NOTIFICATION
New Delhi, the 10th August, 2021
S.O. 3290(E).—Whereas by a notification of the Government of India in the Ministry of Petroleum
and Natural Gas S. O. No. 1214 (E) Dated 15th March 2021, issued under sub-section (1) of section 3 of the
Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962),
(hereinafter referred to as the said Act), published in the Extra Ordinary Gazette of India dated the
15th March, 2021 the Central Government declared its intention to acquire the right of user in the land
specified in the Schedule appended to that notification for the purpose of laying pipeline in the State of
Gujarat for transportation of Crude Oil from Mundra (Gujarat) to HPCL Rajasthan Refinery Limited,
Pachpadra (Rajasthan), a Pipeline should be laid by HPCL Rajasthan Refinery Limited, (Rajasthan).
And whereas copies of the said Extra Ordinary Gazette notification were made available to the
public up to 06th April 2021.
And whereas the Competent Authority has under sub-section (1) of section 6 of the said Act
submitted report to the Central Government;
And whereas the Central Government, after considering the said report and on being satisfied that
the said land is required for laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act,
the Central Government hereby declares that the right of user in the land specified in the Schedule
appended to this notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the
Central Government hereby directs that the right of user in the said land for laying the pipeline shall,
instead of vesting in the Central Government, vest on the date of publication of the declaration, in HPCL
Rajasthan Refinery Limited, (Rajasthan) is free from all encumbrances.
HPCL Rajasthan Refinery Limited, (Rajasthan) shall be exclusively liable for any compensation in
terms of Section 10 of the P&MP Act, 1962 and no suit, claim or legal proceeding would lie against the

NOTIFICATION
New Delhi, the 10th August, 2021
S.O. 3291(E).—Whereas, it appears to the Central Government that it is necessary in the public
interest that for the transportation of Crude Oil from Mundra (Gujarat) to HPCL Rajasthan Refinery
Limited, Pachpadra, (Rajasthan), a Pipeline (Arab Mix Crude Oil Pipeline) should be laid in the State of
Gujarat by HPCL Rajasthan Refinery Limited, (Rajasthan).
And whereas, it appears to the Central Government that for the purpose of laying such pipeline, it
is necessary to acquire the Right of User in land under which the said pipeline is proposed to be laid and
which is described in the Schedule annexed hereto;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 of the Petroleum
and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), the Central
Government hereby declares its intention to acquire the right of user therein;
Any person interested in the land described in the said schedule may, within twenty one days from
the date on which copies of the Gazette of India containing this notification are made available to the
public, object in writing to the acquisition of the right of user therein for laying of the pipeline under the
land to Shri Chandrakant Shanabhai Solanki, Competent Authority and Additional Collector, Arab Mix
Crude Oil Pipeline Project from Mundra (Gujarat) to HPCL Rajasthan Refinery Limited, Pachpadra
(Rajasthan), 3rd Floor, Satyam Complex, Chhani, Vadodara –390 002, Gujarat.

NOTIFICATION
New Delhi, the 10th August, 2021
S.O. 3292(E).—Whereas by a notification of the Government of India in the Ministry of Petroleum
and Natural Gas S. O. No. 4525 (E) Dated 8th December 2020, issued under sub-section (1) of section 3 of
the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962),
(hereinafter referred to as the said Act), published in the Extra Ordinary Gazette of India dated the
14th December 2020, and amendment S. O. No.2095 (E) dated 25th May 2021,published in the Extra
Ordinary Gazette of India dated 31st May 2021 the Central Government declared its intention to acquire the
right of user in the land specified in the Schedule appended to that notification for the purpose of laying
pipeline in the State of Gujarat for transportation of Crude Oil from Mundra (Gujarat) to HPCL Rajasthan
Refinery Limited, Pachpadra (Rajasthan), a Pipeline should be laid by HPCL Rajasthan Refinery Limited,
(Rajasthan).
And whereas copies of the said Extra Ordinary Gazette notification were made available to the
public up to 04th January 2021.
And whereas the Competent Authority has under sub-section (1) of section 6 of the said Act
submitted report to the Central Government;
And whereas the Central Government, after considering the said report and on being satisfied that
the said land is required for laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act,
the Central Government hereby declares that the right of user in the land specified in the Schedule
appended to this notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the
Central Government hereby directs that the right of user in the said land for laying the pipeline shall,
instead of vesting in the Central Government, vest on the date of publication of the declaration, in HPCL
Rajasthan Refinery Limited, (Rajasthan) is free from all encumbrances.
HPCL Rajasthan Refinery Limited, (Rajasthan) shall be exclusively liable for any compensation in
terms of Section 10 of the P&MP Act, 1962 and no suit, claim or legal proceeding would lie against the
Central Government on any matter relating to the pipeline.
