**Policy Summary: Extension of FAME II Certificate Validity**
This policy, issued by the Ministry of Heavy Industries and Public Enterprises, Department of Heavy Industry, Government of India, addresses the validity of FAME II (Faster Adoption and Manufacturing of Electric Vehicles in India Phase II) certificates. This disruption resulted in an accumulation of inventory that would have become ineligible for demand incentives after March 31, 2020, under the original FAME II guidelines (para 2.15 of the Operational Guidelines).
The Competent Authority has approved a three-month extension of the FAME II certificate validity, effective from April 1, 2020, to June 30, 2020.

Sir/Madam,
The undersigned is directed to refer to various representations submitted to this
Ministry on the subject cited above. In terms of the Operational Guidelines (para 2.15) for
delivery of demand incentive under phase-ll of FAME India Scheme, the Eligibility
Certificate issued to OEMs by Testing Agencies was valid for one year (1st April 2019 to
31st March 2020).
2. There is disruption in sale of EVs since January 2020 due to the outbreak of COVID-
19 and the ensuing lockdown. This has led to piling up of inventories which will not be
eligible for demand incentive from April 01,2020. The request of OEMs for extension of
validity period of FAME-II certificates for all Vehicle Models (e2W, e-3W & e-4W)
approved under FAME India Scheme Phase II is appears to be genuine.
3. Now, with the approval of Competent Authority, it is decided to extend the validity
of FAME-II certificates for all vehicle models (e2W, e-3W & e-4W) approved under FAME
India Scheme Phase- || for a period of three months, i.e. w.e.f. 018 April to 30 June
2020.
