का.आ.1699(अ).—भारत सरकार, पयार्वरण, वन और जलवायु पिरवतर्न मं(cid:7074)ालय की अिधसूचना
सं. का. आ. 3223 (अ), तारीख 23 नवम्बर, 2015, (cid:7367)ारा उन सभी (cid:7390)ि(cid:7334)य(cid:7298) से, िजनके उसस े (cid:7079)भािवत होने की
संभावना थी, उस तारीख स,े िजसको उस राजप(cid:7074) की (cid:7079)ितयां, िजसम(cid:7286) यह अिधसूचना अंतिवर्(cid:7397) ह,ै उपलब्ध करा दी
गई थी, साठ िदन की अविध के भीतर आक्षेप और सुक्षाव आमंि(cid:7074)त करते हुए भारत के राजप(cid:7074), असाधारण म(cid:7286) एक
(cid:7079)ारुप अिधसचू ना (cid:7079)कािशत की गई थी;
और, उ(cid:7334) राजप(cid:7074), िजसम(cid:7286) उ(cid:7334) (cid:7079)ारुप अिधसूचना अंतिवर्(cid:7397) ह,ै की (cid:7079)ितयां जनता को 23 नवम्बर, 2015 को
उपलब्ध करा दी गई थी;
और, उ(cid:7334) (cid:7079)ारुप अिधसूचना के (cid:7079)त्यु(cid:7275)र म(cid:7286) (cid:7390)ि(cid:7334)य(cid:7298) और पणधािरय(cid:7298) से कोई आक्षेप और सुझाव (cid:7079)ा(cid:7385) नह(cid:7277)
हुए थ;े
और, पोचारम वन्यजीव अभयारण्य, तेलांगना के मेदक और िनजामाबाद िजल(cid:7298) म(cid:7286) 18.20° से 18.13°
उ(cid:7275)र अक्षांश तथा 78.36° स े 78.29° पूवर् दशे ांतर के मध्य अविस्थत ह ै और यह 130 वगर् िकलोमीटर क्षे(cid:7074) म(cid:7286)
फैला ह;ै
और, टरिमनािलया अजूर्ना, टेक्टोना (cid:7061)ािन्डस, मधुका इंिडका, बुचानािनया लंजान, लनेिनया
कोरोमन्डािलका, िडओसिपरोस क्लोरोिक्ज़लोन और िरिटया िटनटोिरया क्षे(cid:7074) की (cid:7079)मुख वृक्ष (cid:7079)जाितयाँ ह ै;

और, इस क्षे(cid:7074) म(cid:7286) त(cid:7286)दआु , रीछ, बनैला सूअर, सांभर, िच(cid:7275)ीदार िहरण, सामान्य लोमड़ी, चौस(cid:7277)गा मृग,
बनिबलार तथा जंगली कु(cid:7275)ा आिद का आवास ह;ै
और, पोचारम वन्यजीव अभयारण्य के चार(cid:7298) ओर के क्षे(cid:7074) को, िजसका िवस्तार और सीमाएं पयार्वरण की
दिृ (cid:7397) से पािरिस्थितक संवेदी जोन के रूप म(cid:7286) सुरिक्षत और संरिक्षत करना तथा उ(cid:7334) पािरिस्थितक संवेदी जोन म(cid:7286)
उ(cid:7378)ोग(cid:7298) या उ(cid:7378)ोग(cid:7298) के वग(cid:7299) के (cid:7079)चालन तथा (cid:7079)संस्करण करने को (cid:7079)ितिष(cid:7373) करना आवश्यक ह;ै
अतः, अब, केन्(cid:7076)ीय सरकार, पयार्वरण (संरक्षण) िनयम, 1986 के िनयम 5 के उपिनयम (3) के साथ पिठत
पयार्वरण (संरक्षण) अिधिनयम, 1986 (1986 का 29) की धारा 3 की उपधारा (1), उपधारा (2) के खंड (v) और
खंड (xiv) और उपधारा (3) के साथ पिठत (cid:7367)ारा (cid:7079)द(cid:7275) शि(cid:7334)य(cid:7298) का (cid:7079)योग करते हुए, तेलंगाना राज् य म(cid:7286) पोचारम
वन्यजीव अभयारण्य की सीमा से 5 िकलोमीटर तक के िवस् तािरत क्षे(cid:7074) को पोचारम वन्यजीव अभयारण्य
पािरिस् थितक संवेदी जोन (िजसे इसम(cid:7286) इसके पश् चात् पािरिस् थितक सवं ेदी जोन कहा गया ह)ै के रूप म(cid:7286) अिधसूिचत
करती ह,ै िजसका िववरण िन(cid:7388)ानुसार ह,ै अथार्त् :--
1. पािरिस्थितक सवं दे ी जोन का िवस्तार और उसकी सीमाएं--(1) पािरिस् थितक सवं ेदी जोन 380.51 वगर्
िकलोमीटर के क्षे(cid:7074) म(cid:7286) समािव(cid:7397) तेलगांना के मेडक और िनजामाबाद िजले और सिम्मिलत 41 (cid:7061)ाम तक िवस्तािरत
क्षे(cid:7074) होगा ।
(2) पोचारम वन्यजीव अभयारण्य की सीमा से पांच िकलोमीटर तक पिरवतर्नीय पािरिस्थितक संवेदी जोन
का िवस्तािरत क्षे(cid:7074) होगा ।
(3) पािरिस्थितक संवेदी जोन की सीमा का वणर्न उपाबंध I के रुप म(cid:7286) िदया गया है और (cid:7061)ाम(cid:7298) की सूची
उपाबधं II के रूप म(cid:7286) दी गयी ह ै।
(4) अक्षांश और दशे ांतर सिहत पािरिस्थितक संवेदी जोन की सीमा का मानिच(cid:7074) उपाबधं III के रूप म(cid:7286)
उपाब(cid:7373) ह ै।
2. पािरिस्थितक सवं ेदी जोन के िलए आचं िलक महायोजना –
(1) राज्य सरकार, पािरिस्थितक संवेदी जोन के िलए राजप(cid:7074) म(cid:7286) अंितम अिधसूचना के (cid:7079)काशन की तारीख स े दो वषर्
की अविध के भीतर, स्थानीय (cid:7390)ि(cid:7334)य(cid:7298) के परामशर् से और इस अिधसूचना म(cid:7286) संलग् न अनुबंध(cid:7298) के सामंजस् य से
आंचिलक महायोजना तैयार करेगी ।
(2) राज्य सरकार (cid:7367)ारा पािरिस् थितक संवेदी जोन के िलए आचंिलक महायोजना इस तरह, इस अिधसूचना म(cid:7286)
िविन(cid:7416)दष्र् ट रूप तथा सुसगं त क(cid:7286)(cid:7076)ीय और राज् य िविधय(cid:7298) के सामंजस् य और क(cid:7286)(cid:7076)ीय सरकार (cid:7367)ारा जारी मागर्िनद(cid:7287)श(cid:7298),
