Executive Summary:
This notification from the Ministry of Environment, Forest and Climate Change amends the Environment Protection Rules of 1986. The amendments concern regulations for Thermal Power Plants, specifically addressing water consumption and stack height limits. These rules came into force on the date of publication in the Official Gazette, June 29, 2018.
Key Points / Main Content:
Amendments to Environment Protection Rules, 1986:
These rules may be called the Environment Protection Amendment Rules, 2018.
These rules shall come into force on the date of their publication in the Official Gazette.
Specific Water Consumption Standards:
For new Thermal Power Plants installed after January 1, 2017, specific water consumption shall not exceed a maximum of 3.0 m3/MWh.
These new plants must also achieve zero waste water discharge.
Water Consumption Exemptions:
Water consumption limits outlined in item 5A do not apply to Thermal Power Plants using sea water.
Correction for Monitored Values:
All monitored values for SO2, NOx, and Particulate Matter shall be corrected to 6% Oxygen on a dry basis.
Stack Height Limits for Thermal Power Plants:
For plants with power generation capacity of 100 MW and above with wet Flue Gas Desulphurization (FGD) the height limit is H=6.902QX0.2770.555 or 100 m minimum.
For plants with less than 100 MW, the height limit is H=6.902QX0.2770.555 or 30 m, whichever is more.
"Q" represents the emission rate of SO2 in kg/hr and "H" represents the physical stack height in meters.
These stack height standards apply to coal/lignite based Thermal Power Plants.
Impact Analysis:
Thermal Power Plants:
Impact: New and existing plants must adhere to revised water consumption standards and stack height limits, potentially requiring technological upgrades or operational changes.
Action Required: Assess current water consumption and discharge, and stack heights against the new standards. Implement necessary changes to comply.
Central Government:
Impact: Responsible for enforcing the amended Environment Protection Rules and ensuring compliance by Thermal Power Plants.
Action Required: Monitor Thermal Power Plants for compliance with the new standards.
General Public/Stakeholders:
Impact: Potentially benefits from reduced water consumption and emissions from Thermal Power Plants, leading to a healthier environment.
Action Required: Remain informed about the implementation of these rules and their impact on the environment.
