का प्रयोग करते हुए ईि राष्ट्रीय राजमागों के ईि खण्ड के जनमागण, रखरखाव, प्रबंधन और प्रचालन पर हुए व्यय, जनवेजित
पूंजी पर ब्याज, युजियुि प्रजतफल, यातायात के दबाव और प्राजधकरण तथा ररयायतग्राही के बीच हुए ईि करार की
ऄवजध को ध्यान में रखत े हुए, एतदद्वारा यह ऄजधसूजचत करती ह ै दक सड़क की कुल लम्बाइ 63.830 दक.मी. [जजसम ें
62.950 दक.मी. की सड़क और 880 मीटर की सरचनाएं िाजमल ह ै (जजनकी लम्बाइ 60 मीटर से ऄजधक ह)ै और जजसकी
समकक्ष लम्बाइ 8.800 दक.मी. ह]ै(जनमागण ऄवजध के दौरान) तथा सड़क की कुल लम्बाइ 63.830 दक.मी. [जजसम ें
62.4054 दक.मी. की सड़क और 1424.6 मीटर की संरचनाएं िाजमल ह ै (जजनकी लम्बाइ 60 मीटर से ऄजधक ह)ै और

3. पूरा होन े की जनधागररत जतजथ (जनयत जतजथ से 910 ददन) और पररयोजना के वास्ट्तजवक समापन की तारीख के बीच
जवलंजबत ऄवजध के जलए, यदद आसमें देरी हुइ हो, कोइ प्रयोिा िल्ु क नहीं लगाया जाएगा। आस जनयम के प्रयोजनाथग,
पररयोजना के दकसी भी ऄनंजतम समापन को पररयोजना का पूणग होना नहीं माना जाएगा।
4 जजस व्यजि का ऄपना यांजत्रक वाहन, गरै -वाजणजज्यक प्रयोजनों के जलए पंजीकृत हुअ हो और वह िल्ु क प्लाजा स े बीस
दकलोमीटर तक की दरू ी म ें ही रहता हो, ईसके जलए वर् ग 2021-22 के जलए माजसक पास की दर 285.00/- रूपए (दो सौ
पचासी रूपए मात्र) होगी और राष्ट्रीय राजमाग ग िुल्क (दरों का ऄवधारण और संग्रहण) जनयम, 2008 के ईपबधं ों के
ऄनुसार ईसम ेंप्रत्येक वर्ग संिोधन दकया जायेगा।
5. राजमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागतः्
संदये राजि ऄनुज्ञात एकतरफा यात्राओं की मान्द्यता की ऄवजध
ऄजधकतम संख्या
एकतरफा यात्रा के जलए िुल्क का डेढ़ गुना दो भुगतान के समय से चौबीस घंटे
पचास या ऄजधक एकल यात्राओं के जलए संदये िुल्क पचास ऄथवा ऄजधक संदाय की तारीख से एक माह
की राजि का दो-जतहाइ
6. जजस जजले में िुल्क प्लाजा जस्ट्थत ह,ै ईसमें पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रह े वाहनों को
छोड़कर) के जलए िुल्क ईस श्रणे ी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बिते दक ऐसे वाजणजज्यक वाहनों
के ईपयोग के जलए कोइ सर्षवस सड़क ऄथवा वैकजल्पक सड़क ईपलब्ध न हो।
7. जो यांजत्रक वाहन ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके
चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार से लदे हुए वाहन को राष्ट्रीय राजमागग म ें प्रवेि कराने के
जलए िुल्क सग्रं हण एजेंसी को राष्ट्रीय राजमाग ग िल्ु क जनयमावली 2008 के जनयम 10 के ईप जनयम (1ए) म ें ईजल्लजखत
िुल्क के बराबर िुल्क का भुगतान करना होगा और ईसे राजमागग खण्ड का ईपयोग करन े की तब तक ऄनुमजत नहीं होगी
जब तक ऐसे यांजत्रक वाहन से ऄजधक भार को हटा न ददया जाए।
8. यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनज्ञु ेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्षवस सड़क, वैकजल्पक सड़क अदद
सजहत सभी पररभार्ाएं जनयमों में जवजनर्ददष्ट पररभार्ाओं के ऄनुसार होंगी।
9. ईि जनयमों के जनयम 12 के ऄनुसार ईपयोगकताओंग की जानकारी के जलए िल्ु क की दरें प्रदर्षित की जाएगं ी।
10. उपर सारणी-1 में यथा-ईजल्लजखत, अधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की अधार दर के
अधार पर, यांजत्रक वाहनों से जलए जाने वाले वास्ट्तजवक िल्ु क और कटौजतयों की गणना प्राजधकरण द्वारा खंडों की पूरी कर
ली गइ पररयोजना राजमागों की लम्बाइ के अधार पर की जायेगी। ईसे ररयायतग्राही के माध्यम स े प्राजधकरण द्वारा
ऄंग्रेजी और स्ट्थानीय भार्ा के कम-से-कम एक-एक समाचार पत्र में प्रकाजित दकया जाएगा और तदनुसार ईसमें ईि
जनयमों के जनयम 5 और ररयायत करार के प्रावधान के ऄनुसार वार्षर्क तौर पर संिोधन दकया जाएगा और प्रकाजित दकया
जाएगा, परंत ु ित ग यह ह ैदक सीओडी स े6 (छह) माह की ऄवजध के भीतर कोइ संिोधन नहीं दकया जाएगा।