यिद कोई ह(cid:7298), (cid:7367)ारा तैयार होगी ।
(3) आंचिलक महायोजना, पयार्वरणीय और पािरिस्थितक िवचार(cid:7298) को समाकिलत करने के िलए राज् य सरकार
के सभी संब(cid:7373) िवभाग(cid:7298) के परामशर् से तैयार होगी, अथार्त्:--
(i) पयार्वरण;
(ii) वन और वन्यजीव;
(iii) कृिष और बागवानी;
(iv) राजस् व;
(v) शहरी िवकास;
(vi) पयर्टन सिहत पयार्वरण पयर्टन;
(vii) (cid:7061)ामीण िवकास;¹Hkkx IIμ[k.M 3 (ii)º Hkkjr dk jkti=k % vlk/kj.k 3
(viii) िसंचाई और बाढ़ िनयं(cid:7074)ण;
(ix) नगरपािलका और शहरी िवकास;
(x) पंचायती राज;
(xi) लोक िन मार्ण िव भाग।
(4) आंचिलक महायोजना अनुमोिदत िव(cid:7378)मान भू-उपयोग, अवसंरचना और ि(cid:7059)याकलाप(cid:7298) पर कोई िनब(cid:7304)धन
अिधरोिपत नह(cid:7277) करेगी जब तक िक इस अिधसूचना म(cid:7286) िविन(cid:7416)दष्र् ट न हो और आचंिलक महायोजना सभी अवसंरचना
और ि(cid:7059)याकलाप(cid:7298) म(cid:7286) और अिधक दक्षता और पािरिस्थितक अनुकूलता का संवधर्न करेगी ।
(5) आंचिलक महायोजना म(cid:7286) अनाच्छािदत क्षे(cid:7074)(cid:7298) के जीण(cid:7299)(cid:7373)ार, िव(cid:7378)मान जल िनकाय(cid:7298) के संरक्षण, आवाह क्षे(cid:7074)(cid:7298)
के (cid:7079)बंधन, जल-संभर(cid:7298) के (cid:7079)बंधन, भूतल जल के (cid:7079)बंधन, मृदा और नमी संरक्षण, स्थानीय समुदाय(cid:7298) की
आवश्यकता(cid:7312) तथा पािरिस्थितक और पयार्वरण स े सबं ंिधत ऐस े अन्य पहलू(cid:7312), िजन पर ध्यान दने ा आवश्यक ह,ै के
िलए उपबंध ह(cid:7298)ग े ।
(6) आंचिलक महायोजना सभी िव(cid:7378)मान पूजा स् थल(cid:7298), (cid:7061)ाम(cid:7298) और नगरीय बंदोबस्त(cid:7298), वन(cid:7298) के (cid:7079)कार और
िकस् म(cid:7298), कृिष क्षे(cid:7074)(cid:7298), ऊपजाऊ भूिम, हिरत क्षे(cid:7074) जैसे उ(cid:7378)ान और उसी (cid:7079)कार के स् थान, उ(cid:7378)ान कृिष क्षे(cid:7074), फलोउ(cid:7378)ान,
झील(cid:7298) और अन्य जल िनकाय(cid:7298) का अभ्यकंन करेगी और इस योजना के मानिच(cid:7074) (cid:7367)ारा िव(cid:7378)मान और (cid:7079)स्तािवत भूिम
के उपयोग का िववरण िकया जाएगा ।
(7) आंचिलक महायोजना स् थानीय समुदाय(cid:7298) की जीवकोपाजर्न को सुिनिश् चत करने के िलए, पािरिस्थितक
संवेदी जोन म(cid:7286) िवकास को पािरिस्थितक अनुकूल िवकास के िलए िविनयिमत करेगी ।
(8) आंचिलक महायोजना क्षे(cid:7074)ीय िवकास योजना के साथ सह-अंतक होगी ।
(9) आंचिलक महायोजना इस अिधसूचना म(cid:7286) िदए गए उपबंध(cid:7298) के संबंध म(cid:7286) अपने काय(cid:7300) के बाहर ले जाने के िलए
िनगरानी सिमित के िलए एक संदभर् दस्तावेज तैयार करेगी ।
3. राज्य सरकार (cid:7367)ारा िकए जान े वाले उपाय-- राज्य सरकार इस अिधसूचना के उपबंध(cid:7298) को (cid:7079)भावी करने के िलए
िन(cid:7388)िलिखत उपाय करेगी, अथार्त्:--
(1) भ-ू उपयोग – (क) पािरिस् थितक संवेदी जोन म(cid:7286) वन(cid:7298), उ(cid:7378)ान-कृिष क्षे(cid:7074)(cid:7298), कृिष क्षे(cid:7074)(cid:7298), आमोद-(cid:7079)मोद के (cid:7079)योजन
के िलए िचिन्हत िकए गए पाक(cid:7300) और खुले स्थान(cid:7298) का वािणिज्यक और औ(cid:7378)ोिगक संब(cid:7373) िवकास ि(cid:7059)याकलाप(cid:7298) के
िलए उपयोग या संपिरवतर्न नह(cid:7277) होगा:
परंतु पािरिस्थितक संवेदी जोन के भीतर कृिष भूिम का संपिरवतर्न िनगरानी सिमित की िसफािरश पर और
राज्य सरकार के पूवर् अनुमोदन से, क्षे(cid:7074)ीय नगर योजना अिधिनयम के तहत सक्षम (cid:7079)ािधकारी के पूवर् अनुमोदन के
साथ और राज्य सरकार के अन्य िनयम(cid:7298) और िविनयम(cid:7298) के रूप म(cid:7286) लागू ह(cid:7298)गे, जो स्थानीय िनवािसय(cid:7298) की आवासीय
जरूरत(cid:7298) को पूरा करने के िलए ह,ै जैसे:-
(i) िव(cid:7378)मान सड़क(cid:7298) को चौड़ा करना और उन्ह (cid:7286)सुदढृ करना और नई सड़क(cid:7298) का सिं नमार्ण;
(ii) बुिनयादी ढांच(cid:7298) और नागिरक सुिवधा(cid:7312) का संिनमार्ण और नवीकरण;
(iii) (cid:7079)दषू ण उत्प(cid:7382) न करन े वाले लघ ु उ(cid:7378)ोग;
(iv) कुटीर उ(cid:7378)ोग(cid:7298) िजसके अंतगर्त (cid:7061)ामीण कारीगर ह;(cid:7289) सुिवधाजनक भण्डार और स्थानीय सुिवधा(cid:7312) सहायक
पािरिस्थितक पयर्टन म(cid:7286) सिम्मिलत गृह वास; और4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(v) संविधर्त ि(cid:7059)याकलाप और अनुच्छेद 4 के अंतगर्त िदया गया ह:ै
