द्वारा प्रदत्त िजक्तयों का प्रयोग करत े हुए और केंद्र सरकार की ऄजधसूचना का.अ. 2808 (इ), ददनांक 03 नवंबर, 2014
और ऄजधसूचना का.अ. 2646 (इ), ददनांकः 28 जसतंबर, 2015 का ऄजधक्रमण करत े हुए ईक्त खण्ड के जनमागण, रखरखाव,
प्रबंधन और प्रचालन पर हुए व्यय, जनवेजित पूंजी पर ब्याज, युजक्तयुक्त प्रजतफल, यातायात के दबाव और प्राजधकरण तथा
ररयायतग्राही के बीच हुए करार की ऄवजध को ध्यान में रखते हुए एतद्द्वारा यह ऄजधसूजचत करती ह ै दक यांजत्रक वाहनों पर

4. राजमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागतः्

को छोड़कर) के जलए िल्ु क ईस श्रेणी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बित े दक ऐसे वाजणजज्यक

6. जो यांजत्रक वाहन ईक्त जनयमों के ऄंतगगत ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपक्षे ा ऄजधक भार से
लदा हुअ होगा ईसको िल्ु क प्लाजा को पार करने के जलए राष्ट्रीय राजमागग का ईपयोग करने की ऄनुमजत तब तक नहीं
दी जाएगी जब तक दक ऐसे यांजत्रक वाहन से ऄजधक भार को हटा नहीं ददया जाता ह।ै ईसके चालक ऄथवा माजलक
ऄथवा प्रभारी व्यजक्त को ऐसे ऄजधक भार से लदे हुए वाहन को राष्ट्रीय राजमागग में प्रवेि कराने के जलए िल्ु क संग्रहण
एजेंसी को ईक्त जनयमों के लागू प्रावधान के ऄनुसार िुल्क का भुगतान करना होगा।
7. ईक्त जनयमावली के जनयम 12 के ऄनुसार, प्रयोगकतागओं की जानकारी के जलए िल्ु क की दरें प्रदर्तित की जाएगं ी।
8. उपर सारणी-1 में यथा-ईजल्लजखत, अधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की अधार दर के
अधार पर, यांजत्रक वाहनों से जलए जाने वाले वास्ट्तजवक िल्ु क और कटौजतयों की गणना प्राजधकरण द्वारा दकया जायेगा।
प्राजधकरण द्वारा ररयायतग्राही के माध्यम स े ईक्त जनयमों के जनयम 5 और ररयायत करार के ईपबंधों के ऄनुसार वार्तर्क
तौर पर संिोधन दकया जाएगा तथा ईसे तदनुसार, ऄंग्रेजी और स्ट्थानीय भार्ा के कम-स-े कम एक-एक समाचार पत्र म ें

S.O. 5297(E).— Whereas by notification of the Government of India in the Ministry of Road
Transport and Highways number S.O. 1192(E) dated the 03rd December, 2001 issued under Section 11 of
the National Highway Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the
stretch from kilometer 16.500 to kilometer 29.300 of Majnu ka Tila to Delhi/Haryana border section of
National Highway 1 in the National Capital Territory of Delhi and from kilometer 29.300 to km 212.00 of
Delhi Haryana Border to Haryana-Punjab Border section of National Highway 1 in the State Haryana to the
National Highway Authority of India (hereinafter referred to as the ―Authority‖);
And whereas, pursuant to the provision Section 14 of the National Highways Authority of India
Act, 1988 (68 of 1988), the Authority has entered into an agreement on 28/08/2015 (hereinafter referred to
as ―said agreement‖) with M/s. Mukarba Chowk-Panipat Toll Roads Limited having registered Office at
513/A, 5th Floor, Kohinoor City, Kirol Road, Kurla (West) Mumbai – 400070, Maharashtra and later
entered into Substitution Agreement on 08/06/2020 with M/s. Welspun Infrafacility Pvt. Ltd. having
registered office at T-11, 3rd Floor, Vasant Square Mall, Sector-B, Pocket V, VasantKunj, New Delhi –
110070 (hereinafter referred to as the ―Concessionaire‖), the successful bidder for bids submitted on
11/09/2014 for the development of Mukarba Chowk to Panipat section from Km. 15.500 to Km. 86.000
(design chainage Km 14.972 to design chainage Km 86.361) on National Highway No. 44 in the States of
Delhi and Haryana (hereinafter referred to as the ―said section‖) to Eight lane with paved shoulder
standards and operation and maintenance of the said section.
Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act,
1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection)
Rules, 2008 (hereinafter referred to as the ―rules‖), and in the supersession of the notification bearing No.
S.O. 2808(E) dated 03rd November 2014 and S.O.2646(E) dated 28th September 2015, the Central
Government, having regard to the expenditure involved in building, maintenance, management and
operation of the said section, interest on the capital invested, reasonable return, the volume of traffic and
the period of the agreement entered into between the Authority and the Concessionaire, hereby notifies that
there shall be levied and collected fees on mechanical vehicles for the use of the said section at the rates
specified in column (2) of Table 1 below for net road section length 70.599 Km and at base rates specified
in the Table No. 1 for bridges/structures with length more than 60m for structure length 0.7896 Km with an
equivalent length of 7.896 Km on the type of vehicles specified in Table 1 below and authorises the said

1. The fee to be levied and collected hereunder shall be due and payable at the Fee Plaza, at the base
rate mentioned in Table 1 above, for the distance specified for such Fee Plaza, namely: -

3. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-
commercial purposes and resides within a distance of twenty kilo meters from the fee plaza is Rs. 285.00
(Rupees Two Hundred Eighty Five) for the year 2021-2022 and is subject to revision every year as per the
provisions of the said rules.
4. For multiple journey on the highway section, passes shall be issued at the following rates, namely: -

5. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the
district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no
service road or alternative road is available for use of such commercial vehicles.
6. A mechanical vehicle which is loaded in excess of permissible load specified for its category under
the rules, shall not be permitted to use the National Highway for crossing the fee plaza until the excess load
has been removed from such mechanical vehicle. The driver or owner or a person in-charge of a
mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable
to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency as per
the applicable provision in the said rules.
7. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said
rules.
8. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in
Table 1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will
be calculated by the Authority. The same shall be got published by the Authority in at least one newspaper
in English and vernacular language through the Concessionaire and thereafter revised annually in
accordance with the rule 5 of the said rules and provisions of the Concession Agreement and will be
published; provided, however, that such revision shall not be effected until a period of 6 (six) months from
the date of preceding revision of fee.
