[जजसमें 49.776 दक.मी. की सड़क और 3824.35 मीटर की सरं चनाएं िाजमल ह ै (जजनकी लम्बाइ 60 मीटर से ऄजधक ह)ै और जजसकी समकक्ष लम्बाइ 38.24 दक.मी. ह]ै (जनमाणग ऄवजध के दौरान) तथा कुल समकक्ष लम्बाइ 88.115 दक.मी. (दक.मी.) बनासकांिा जजले म ें 3.824 38.24 3.835 38.35 उपर सारणी -1 जभलाड़ी गांव के जनकट में ईजल्लजखत 537.880 दक.मी. पर अधार दरों का 100% *बुजनयादी ढांचों का जववरण (60 मी. स ेऄजधक) जनम्नानुसार है; क्र.स.ं बुजनयादी ढाचं ा का प्रकार बुजनयादी ढाचं ा का नाम लम्बाइ (जरीब-दरू ी) (मी.) बाएं तरफ दाएं तरफ 1 568+965 बड़ा पुल 103.704 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 2 567+725 वाया–डक्ट 3150.00 3150.00 3 564+764 बड़ा पुल 537.00 558.00 4 562+850 फ्लाइओवर 75.00 75.00 कुल = 3762.00 3886.70 बुजनयादी ढांचे की औसत लंबाइ = 3824.35 बुजनयादी ढांचे की कुल लंबाइ = 3824.35 **बुजनयादी ढांचों का जववरण (60 मी. स ेऄजधक) जनम्नानुसार ह;ै क्र.स.ं बुजनयादी ढाचं ा का प्रकार बुजनयादी ढाचं ा का नाम लम्बाइ (जरीब-दरू ी) (मी.) बाएं तरफ दाएं तरफ 1 568+965 बड़ा पुल 103.70 2 567+725 वाया डक्ट 3150.00 3150.00 3 564+764 बड़ा पुल 558.00 558.00 4 562+850 फ्लाइओवर 75.00 75.00 कुल = 3783.00 3886.70 बुजनयादी ढांचे की औसत लंबाइ = 3834.85 बुजनयादी ढांचे की कुल लंबाइ = 3834.85 4. जजस व्यजि का ऄपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोजनों के जलए पंजीकृत हुअ हो और वह िल्ु क प्लाजा से बीस दकलोमीटर तक की दरू ी में ही रहता/रहती हो, ईसके जलए वर्ग 2021-22 के जलए माजसक पास की दर 285.00/- रुपए (दो सौ पचासी रुपए मात्र) होगी और राष्ट्रीय राजमाग ग िल्ु क (दरों का ऄवधारण और सग्रं हण) जनयम, 2008 के ईपबंधों के ऄनुसार ईसमें प्रत्यके वर्ग संिोधन दकया जायेगा। 5. राजमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागतः् सदं ेय राजि ऄनज्ञु ात एकतरफा यात्राओं की जवजधमान्द्यता की ऄवजध ऄजधकतम सख्ं या एकतरफा यात्रा के जलए िल्ु क का डेढ गुना दो भुगतान के समय से चौबीस घंटे पचास या ऄजधक एकल यात्राओं के जलए संदेय पचास ऄथवा ऄजधक भुगतान की ददनांक से एक माह िुल्क की राजि का दो-जतहाइ 6. जजस जजले में िुल्क प्लाजा जस्ट्थत है, ईसमें पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रह े वाहनों को छोड़कर) के जलए िल्ु क ईस श्रेणी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बित े दक ऐसे वाजणजज्यक वाहनों के ईपयोग के जलए कोइ सर्तवस सड़क ऄथवा वैकजल्पक सड़क ईपलब्ध न हो। 7. जो यांजत्रक वाहन ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार से लदे हुए वाहन को राष्ट्रीय राजमागग म ें प्रवेि कराने के जलए िल्ु क संग्रहण एजेंसी को राष्ट्रीय राजमागग िुल् क जनयमावली 2008 के जनयम 10 के ईप जनयम 1ए में ईजल्लजखत िल्ु क[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 5 के बराबर िुल्क का भुगतान करना होगा और ईसे राजमागग खण्ड का ईपयोग करने की तब तक ऄनुमजत नहीं होगी जब तक ऐसे यांजत्रक वाहन से ऄजधक भार को हटा न ददया जाए। 8. यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनज्ञु ेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्तवस सड़क, वैकजल्पक सड़क अदद सजहत सभी पररभार्ाएं जनयमों में जवजनर्ददष्ट पररभार्ाओं के ऄनुसार होंगी। 9. ईि जनयमों के जनयम 12 के ऄनुसार ईपयोगकताओंग की जानकारी के जलए िल्ु क की दरें प्रदर्तित की जाएगं ी। 10. उपर सारणी-1 में यथा-ईजल्लजखत, अधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की अधार दर के अधार पर, यांजत्रक वाहनों से जलए जानेवाल े वास्ट्तजवक िल्ु क और कटौजतयों की गणना प्राजधकरण द्वारा खंडों की परू ी कर ली गइ लम्बाइ के अधार पर की जाएगी और ईसम ें ईि जनयमों के जनयम 5 के ऄनुसार वार्तर्क तौर पर संिोधन दकया जाएगा तथा ईस,े तदनुसार, ऄंग्रेजी और स्ट्थानीय भार्ा के कम-स-े कम एक-एक समाचार पत्र में प्रकाजित दकया जाएगा, परंत ु ित ग यह ह ै दक िल्ु क म ें जपछली बार की गइ वृजधि की तारीख से 6 (छह) माह की ऄवजध के भीतर कोइ संिोधन नहीं दकया जाएगा । [फा. सं. एनएचएअइ/13013/टीओटी जडजवजन/2020-21/फीनोरटदफकेिन/टीओटी5(ए-1)] ऄजमत वरदान, संयुि सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 2nd November, 2021 S.O. 4593(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 465 (E) dated 