परंतु यह और भी िक क्षे(cid:7074)ीय नगर योजना अिधिनयम और अन्य िनयम(cid:7298) और िविनयम(cid:7298) के अंतगर्त राज्य
सरकार के पूवर् अनुमोदन तथा संिवधान के अनुच्छेद 244 और तत्समय (cid:7079)वृ(cid:7275) िविध के उपबंध(cid:7298) के अनुपालन के
िबना, िजसके अंतगर्त अनुसूिचत जनजाित और अन्य परंपरागत वन िनवासी (वन अिधकार(cid:7298) की मान्यता)
अिधिनयम, 2006 (2007 का 2) भी ह,ै वािणिज्यक या उ(cid:7378)ोग िवकास ि(cid:7059)याकलाप(cid:7298) के िलए जनजातीय भूिम का
उपयोग अनुज्ञात नह(cid:7277) होगा:
परंतु यह और भी िक पािरिस् थितक संवेदी जोन के भीतर भू-अिभलेख(cid:7298) म(cid:7286) उपसंजात कोई (cid:7074)ुिट, िनगरानी
सिमित के िवचार अिभ(cid:7079)ा(cid:7385) करने के प(cid:7391)ात् राज्य सरकार (cid:7367)ारा (cid:7079)त्येक मामले म(cid:7286) एक बार संशोिधत होगी और उ(cid:7334)
(cid:7074)ुिट के संशोधन की सूचना क(cid:7286)(cid:7076)ीय सरकार के पयार्वरण, वन और जलवायु पिरवतर्न मं(cid:7074)ालय को देनी होगी ।
परंतु यह और भी िक उपयुर्(cid:7334) (cid:7074)ुिट का सशं ोधन म(cid:7286) इस उप पैरा के अधीन यथा उपबंिधत के िसवाय िकसी भी दशा म(cid:7286)
भू-उपयोग का पिरवतर्न सिम्मिलत नह(cid:7277) होगा ।
(ख) यह और भी िक िजसस े हिरत क्षे(cid:7074) म(cid:7286) जैसे वन क्षे(cid:7074), कृिष क्षे(cid:7074) आिद म(cid:7286) कोई पािरणािमक कटौती नह(cid:7277) होगी और
अन(cid:7079)युक् त या अनुत् पादक कृिष क्षे(cid:7074)(cid:7298) म(cid:7286) पुन: वनीकरण करने के (cid:7079)यास िकए जाएंगे ।
(2) (cid:7079)ाकृितक जल (cid:7090)ोत -- आचंिलक महायोजना म(cid:7286) सभी (cid:7079)ाकृितक जल (cid:7090)ोत(cid:7298), निदय(cid:7298), चैनल(cid:7298) की पहचान की
जाएगी और उनके संरक्षण और पुनरुद्भूतकरण के िलए योजना सिम् मिलत होगी।
(3) पयटर् न/ पािरिस्थितक-पयटर् न – (क) पािरिस्थितक संवेदी जोन के भीतर सभी नये पािरिस्थितक पयर्टन संबंधी
ि(cid:7059)याकलाप या वतर्मान पयर्टन सम्बंधी ि(cid:7059)याकलाप(cid:7298) का िवस्तार पािरिस्थितक संवेदी जोन के िलए पयर्टन
महायोजना के अनुसार ह(cid:7298)गे।
(ख) पािरिस्थितक पयर्टन महायोजना राज्य पयर्टन िवभाग (cid:7367)ारा राज्य पयार्वरण और वन िवभाग के परामशर् से
तैयार होगी ।
(ग) पयर्टन महायोजना आंचिलक महायोजना के एक घटक के रूप म(cid:7286) जाना जायेगा ।
(घ) पयर्टन सबं ंधी ि(cid:7059)याकलाप िनम् निलिखत के अधीन िविनयिमत ह(cid:7298)गे, अथार्त् :-
(i) पािरिस्थितक अनुकूल पयर्टन ि(cid:7059)याकलाप से संबंिधत पयर्टक(cid:7298) के अस्थायी अिधभोग के िलए वास सुिवधा के
िसवाय संरिक्षत क्षे(cid:7074) की सीमा से एक िकलोमीटर तक या पािरिस्थितक संवेदी जोन के िवस्तार तक इनम(cid:7286) जो भी
िनकट ह,ै नये वािणिज्यक होटल और िरसोटर् अनुज्ञात नह(cid:7277) ह(cid:7298)गे। तथािप, जहाँ पािरिस्थितक संवेदी जोन का
िवस्तार एक िकलोमीटर से ज्यादा ह ै वहाँ, एक िकलोमीटर से परे और पािरिस्थितक संवेदी जोन के िवस्तार तक
सभी नए पयर्टक ि(cid:7059)याकलाप या िव(cid:7378)मान ि(cid:7059)याकलाप का िवस्तार पयर्टन महायोजना के अनुसार होगा;
(ii) पािरिस्थितक संवेदी जोन के भीतर सभी नए पयर्टन ि(cid:7059)याकलाप(cid:7298) या िव(cid:7378)मान पयर्टन ि(cid:7059)याकलाप(cid:7298) का
िवस्तार क(cid:7286)(cid:7076)ीय सरकार के पयार्वरण, वन और जलवायु पिरवतर्न मं(cid:7074)ालय के मागर्दशर्क िस(cid:7373)ांत(cid:7298) के (cid:7367)ारा तथा
राष् (cid:7069)ीय व् या(cid:7062) संरक्षण (cid:7079)ािधकरण, (cid:7367)ारा जारी पािरिस्थितक पयर्टन (समय-समय पर यथा संशोिधत) मागर्दशर्क
िस(cid:7373)ांत(cid:7298) के अनुसार, पािरिस्थितक पयर्टन, पािरिस्थितक िशक्षा और पािरिस्थितक िवकास को महत्व देते
हुए पािरिस्थितक संवेदी जोन की वहन क्षमता के अध्ययन पर आधािरत होगा;¹Hkkx IIμ[k.M 3 (ii)º Hkkjr dk jkti=k % vlk/kj.k 5
(iii) आंचिलक महायोजना का अनुमोदन िकए जाने तक, पयर्टन के िलए िवकास और िव(cid:7378)मान पयर्टन ि(cid:7059)याकलाप(cid:7298)
के िवस्तार को वास्तिवक स्थल िविन(cid:7416)द(cid:7397)र् संवीक्षा तथा िनगरानी सिमित की िसफािरश पर आधािरत संबंिधत
िविनयामक (cid:7079)ािधकरण(cid:7298) (cid:7367)ारा अनुज्ञात िकया होगा ।
(4) नसै िगर्क िवरासत -- पािरिस्थितक संवेदी जोन म(cid:7286) महत्वपूणर् नैसिगर्क िवरासत के सभी स्थल(cid:7298) जैसे सभी जीन
