shall follow the exception handling mechanism as specified in the Office Memorandum of Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India No. D-26011/04/2017- DBT, dated the 19th December, 2017 (available on https://dbtbharat.gov.in/). 5. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union territories.
