The Ministry of Social Justice and Empowerment launched the Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi (PMDAKSH) Scheme in the financial year 2020-21. This Central Sector Scheme aims to provide skill training to Scheduled Castes (SCs), Other Backward Classes (OBCs), Economically Weaker Sections (EWSs), De-notified, Nomadic, and Semi-nomadic Tribes (DNTs), and Safai Karamcharis, including Waste Pickers, through empaneled training institutes.
Under the Support for Marginalized Individuals for Livelihood and Enterprise (SMILE) scheme, specifically the sub-scheme for Comprehensive Rehabilitation for the welfare of Transgender Persons, 1,631 transgender persons have received skill development training through various Sectoral Skill Councils. Training for Sewer Septic Tank Workers (SSWs) under the National Action for Mechanised Sanitation Ecosystem (NAMASTE) has not yet commenced.
The National Scheduled Castes Finance Development Corporation (NSFDC), National Backward Classes Finance Development Corporation (NBCFDC), and National Safai Karamcharis Finance Development Corporation (NSKFDC) provide loan facilities and assistance to eligible youth from the target groups. This support includes project preparation, training, and financial assistance to promote employability and entrepreneurship after completion of vocational education and training courses.
The PMDAKSH Scheme provides placement and self-employment opportunities to trained candidates upon completion of their training. To date, 73,150 trainees have gained employment through wage or self-employment after completing training under the scheme. The National Institute for Entrepreneurship and Small Business Development (NIESBUD) has been assigned a project to train 1,800 transgender persons through a 15-day Entrepreneurship Development Programme. Scheme evaluation is conducted as per the Scheme Guidelines.