कोश आरिक्षत क्षे(cid:7074), शैल िवरचनाएं, जल (cid:7079)पात(cid:7298), झरन(cid:7298), घाटी माग(cid:7300), उपवन(cid:7298), गुफा(cid:7312), स्थल(cid:7298), (cid:7082)मण, अ(cid:7393)रोहण,
(cid:7079)पातो आिद की पहचान की जाएगी और िवरासत संरक्षण योजना को आंचिलक महायोजना के भाग रुप म(cid:7286) उनका
पिररक्षण और संरक्षण िकया जाएगा ।
(5) मानव िनिमतर् िवरासत स् थल - पािरिस् थितक संवेदी जोन म(cid:7286) भवन(cid:7298), संरचना(cid:7312), िशल्प-तथ्य, ऐितहािसक,
कलात्मक और सांस्कृितक महत्व के क्षे(cid:7074)(cid:7298) की पहचान करनी होगी और उनके सरं क्षण की योजनाएं तैयार करनी
होगी तथा आंचिलक महायोजना म(cid:7286) सिम्मिलत की जाएगी ।
(6) ध्व िन (cid:7079)दषू ण -- पािरिस्थितक संवेदी जोन म(cid:7286) ध् विन (cid:7079)दषू ण के िनवारण और िनयं(cid:7074)ण को पयार्वरण (संरक्षण)
अिधिनयम, 1986 के अधीन ध्विन (cid:7079)दषू ण (िविनयमन और िनयं(cid:7074)ण) िनयम, 2000 के अनुसार कायार्िन्वत िकया
जायेगा ।
(7) वाय ु (cid:7079)दषू ण -- पािरिस्थितक संवेदी जोन म(cid:7286), वायु (cid:7079)दषू ण के िनवारण एवं िनयं(cid:7074)ण को वायु ((cid:7079)दषू ण िनवारण
और िनयं(cid:7074)ण) अिधिनयम, 1981 (1981 का 14) के अनुसार कायार्िन्वत िकया जायेगा और उसके अधीन िनयम
बनाए जाय(cid:7286)गे ।
(8) बिह(cid:7090)ाव का िनस्सारण -- पािरिस्थितक संवेदी जोन म(cid:7286) उपचािरत बिह(cid:7090)ाव का िनस्सारण सामान्य मानक(cid:7298) के
िलए पयार्वरणीय (cid:7079)दिू षत आच्छािदत के िनस्सारण के अंतगर्त पयार्वरणीय (संरक्षण) अिधिनयम, 1986 और उसके
अधीन बनाए गए िनयम(cid:7298) के उपबंध(cid:7298) के अनुसार होगा।
(9) ठोस अपिश(cid:7397) -- ठोस अपिश(cid:7397)(cid:7298) का िनपटान और (cid:7079)बंधन िन(cid:7388)िलिखत रूप म(cid:7286) होगा--
(क) पािरिस्थितक संवेदी जोन म(cid:7286) ठोस अपिश(cid:7397)(cid:7298) का िनपटान और (cid:7079)बंधन समय-समय पर संशोिधत
ठोस अपिशष् ट (cid:7079)बंधन िनयम, 2016, जो भारत सरकार के पयार्वरण, वन और जलवायु पिरवतर्न
मं(cid:7074)ालय की अिधसूचना सं. का.आ. 1357(अ), तारीख 8 अ(cid:7079)ैल, 2016 (cid:7367)ारा (cid:7079)कािशत िकए गए
थे, के उपबंध(cid:7298) के अनुसार िकया जाएगा ;
अकाबर्िनक तत्व को पयार्वरणीय स्वीकायर् रीित से पािरिस्थितक संवेदी जोन के बाहर पहचान
िकये गये स्थल पर िनपटान िकया जायेगा ।
(ख) पािरिस्थितक संवेदी जोन म(cid:7286) ठोस अपिश(cid:7397) का दहन या भस्मीकरण और भराई के स्थापन को
अनुज्ञात नह(cid:7277) िकया जाएगा ।

जाएगा।
(13) ई–अपिश(cid:7397):- पािरिस्थितक संवेदी जोन म(cid:7286) ई–अपिश(cid:7397) (cid:7079)बंध का िनपटान भारत सरकार के पयार्वरण, वन और
जलवायु पिरवतर्न मं(cid:7074)ालय (cid:7367)ारा (cid:7079)कािशत ई–अपिश(cid:7397) (cid:7079)बंध िनयम, 2016 के उपबंध(cid:7298) के अनुसार िकया जाएगा।
(14) यानीय पिरवहन: - पिरवहन की यानीय गितिविधयां आवास के अनुकूल िविनयिमत ह(cid:7298)गी और इस सबं ंध म(cid:7286)
आंचिलक महायोजना म(cid:7286) िवशेष उपबंध अिधकिथत िकए जाएंगे और आंचिलक महायोजना के तैयार होने और राज्य
सरकार के सक्षम (cid:7079)ािधकारी (cid:7367)ारा के अनुमोिदत होने तक, मानीटरी सिमित (cid:7079)वृ(cid:7275) िनयम(cid:7298) और िविनयम(cid:7298) के अनुसार
यानीय गितिविधय(cid:7298) के अनुपालन को मानीटर करेगी ।
(15) यानीय (cid:7079)दषू ण:- लागू िविधय(cid:7298) के अनुसार वाहन (cid:7079)दषू ण की रोकथाम और िनयं(cid:7074)ण का अनुपालन िकया
जाएगा। स्वच्छक ईंधन के उपयोग के िलए िकए गए (cid:7079)यास उदाहरण के िलए सीएनजी, एलपीजी, आिद ह (cid:7289) ।
(16)औ(cid:7378)ोिगक ईकाइयां: - (i) सरकारी राजप(cid:7074) म(cid:7286) इस अिधसचू ना के (cid:7079)काशन के बाद या (cid:7079)काशन म(cid:7286),
पािरिस्थितक संवेदी जोन के भीतर कोई नए (cid:7079)दिू षत उ(cid:7378)ोग(cid:7298) की स्थापना की अनुमित नह(cid:7277) दी जाएगी।
(ii) पािरिस्थितक संवेदी जोन के क(cid:7286)(cid:7076)ीय (cid:7079)दषू ण िनयं(cid:7074)ण बोडर् (cid:7367)ारा जारी िदशािनदश(cid:7287) (cid:7298) म(cid:7286) फरवरी, 2016
के भीतर िसफर् गैर- (cid:7079)दिू षत उ(cid:7378)ोग(cid:7298) की स्थापना के वग(cid:7278)करण की अनुमित दी जाएगी, जब तक िक इस

परंतु, जहाँ पािरिस्थितक संवेदी जोन का िवस्तार एक
