**Eligibility for Establishing, Operating, and Maintaining EV Charging Stations:**
* Entities eligible for subsidy funding and proposal submission under the PM e-Drive Scheme include Ministries of the Government of India, Central Public Sector Enterprises (CPSEs)/Autonomous Bodies under the Ministries of the Government of India, and States/Union Territories and their PSUs. These entities are appointed as nodal agencies for demand aggregation and implementation oversight.
**Financial Assistance and Subsidy Provisions:**
* The total outlay of the PM e-Drive Scheme is ₹10,900 crore, with ₹2,000 crore specifically allocated for creating public EV charging infrastructure (including EV PCS, battery swapping stations, and battery charging stations).
* The scheme provides capital subsidies for upstream infrastructure and EVSE (charging equipment) based on location category, as follows:
* **Category A:** Government offices, residential complexes, hospitals, educational institutions, CPSEs, and other government establishments (offering unrestricted public access) receive 100% subsidy on upstream infrastructure and 100% on EVSE.
* **Category B:** Locations owned by State/Central Governments or their public sector undertakings, such as railway stations, airports (managed by the Airport Authority of India), retail outlets of public sector OMCs, STU bus stations, metro stations, municipal parking lots, public sector ports, and toll plazas/wayside amenities controlled/managed by NHAI/State governments, receive an 80% subsidy on upstream infrastructure and a 70% subsidy on EVSE.
* **Category C:** All other locations not included in Categories A and B, such as city roads, shopping malls, market complexes, highways/expressways, receive an 80% subsidy on upstream infrastructure.
* **Battery Swapping Stations (BSS)/Battery Charging Stations (BCS):** Any location where these stations are installed receives an 80% subsidy on upstream infrastructure.
* The cost of upstream infrastructure and EVSE is based on benchmarks provided by the Bureau of Energy Efficiency (BEE) under the Ministry of Power.
**Selection Criteria for Cities, Towns, and Highways for EV Charging Stations and Coordination Mechanisms:**
* The criteria for selecting cities, towns, and highways for EV charging stations, along with the mechanisms for coordinating and maintaining EV charging infrastructure, are detailed in the operational guidelines issued by the Ministry of Heavy Industries on September 26, 2025, titled "Operational Guidelines for Setting up EV Public Charging Stations (EV PCS) under PM e-Drive Scheme."

(क) पीएम ई-ड्राइव स्कीम के तहत ईवी पक्ट्ब्लक चाक्ट्जगिं स्टेशन (ईवीपीसीएस) के ललए सक्ट्ब्सडी
फंडडगं पाने और प्रस्ताव जमा करने के ललए पात्र संस्थाएं भारत सरकार के मंत्रालय, केंद्रीय सावजग ननक
क्षेत्रक उद्यम (सीपीएसई)/ भारत सरकार के मंत्रालयों के तहत स्वायत्त ननकाय, राज्य/संघ राज्य क्षेत्र
और उनके पीएसयू हैं। ये संस्थाएं मांग इकट्ठा करने और कायागन्वयन की देखरेख के ललए नोडल
एजेंलसयां ननयुक्त करती हैं।(ख) पीएम ई-ड्राइव स्कीम का कुल पररव्यय 10,900 करोड़ रुपए है, क्ट्जसमें से 2,000 करोड़ रुपए
पवशषे रूप से पक्ट्ब्लक ईवी चाक्ट्जगिं अवसंरचना (क्ट्जसमें ईवी पीसीएस, बैटरी स्वैपपगं स्टेशन और बैटरी
चाक्ट्जगिं स्टेशन शालमल हैं) बनाने के ललए आवंहटत ककए गए थे।
यह स्कीम स्थान की श्रेणी के आधार पर अपस्िीम इंफ्रास्िक्चर और ईवीएसई (चाक्ट्जगिं इक्ट्क्वपमेंट) के
ललए पूंजीगत सक्ट्ब्सडी देती है:

अपनी ईवी चाज ग करने के ललए बबना ककसी रोक-टोक के लमलेंगे, यानी पर 100%
पक्ट्ब्लक के ललए नन:शुल्क पहुुँच)
ख शहरों में और हाईवे के ककनारे ऐसी जगहें क्ट्जनका माललकाना हक अपस्िीम
राज्य/केंद्र सरकार या उनके सावजग ननक क्षेत्र के उपिमों के पास है, इंफ्रास्िक्चर पर
जैस े रेलवे स्टेशन, एयरपोटग (क्ट्जन्हें एयरपोटग अथॉररटी ऑफ़ इंडडया 80% और EVSE
चलाती और रखरखाव करती है), सावजग ननक क्षेत्र की ओएमसी के पर 70%
ररटेल आउटलेट, एसटीयू के बस स्टेशन, मेिो स्टेशन, म्पयुननलसपल
पाककिंग लॉट, सावजग ननक क्षेत्र के पोटग और एनएचएआई/ राज्य सरकार
द्वारा ननयंबत्रक/प्रबंधधत ककए जाने वाले टोल ्लाजा और
हाईवे/एक्सप्रेसवे पर रास्त े के ककनारे की सुपवधाएुँ।
ग अन्य सभी जगहें जो कैटेगरी क और ख में शालमल नहीं हैं, जैस े अपस्िीम
शहर- सड़कें, शॉपपगं मॉल, माकेट कॉम्प्लेक्स, हाईवे/एक्सप्रेसवे आहद। इंफ्रास्िक्चर पर

घ कोई भी स्थान जहां पर बैटरी स्वैपपगं स्टेशन (बीएसएस)/बैटरी अपस्िीम
चाक्ट्जगिं स्टेशन (बीसीएस) लगाए गए हैं इंफ्रास्िक्चर पर

अपस्िीम इंफ्रास्िक्चर और ईवीएसई की लागत, पवद्युत मंत्रालय के तहत ब्यूरो ऑफ़ एनजी
एकफलशएंसी (बीईई) द्वारा हदए गए बेंचमाकग पर आधाररत है।
(ग) और (घ) ईवी चाक्ट्जगिं स्टेशन लगाने के ललए शहरों, कस्बों और हाईवे को चनु ने के मानदंडों और
ईवी चाक्ट्जगिं स्टेशन लगाने और अवसंरचना के अनुरक्षण में तालमेल बबठाने के ललए अपनाए गए तंत्र,
उपाय, भारी उद्योग मंत्रालय द्वारा 26 लसतंबर, 2025 को जारी ‘पीएम ई-ड्राइव स्कीम के तहत ईवी
पक्ट्ब्लक चाक्ट्जगिं स्टेशन (ईवी पीसीएस) लगाने के ललए प्रचालनरत हदशाननदेश’ में हदए गए हैं।