26.04.2002, issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted full reach (including km. 340.000 to km. 372.000 already entrusted to National Highways Authority of India) of National Highway No. 14 (Radhanpur-Palanpur-Gujarat Rajasthan Border section) and km. 140.000 to km. 281.300 (Radhanpur-Samakhiyali section) of National Highway No. 15 in the State of Gujarat to the National Highways Authority of India (hereinafter referred to as the “Authority”); And whereas, in exercise of the powers conferred by Section 8A of the National Highway Act, 1956 (48 of 1956) read with Rule (3) of the National Highway Fee (Determination of Rates and Collection) Rules 2008, the Central Government by notification of the Government of India authorized OMT Concessionaire for levying and collecting fee on mechanical vehicles for the use of stretches as follows: Vide S.O. No. 700(E) dated 26th March, 2010 for the section from km. 340.000 to km. 458.000 of NH-14 and from km. 138.800 to km. 281.300 of NH-15 in the State of Gujarat. No. 700(E) dated 26th March, 2010 except as respect things done or omitted to be done before such supersession, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said Section of said National Highway, interest on the capital invested, reasonable return, the volume of traffic and the period of said agreement entered between the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles at the rate specified in column (2) of the Table 1 for total equivalent road length of 88.016 km. [including 49.776 km. road and 3824.35m of structures (having length more than 60m) with equivalent length of 38.24 km.] (during construction period) and for total equivalent road length of 88.115 km. [including 49.765 km. road and 3834.85m of structures (having length more than 60m) with equivalent length of 38.35 km.] (after construction of major Bridge) for use of four and more lane sections (hereinafter referred to as “base rate”) on the Type of Vehicles specified in column (1) of the Table 1 below and authorizes the said Concessionaire to collect and retain the fee on and from the Appointed Date or publication of this Notification in the Official Gazette, whichever is later, till the date of termination as specified in the agreement. This fee notification shall be effective from the Appointed Date of the ToT project. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 285.00 (Rupees Two Hundred Eighty Five only) for the year 2021-22 which is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely; Amount Payable Maximum number of one Period of validity way journeys allowed One and half times of the fee for one way Two Twenty four hours from the time journey of payment Two-third of amount of the fee payable Fifty or more One month from date of payment for fifty or more single journeys 6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a Mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, as per Rule 10 (1A) of NH Fee Rule 2008 and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions, category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the Rules. 9. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 10. Based on the Base Rate of Fee per km for the base year 2007-08 as mentioned in Table-1, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of completed length of the Project Highway. The same shall be got published by the Authority through the Concessionaire in at least one newspaper, each in English and vernacular language and thereafter revised annually in accordance with the rule 5 of the said rules and provision of Concession Agreement and got published, provided that no revision shall be effected within a period of 6 (six) months from the date of the preceding revision of Fee.