िकलोमीटर से ज्यादा ह ै वहाँ, एक िकलोमीटर से परे और
पािरिस्थितक संवेदी जोन के िवस्तार तक सभी नए पयर्टक
ि(cid:7059)याकलाप या िव(cid:7378)मान ि(cid:7059)याकलाप का िवस्तार पयर्टन
महायोजना और यथा लाग ू मागर्दश(cid:7278) िस(cid:7373)ांत(cid:7298) के अनुरुप होगा।
14. सिं नमार्ण ि(cid:7059)याकलाप । (क) संरिक्षत क्ष(cid:7074)े या पािरिस्थितक संवेदी जोन जो भी िनकट
हो, की सीमा से एक िकलोमीटर के भीतर िकसी भी (cid:7079)कार का
वािणिज्यक संिनमार्ण अनुज्ञात नह(cid:7277) िकया जाएगा:
परंतु स् थानीय लोग(cid:7298) को पैरा 6 के उप पैरा (1) म(cid:7286) सूचीब(cid:7373)
ि(cid:7059)याकलाप(cid:7298) सिहत उनके आवासीय उपयोग के िलए उनकी

5. मानीटरी सिमित.- (1) क(cid:7286)(cid:7076)ीय सरकार, पयार्वरण (सरंक्षण) अिधिनयम,1986 (1986 का 29) की धारा 3 की
उपधारा (3) इस (cid:7079)द(cid:7275) शि(cid:7334)य(cid:7298) का (cid:7079)योग करते हुए पािरिस्थितक संवेदी जोन के (cid:7079)भावी मानीटरी तीन वषर् की
अविध के िलए एक मानीटरी सिमित गिठत करती ह ै जो िन(cid:7388)िलिखत स े िमलकर बनेगी, अथार्त् :-

6. िनदश(cid:7287) का िनबधं न
(1) मानीटरी सिमित का कायर्काल तीन वष र् का होगा ।
(2) पािरिस्थितक संवेदी जोन सिमित इस अिधसूचना के उपबंध(cid:7298) के अनुपालन को मानीटर करेगी ।
(3) पािरिस्थितक संवेदी जोन म(cid:7286) भारत सरकार के तत् कालीन पयार्वरण और वन मं(cid:7074)ालय की अिधसूचना सं. का.आ.
1533(अ), तारीख 14 िसतंबर, 2006 की अनुसूची के अधीन सिम्मिलत ि(cid:7059)याकलाप(cid:7298) और इस अिधसूचना के पैरा 4 के
अधीन (cid:7079)ितिष(cid:7373) गितिविधय(cid:7298) के िसवाय आने वाले ऐस े ि(cid:7059)याकलाप(cid:7298) की दशा म(cid:7286) वास्तिवक िविन(cid:7416)द(cid:7397)र् स्थलीय दशा(cid:7312)

जाएगी और उस े संब(cid:7373) िविनयामक (cid:7079)ािधकरण(cid:7298) को िन(cid:7416)द(cid:7397)र् िकया जाएगा ।
(5) मानीटरी सिमित का सदस्य-सिचव या संब(cid:7373) कलक्टर या संबंिधत मुख् य वन सरं क्षक (वन् यजीव) ऐसे (cid:7390)ि(cid:7334) के
िवरू(cid:7373), जो इस अिधसूचना के िकसी उपबंध का उल्लंघन करता ह,ै पयार्वरण (संरक्षण) अिधिनयम, 1986 की धारा
19 के अधीन पिरवाद फाइल करने के िलए सक्षम होगा ।
(6) मानीटरी सिमित मु(cid:7374)(cid:7298) के आधार पर अपेक्षा(cid:7312) पर िनभर्र रहते हुए संब(cid:7373) िवभाग(cid:7298) के (cid:7079)ितिनिधय(cid:7298) या िवशेषज्ञ(cid:7298),

NOTIFICATION
New Delhi, 26th May, 2017
S.O. 1699(E).—WHEREAS, a draft notification was published in the Gazette of India, Extraordinary, vide
notification of the Government of the India in the Ministry of Environment, Forest and Climate Change number S.O.
3223 (E), dated the 23rd November, 2015, inviting objections and suggestions from all persons likely to be affected
thereby within a period of sixty days from the date on which copies of the Gazette containing the said notification were
made available to the public;
AND WHEREAS, copies of the Gazette containing the said draft notification were made available to the
public on 23rd November, 2015;
AND WHEREAS, no objections and suggestions were received from persons and stakeholders in response to
the draft notification;
AND WHEREAS, Pocharam Wildlife Sanctuary is situated in the Medak and Nizamabad Districts of the
State of Telangana between 18.20º to 18.13º North latitude and between 78.36º to 78.29º East longitude and is spread
over an area of 130 square kilometre;18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
AND WHEREAS, the major tree species of the area are Terminalia arjuna, Tectona grandis, Madhuca indica,
Buchanania lanzan, Lannea coromandelica, Diospyros chloroxylon and Wrightia tinctoria;
AND WHEREAS, the area harbours Panther, Sloth Bear, Wild Boar, Sambhar, Spotted Deer, Common fox,
Four horned antelope, Jungle cat and Wild Dog;
AND WHEREAS, it lines become necessary to specify certain areas are around the Pocharam Wildlife Sanctuary
as Eco-sensitive Zone and to prohibit industries, operations or processes or class of industries, operations or processes in
the said Eco-sensitive Zone.