Transport and Highways number S.O. 78 (E) dated 04.02.1999 issued under Section 11 of the National
Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch

And whereas, in exercise of the powers conferred by Section 7 of the National Highway Act, 1956
(48 of 1956) read with Rule (3) of the National Highway Fee (Determination of Rates and Collection)
Rules 2008, the Central Government by notification S.O. 2671(E) dated 02.11.2012 and amendment vide
S.O. 896(E) dated 26.03.2014 of the Government of India authorized Authority for levying and collecting
fee on mechanical vehicles for the use of four lane of Palsit to Dankuni section from km 587.853 to km
651.602 .
And whereas, pursuant to the provision of Section 14 of the National Highways Authority of India
Act, 1988 (68 of 1988), the Authority has entered into an Agreement (hereinafter referred to as said
agreement) with M/s Palsit Dankuni Tollway Private Limited having its registered office at
11th Floor/1101, Hiranandani, Knowledge Park, Technology Street, Powai, Mumbai, Mumbai City,
Maharashtra, India, 400076 , India ( hereinafter referred to as the “Concessionaire”) for six laning of
National Corridor NH-19 from Palsit to Dankuni section from km 588.870 to km 652.700 ( total design
length 63.830 km ) in the state of West Bengal under Bharatmala Pariyojana on BOT (Toll) basis.
Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act,
1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection)
Rules, 2008 vide G.S.R. 838 (E) dated the 5th Dec, 2008, and amended vide G.S.R 950(E) dated 3rd
December, 2010, G.S.R 15(E) dated 12th January, 2011, G.S.R 756(E) dated 12th October,2011 and G.S.R
778 (E) dated 16th December,2013, G.S.R 26(E) dated 16th January, 2014, G.S.R 831(E) dated 21st
November,2014, G.S.R. 2(E) dated 29th December, 2014, G.S.R 220(E) dated 23rd March, 2015 and its
subsequent amendments upto bid due date, the Central Government, having regard to the expenditure
involved in building, maintenance, management and operation of the said Section of said National
Highway, interest on the capital invested, reasonable return, the volume of traffic and the period of said
agreement entered between the Authority and the Concessionaire, hereby notifies that there shall be levied
and collected fees on mechanical vehicles at the rate specified in column (2) of the Table 1 for total road
length of 63.830 km [including 62.950 km road and 880 m of structures (having length more than 60m)
with equivalent length of 8.800 km] (during construction period) and for total road length of 63.830 km
[including 62.4054 km road and 1424.6 m of structures (having length more than 60m) with equivalent
length of 14.246 km] (after completion of six laning) for use of four and more lane sections on the Type of
Vehicles specified in column (1) of the Table 1 below and authorizes the said Concessionaire to collect and
retain the fee on and from the date of Commercial Operation (COD) or on getting the Completion
Certificate, as the case may be, from the Authority or publication of this Notification in the Official
Gazette, whichever is later, till the termination date as specified in the agreement. This fee notification shall
be effective from the Appointed Date of the BOT project.

3. No user fee shall be levied for the delayed period between the Scheduled date of completion (910 days
from the Appointed Date) and the date of actual completion of the project, if it is delayed. For the purposes
of this rule, any provisional completion of the project shall not be treated as completion of the project.
4. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial
purposes and resides within a distance of twenty kilometres from the toll plaza is Rs. 285.00 (Rupees Two
Hundred Eighty Five only) for the year 2021-22 which is subject to revision every year as per the
provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:

6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district
where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service
road or alternative road is available for use of such commercial vehicles.
7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of
permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on
the National Highway to the fee collecting agency, equal to the fees specified in sub-rule 1Aof rule 10 of
the said rules, and shall not be entitled to make use of the highway section unless the excess load has been
removed from such mechanical vehicle.
8. All definitions, category of mechanical vehicles, its permissible load, category of exempted vehicles,
service road, alternative road etc. shall be as per definitions specified in the Rules.
9. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said
Rules.
10. Based on the Base Rate of Fee per km for the base year 2007-08 as mentioned in Table-1, the actual
amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the
Authority on the basis of completed length of the Project Highway. The same shall be got published by the
Authority through the Concessionaire in at least one newspaper, each in English and vernacular language
and thereafter revised annually in accordance with the rule 5 of the said rules and provision of Concession
Agreement and got published, provided that no revision shall be effected until a period of 6 (six) months
has elapsed from COD.
