The Goods and Services Tax Appellate Tribunal (GSTAT) is the Second Appellate Authority established under the Central Goods and Services Tax Act, 2017 (hereinafter referred to as “CGST Act") to hear various appeals under the said Act and the respective State/UT GST Acts. It consists of a Principal Bench and various State Benches. The Central Government has notified the Principal Bench to be located at New Delhi, and 31 State Benches at various locations of the States. There are two (02) State Benches in the State of Karnataka, both situated at Bengaluru. It is proposed to fill the vacancies for the post of Technical Member (State) of the GSTAT in the State Benches of Karnataka. (1)2 2. Qualifications and Eligibility conditions: The qualifications, eligibility, salary and other terms and conditions of the appointment of a candidate will be governed by the provisions of the CGST Act and Goods and Services Tax Appellate Tribunal (Appointment and Conditions of Service of President and Members) Rules, 2023 (hereinafter referred to as "GSTAT Rules") The Government of Karnataka vide Notification No. FD 76 CSL 2023 dated: 01-10-2024 has prescribed that a person shall not be considered for appointment as a Technical Member (State), unless he is or has been an officer of the State Government or an officer of All India Service, not below the rank of Additional Commissioner of Commercial Taxes or such rank and has completed twenty five years of service in Group A or equivalent, with at least three years of experience in the administration of existing Value Added Tax Law or the Goods and Services Tax Law or in the field of finance and taxation in the State Government. 4. Procedure for selection: The Search-cum-Selection Committee constituted under clause (a) of sub-section (4) of section 110 of the CGST Act by the Government of Karnataka vide Notification No. FD 76 CSL 2023 dated: 15-06-2024, shall recommend a panel of four (04) names for appointment of two (02) posts of Technical Member (State) as specified in sub-section (6) of section 110 of CGST Act and shall scrutinize the applications with respect to suitability of applicant for the post, by giving due weightage to qualification and experience of candidates and shortlist candidates for conducting personal interaction. The final selection will be done on the basis of overall evaluation of candidates done by the committee based on the qualification, experience and personal interaction. Application Procedure: Applications by eligible and willing officers 5. are to be submitted online and should be accompanied with,-3 (i) Biodata in the PROFORMA in Annexure-I. (ii) Applications by eligible and willing officers(serving only) should be accompanied with a Certificate to be furnished by the Employer/Head of the department as in Annexure-II. (iii) Clear photo copies of the up-to-date CR/APAR dossier of the Officer containing CR/APARs of at least five years duly attested by a Group A Officer. (iv) Cadre clearance. (v) Integrity certificate/clearance from vigilance and disciplinary angle as in Annexure-III. (vi) Statement giving details of major or minor penalties if any, imposed on the officer during the last ten years. (vii) Interested candidates shall apply online on https://gstn.org.in/gstat- state-application/#/home to in the form prescribed in Annexure I along with necessary documents. Application submission will begin on 21st October 2024 and the last date for submitting applications is 5:00 PM on 20th November 2024. Applications submitted through any other mode shall be liable to rejection. However, in case of difficulty in uploading any document while making the online application, the document may be forwarded by email by the last date to email support.gstat@gstn.org.in, clearly mentioning the online application number in the email.