NOW, THEREFORE, in exercise of the powers conferred by sub-section (1) read with clause (v) and clauses
(xiv) of sub–section (2) and sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) read
with sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby notifies an area
to an extent varying up to five kilometer from the boundary of the protected area of Pocharam Wildlife Sanctuary in the
State of Telangana, as the Pocharam Wildlife Sanctuary Eco-sensitive Zone (hereinafter referred to as the Eco-sensitive
Zone) details of which are as under, namely:-
1. Extent and boundary of Eco-sensitive Zone.-(1) The Eco-sensitive Zone is spread over an area of 380.51
square kilometers in the Nizamabad and Medak Districts of the State of Telangana and includes 41 villages.
(2) The extent of Eco-sensitive Zone varies up to five kilometers from the boundary of Pocharam Wildlife
Sanctuary.
(3) The boundary description of the Eco-sensitive Zone is appended as Annexure I and the list of villages is given
in Annexure-II.
(4) The map of Eco-sensitive Zone boundary together with latitudes –longitudes is appended as Annexure III.
2. Zonal Master Plan for Eco-sensitive Zone.- (1) The State Government shall, for the purpose of the Eco-
sensitive Zone prepare, a Zonal Master Plan, within a period of two years from the date of publication of this
notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in this
notification for approval of Competent Authority in the State Government.
(2) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as is
specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued by
the Central Government, if any.
(3) The Zonal Master Plan shall be prepared in consultation with the following State Departments, for integrating the
ecological and environmental considerations into the said Plan:-
(i) Environment;
(ii) Forest and Wildlife;
(iii) Agriculture and Horticulture;
(iv) Revenue;
(v) Urban Development;
(vi) Tourism including Eco-tourism;
(vii) Rural Development;
(viii) Irrigation and Flood Control;
(ix) Municipal and Urban Development;
(x) Panchayati Raj;
(xi) Public Works Department.
(4) The Zonal Master Plan shall not impose any restriction on the approved existing land use, infrastructure and
activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all
infrastructure and activities to be more efficient and Eco-friendly.
(5) The Zonal Master Plan shall provide for restoration of denuded and degraded areas, conservation of existing water
bodies, management of catchment areas, watershed management, groundwater management, soil and moisture
conservation, needs of local community and such other aspects of the ecology and environment that need attention.
(6) The Zonal Master Plan shall demarcate all the existing worshipping places, villages and urban settlements, types and
kinds of forests, agricultural areas, fertile lands, green area, such as, parks and like places, horticultural areas, orchards,
lakes and other water bodies with supporting maps and the Plan shall be supported by maps giving details of existing and

(7) The Zonal Master Plan shall regulate development in the Eco-sensitive Zone and adhere to prohibited and regulated
activities listed in the Table in paragraph 4 and also ensure and promote eco-friendly development for livelihood security
of local communities.
(8) The Zonal Master Plan shall be co-terminus with the Regional Development Plan.
(9) The Zonal Master Plan so approved shall be the reference document for the Monitoring Committee for carrying out
its functions of monitoring in accordance with the provisions of this notification.
3. Measures to be taken by State Government.- The State Government shall take the following measures for
giving effect to the provisions of this notification, namely:-
1. Landuse.- (a) Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational
purposes in the Eco-sensitive Zone shall not be used or converted into areas for commercial or industrial activities:
Provided that the conversion of agricultural and other lands, for the purpose other within the Eco-sensitive Zone may be
permitted on the recommendation of the Monitoring Committee, and with the prior approval of the competent authority
under the relevant State laws and other rules and regulations of Central/State Government as applicable and vide
provisons of this Notification, to meet the residential needs of the local residents, and for activities such as.-
(i) widening and strengthening of existing roads and construction of new roads;
(ii) construction and renovation of infrastructure and civic amenities;
(iii) small scale industries not causing pollution;
(iv) cottage industries including village industries; convenience stores and local amenities supporting eco-tourism
including home stay; and
(v) promoted activities given in paragraph 4:
Provided further that no use of tribal land shall be permitted for commercial and industrial development activities without
the prior approval of the competent authority under the relevant State laws and other rules and regulations of State
Government and without compliance of the provisions of article 244 of the Constitution or the law for the time being in
force, including the Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2
of 2007):
Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be corrected by the State
Government, after obtaining the views of Monitoring Committee, once in each case and the correction of said error shall
be intimated to the Central Government in the Ministry of Environment, Forest and Climate Change:
Provided also that the correction of error shall not include change of land use in any case except as provided under this
sub-paragraph:
(b) Efforts shall be made to reforest the unused or unproductive agricultural areas with afforestation and habitat and
biodiversity restoration activities.
(2) Natural water bodies.- The catchment areas of all natural springs, rivers and channels shall be identified and plans
for their conservation and rejuvenation shall be incorporated in the Zonal Master Plan.
(3) Tourism/ Eco-tourism.-
(a) All new Eco-tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be as
per the Tourism Master Plan for the Eco-sensitive Zone.
(b)The Eco-tourism Master Plan shall be prepared by the State Department of Tourism in consultation with State
Departments of Environment and Forests.
(c) The Tourism Master Plan shall form a component of the Zonal Master Plan.
(d) The activities of Eco-tourism shall be regulated as under, namely:-
(i) no new construction of hotels and resorts shall be permitted within one kilometer from the boundary of the Pocharam
Wildlife Sanctuary or upto the extent of the Eco-sensitive Zone whichever is nearer and beyond the distance of one
kilometer from the boundary of the Wildlife Sanctuary till the extent of the Eco-sensitive Zone, the establishment of
new hotels and resorts shall be allowed only in pre-defined and designated areas for Eco-tourism facilities as per
Tourism Master Plan.
(ii) All new tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be in
accordance with the guidelines issued by the Central Government in the Ministry of Environment, Forest and Climate
Change and the eco-tourism guidelines issued by the National Tiger Conservation Authority (as amended from time to
time) with emphasis on eco-tourism, eco-education and eco-development and base on carrying capacity study of the Eco-
sensitive Zone;
(iii) Till the Zonal Master Plan is approved, development for tourism and expansion of existing tourism activities shall
be permitted by the concerned regulatory authorities based on the actual site specific scrutiny and recommendation of the20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
Monitoring Committee and no new hotel /resort or commercial establishment construction is permitted within Eco-
sensitive Zone area.
(4) Natural Heritage.- All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool reserve
areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall be identified and a
heritage conservation plan shall be drawn up for their preservation and conservation as a part of the Zonal Master Plan.
(5) Man-made heritage sites.- Buildings, structures, artefacts, areas and precincts of historical, architectural, aesthetic,
and cultural significance shall be indentified in the Eco-sensitive Zone and heritage conservation plan for their
conservation shall be prepared as part Zonal Master Plan.
(6) Noise pollution.- Prevention and control of noise pollution in the Eco-sensitive Zone shall be carried out in
accordance with Noise Pollution (Regulation And Control) Rules, 2000 under the Environment (Protection) Act, 1986.
(7) Air pollution.- Prevention and control of air pollution in the Eco-sensitive Zone shall be carried out in accordance
with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and rules made thereunder.
(8) Discharge of effluents.- Discharge of treated effluent in the Eco-sensitive Zone shall be in accordance with the
provisions of the General Standards for Discharge of Environmental Pollutants covered under the Environmental
(Protection) Act, 1986 and rules made thereunder or standards stipulated by State Government.
(9) Solid wastes.- Disposal and management of solid wastes shall be as under:-
(a) the solid waste disposal and management in the Eco-sensitive Zone shall be carried out in accordance with the Solid
Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and
Climate Change vide notification number S.O. 1357 (E), dated the 8th April, 2016;
the inorganic material may be disposed in an environmental acceptable manner at site identified outside the Eco-sensitive
Zone;
(b)no burning or incineration of solid wastes and establishment of landfills shall be permitted in the Eco-sensitive Zone.
(10) Bio-medical waste.- Bio medical waste management shall be as under:-
(a) the bio-medical waste disposal in the Eco-sensitive Zone shall be carried out in accordance with the Bio-Medical
Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and
Climate Change vide notification number GSR 343 (E), dated the 28th March, 2016.
(b)no common treatment facility or incineration shall be permitted within the Eco Sensitive Zone.
(11) Plastic waste management.- The plastic waste management in the Eco-sensitive Zone shall be carried out as per the
provisions of the Plastic Waste Management Rules, 2016 published by the Government of India in the Ministry of
Environment, Forest and Climate Change vide notification number G.S.R. 340(E), dated the 18th March, 2016.
(12) Construction and demolition waste management.- The construction and demolition waste management in the
Eco-sensitive Zone shall be carried out as per the provisions of the Construction and Demolition Waste Management
Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide
notification number G.S.R. 317(E), dated the 29th March, 2016.
(13) E-waste.- The e- waste management in the Eco-sensitive Zone shall be carried out as per the provisions of the e-
waste management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and
Climate Change.
(14) Vehicular traffic.- The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific
provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master plan is
prepared and approved by the Competent Authority in the State Government, the Monitoring Committee shall monitor
compliance of vehicular movement under the relevant Acts and the rules and regulations made thereunder.
(15) Vehicular pollution.- Prevention and control of vehicular pollution shall be carried out in accordance with
applicable laws and the efforts shall be made for use of cleaner fuel for example CNG, etc.
(16) Industrial units.- (i) No new polluting industries shall be permitted to be set up within the Eco-sensitive Zone.
(ii) only non-polluting industries may be permitted within Eco-sensitive Zone as per classification of Industries in the
guidelines issued by the Central Pollution Control Board in February, 2016, unless otherwise specified in this
notification.
(17) Protection of hill slopes.- The protection of hill slopes shall be as under:-¹Hkkx IIμ[k.M 3 (ii)º Hkkjr dk jkti=k % vlk/kj.k 21
(a) the Zonal Master Plan shall indicate areas on hill slopes where no construction shall be permitted;
(b) no construction on existing steep hill slopes or slopes with a high degree of erosion shall be permitted.
4. List of activities prohibited or to be regulated within Eco-sensitive Zone.-
All activities in the Eco sensitive Zone shall be governed by the provisions of the Environment (Protection) Act,
1986 (29 of 1986) and the rules made there under including the Coastal Regulation Zone (CRZ), 2011 and the
Environmental Impact Assessment (EIA) Notification, 2006 and other applicable laws including the Forest
(Conservation) Act, 1980 (69 of 1980), the Indian Forest Act, 1927 (16 of 1927), the Wildlife (Protection) Act 1972 (53
of 1972), and amendments made thereto, and be regulated in the manner specified in the Table below, namely:-

14. Construction activities. (a) No new commercial construction of any kind shall be permitted
within one kilometre from the boundary of the Protected Area or
upto extent of the Eco-sensitive Zone, whichever is nearer:
Provided that, local people shall be permitted to undertake
construction in their land for their use including the activities
listed in sub paragraph (1) of paragraph 3 as per building
byelaws to meet the residential needs of the local residents:
(i) Widening and strengthening of existing roads and
construction of new roads;
(ii) Construction and renovation of infrastructure and civic
amenities;
(iii) Small scale industries not causing pollution termed as per
Classification done by Central Pollution Control Board of
February 2016;
(iv) Cottage industries including village industries;
convenience stores and local amenities supporting eco-
tourism including home stays; and
(v) Promoted activities listed in this Notification.
Provided that the construction activity related to small scale
industries not causing pollution shall be regulated and kept at the
minimum, with the prior permission from the competent authority
as per applicable rules and regulations, if any.
(b) Beyond one kilometre it shall be regulated as per the Zonal
Master Plan.
15. Small scale non polluting industries. Non polluting industries as per classification of industries issued by
the Central Pollution Control Board in February, 2016 and non-
hazardous, small-scale and service industry, agriculture, floriculture,
horticulture or agro-based industry producing products from
indigenous materials from the Eco-sensitive Zone may be permitted
by the Competent Authority.
16. Felling of trees. (a) There shall be no felling of trees on the forest or Government or

5. Monitoring Committee.- (1) In exercise of the powers conferred by sub-section (3) of section 3 of the Environment
(Protection) Act, 1986 (29 of 1986), the Central Government hereby constitutes a Monitoring Committee for a period of
three years, for effective monitoring of the Eco-sensitive Zone, which shall comprise of, namely:-
(a) District Collector, Nizamabad - Chairman;
(b) representative of District Collector, Medak – Member ;
(b) one representative of Non Governmental Organisation working in the field of environment to be nominated by
the Government of Telangana for a term of three years in each case - Member;
(c) one expert in the area of ecology and environment to be nominated by the Government of Telangana for a term
of three years in each case -Member ;
(d) Regional Officer, State Pollution Control Board – Member;
(e) Senior Town Planner of the area/Chief Urban Planner/City Planner – Member;
(f) Divisional Forest Officer (Territorial) Medak – Member ;
(g) Divisional Forest Officer (Territorial) Nizambad – Member ;
(f) Member, State Biodiversity Board -Member;
(g) Divisional Forest Officer, Wildlife management, Medak and District Wildlife Warden Medak – Member
Secretary.
6. Terms of Reference.-
(1) The tenure of the Monitoring Committee shall be for a period of three years.
(2) The Monitoring Committee shall monitor the compliance of the provisions of this notification.
(3) The activities that are covered in the Schedule to the notification of the Government of India in the erstwhile
Ministry of Environment and Forests number S.O. 1533 (E), dated the 14th September, 2006, and are falling in
the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof,
shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to
the Central Government in the Ministry of Environment, Forests and Climate Change for prior environmental
clearances under the provisions of the said notification.
(4) The activities that are not covered in the Schedule to the notification of the Government of India in the
erstwhile Ministry of Environment and Forests number S.O. 1533 (E), dated the 14th September, 2006 and are
falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph
4 thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and
referred to the concerned Regulatory Authorities.
(5) The Member Secretary of the Monitoring Committee or the concerned Collector(s) or the concerned park
Deputy Conservator of Forests shall be competent to file complaints under section 19 of the Environment
(Protection) Act, 1986 against any person who contravenes the provisions of this notification.
(6) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives
from Industry Associations or concerned stakeholders to assist in its deliberations depending on the
requirements on issue to issue basis.
(7) The Monitoring Committee shall submit the annual action taken report of its activities as on 31st March of
every year by 30th June of that year to the Chief Wildlife Warden of the State as per pro forma appended at
Annexure IV.
(8) The Central Government in the Ministry of Environment, Forests and Climate Change may give such
directions, as it deems fit, to the Monitoring Committee for effective discharge of its functions.
7. The Central Government and State Government may specify additional measures, if any, for giving effect to
provisions of this notification.
8. The provisions of this notification shall be subject to the orders, if any, passed, or to be passed, by the Hon’ble
Supreme Court of India or the High Court or National Green Tribunal.

Boundary description of Eco-sensitive Zone:
A to B: The boundary of Eco-Sensitive Zone starts at point A from station 1 starts from North-West corner of the Mothe
village boundary of Lingampet Mandal of Nizamabad district with Lat. – Long. – 18.31718 – 78.16117 and it runs towards
Eastern direction and goes by touching the north side of Mothe tank then it pass through station no.2 and 3 and the
boundary turn towards North direction along the station nos.4 and 5, then it touches the village boundary of Pedda Demi,
then it pass towards South – East direction along the Station no.7and8, then it runs southern side station no.9,10,11and12
along the boundary line of the Yerrapahad, Nandiwada villages and reaches to bio-junction of Nandiwada and Chityal
village then it runs Eastern side with stations 13 and 14 and turn towards Southern side of village boundary of Chityal along
the station no.15 and reaches station no.16 it is the tri-junction point of Chityal, Santaipet, Argonda villages. Then it turns
towards Eastern direction passes through station nos.17, 18 and 19 and reaches station no.20 of Tadmadla and Argonda bi-
junction then it pass through Easter direction along the boundary line of Peddaipally – Talamadla village boundary and
reaches station no.22 of village sivar of Talamadla at point ‘B’.
B to C: From station no.22 of point – B, the zone boundary line starts towards Southern direction which is parallel to
railway track by leaving the distance of 500 mtrs. from railway track and it runs along the southern direction by connecting
station nos.23,24,25,26 and 27 and meets the station no.28 of Tippapur village boundary and its connects the Reserve Forest
of Bhiknoor and again it runs towards southern direction passing through the Reserve Forest and meets station at 29, which
is the District boundary of Nizamabad and Medak Districts. From the station no.29, the zone starts along the village
boundary of Katriyal of Medak district towards southern side connecting station no.30 and 31 and further from station
no.31 the boundary line starts village boundary of Laxmapur runs towards eastern direction and turns towards southern
direction by connecting station nos.33 and 34 which is the point – C and it is the bi-junction point of Laxmapur and
Shamnapur villages.
C to D: From station no.34 of point – C, the boundary line runs towards western direction along the village of Shamnapur
connecting the station No.35 and 36 then it turns slightly towards south-west direction and it crosses the Medak –
Ramayampet PWD Road and it connects station No.38 and further runs it towards along the village boundary of
Aurangabad and Madulwai and connecting station no.39and40, then it runs along the village boundary line of Kuchanpally
village connecting station no.40, 41 and reaches station no.42 which is the tank location of Kuchanpally, Further from
station no.42 the line runs towards western direction along the Kuchanpally, Fareedpur and Sardana village boundaries and
from Station no.43 the line runs along the pasupuleru vagu by connecting station nos.44, 45, 46, 47 and reaches point – D
on Medak – Nizamabad District boundary.
D to A: From station no.47 of point ‘D’ the line runs towards northern side in zig-zag manner connecting station no.48 to
57 along the village boundaries of Pocharam, Vadalparthy of Nagireddypet Mandal the line touches the R.F. block
Polkampet at station no.58 it runs towards zig-zag manner towards northern direction from station no.59 to 63 passes
through Polkampet and Ramaipally Reserve Forest Blocks along the village boundaries of Polkampet, Kannapur and
Pothaipally. Then it runs towards northern direction in zig-zag manner from station no.63 to 65 and by crossing the
PWD Road of Yellareddy to kamareddy in between station no.64 and 65 and it touches the Reserve Forest Yellareddy
and goes further from station no.66 to 72 and finally it reaches station no.1 of point ‘A’ of Mothe village along the
village boundaries of Lingampally, Yellaram and Mothe.
