NOTIFICATION
New Delhi, the 26th July, 2021
S.O. 3017(E).—Whereas by a notification of the Government of India in the Ministry of Petroleum and
Natural Gas S.O.No.2827(E) dated the 14th August 2020 and S.O.No.720(E) dated the 16th February 2021, issued
under Sub-section (1) of Section 3 of the Petroleum and Minerals Pipeline (Acquisition of Right of User in Land) Act,
1962 (50 of 1962), (hereinafter referred to as the said Act), published in the Extraordinary Gazette of India dated the
20th August 2020 and 17th February 2021, the Central Government declared its intention to acquire the right of user in
the land specified in the Schedule appended to that notification for the purpose of laying pipeline in state of Andhra
Pradesh for transportation of LPG, from Hassan (Karnataka) to Cherlapalli (Telangana) Pipeline by Hindustan
Petroleum Corporation Limited (HPCL).
And whereas copies of the said Extraordinary Gazette notification were made available to the public up to 17

And whereas the competent authority has under Sub-section (1) of Section 6 of the said Act submitted report
to the Central Government.
And whereas the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by Sub-section (1) of the Section 6 of the said Act, the
Central Government hereby declares that the Right of User in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by Sub-section (4) of Section 6 of the said Act, the Central
Government hereby directs that the Right of User in the said land for laying the pipeline shall, instead of vesting in the
Central Government, vest on the date of publication of the declaration, in Hindustan Petroleum Corporation Limited
(HPCL), free from all encumbrances.
Hindustan Petroleum Corporation Limited (HPCL) shall be exclusively liable for any compensation in terms
of Section 10 of the P&MP Act, 1962 and according to Section 13, no suit, claim or legal proceeding would lie against
the Central Government, Competent Authority or any State Government or Corporation for any matter relating to the
pipeline.

का.अ. 3019(ऄ).—केन्द्रीय सरकार ने पेरोजलयम और खजनज पाआपलाआन (भूजम में ईपयोग के ऄजधकार का
ऄजजन) ऄजधजनयम, 1962 (1962 का 50) (जजसे आसमें आसके पिचात ईक्त ऄजधजनयम कहा गया ह)ै की धारा 3 की
ईपधारा (1) के ऄधीन जारी की गइ भारत सरकार के पेरोजलयम और प्राकृजतक गैस मंत्रालय की ऄजधसूचना संख्या का.
अ. 722(ऄ) तारीख 16 फ़रवरी 2021, जो भारत के ऄसाधारण राजपत्र तारीख 17 फ़रवरी 2021, में प्रकाजित की गइ
थी, द्वारा ईस ऄजधसूचना स े संलग्न ऄनुसूची म ें जवजनर्ददष्ट भजू म में अंध्र प्रदिे राज्य में हासन स े चेरलापल्ली (तले गं ाना
राज्य) तक एल.पी.जी के पररवहन के जलए जहन्द्दस्ट्ु तान पेरोजलयम कापोरेिन जलजमटेड (एच.पी.सी.एल) द्वारा पाआपलाआन
जबछाने के प्रयोजन के जलए ईपयोग के ऄजधकार का ऄजजन के ऄपन ेअिय की घोषणा की थी;
और ईक्त ऄसाधारण राजपत्र ऄजधसूचना की प्रजतया जनता को तारीख़ 17 माचज 2021 तक ईपलब्द करा दी गइ
थी;
और सक्षम प्राजधकारी न,े ईक्त ऄजधजनयम की धारा 6 की ईपधारा (1) के ऄधीन केन्द्रीय सरकार को ररपोटज दे दी
ह;ै
और केन्द्रीय सरकार न,े ईक्त ररपोटज पर जवचार करने के पश्चात, और यह समाधान हो जाने पर की ईक्त भूजम
पाआपलाआन जबछाने के जलए ऄपेजक्षत ह,ै ईसमें ईपयोग के ऄजधकार का ऄजनज करने का जवजनश्चय दकया ह;ै
ऄतः ऄब, केन्द्रीय सरकार, ईक्त ऄजधजनयम की धारा 6 की ईपधारा (1) द्वारा प्रदत्त िजक्तयों का प्रयोग करत े हुए,
यह घोषणा करती ह ै की आस ऄजधसूचना से सलं ग्न ऄनुसूची में जवजनर्ददष्ट भूजम म ें पाआपलाआन जबछान े के जलए ईपयोग के
ऄजधकार का ऄजजन दकया जाए;
और केन्द्रीय सरकार ईक्त ऄजधजनयम की धारा 6 की ईपधारा (4) द्वारा प्रदत्त िजक्तयों का प्रयोग करत े हुए, यह
जनदेि देती ह ैकी ईक्त भूजम में ईपयोग का ऄजधकार आस घोषणा के प्रकािन की तारीख से केन्द्रीय सरकार में जनजहत होने के
बजाए, सभी जवल्लगं मों से मक्तु होकर जहन्द्दस्ट्ु थान पेरोजलयम कापोरेिन जलजमटेड (एच.पी.सी.एल) में जनजहत होगा
पेरोजलयम और खजनज पाआपलाआन ऄजधजनयम, 1962 दक धारा 10 के ऄधीन दकसी भी क्षजतपूर्तत के जलए
जहन्द्दस्ट्ु तान पेरोजलयम कापोरेिन जलजमटेड (एच.पी.सी.एल) पणू जतया ईत्तरदायी होगी और धारा 13 ऄधीन पाआपलाआन से
सम्बजन्द्धत दकसी भी मामले पर केन्द्रीय सरकार, सक्षम प्राजधकारी और दकसी भी राज्य सरकार या कापोरेिन के जवरुद्द
कोइ वाद या कानूनी कायजवाही नहीं हो सकेगी।

NOTIFICATION
New Delhi, the 26th July, 2021
S.O. 3019(E).—Whereas by a notification of the Government of India in the Ministry of Petroleum and
Natural Gas S.O.No.722(E) dated the 16th February 2021, issued under Sub-section (1) of Section 3 of the Petroleum
and Minerals Pipeline (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (hereinafter referred to as the
said Act), published in the Extraordinary Gazette of India dated the 17th February 2021, the Central Government
declared its intention to acquire the right of user in the land specified in the Schedule appended to that notification for
the purpose of laying pipeline in state of Andhra Pradesh for transportation of LPG, from Hassan (Karnataka) to
Cherlapalli (Telangana) Pipeline by Hindustan Petroleum Corporation Limited (HPCL).
And whereas copies of the said Extraordinary Gazette notification were made available to the public up to 17
March 2021.
And whereas the competent authority has under Sub-section (1) of Section 6 of the said Act submitted report
to the Central Government.
And whereas the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by Sub-section (1) of the Section 6 of the said Act, the
Central Government hereby declares that the Right of User in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by Sub-section (4) of Section 6 of the said Act, the Central
Government hereby directs that the Right of User in the said land for laying the pipeline shall, instead of vesting in the
Central Government, vest on the date of publication of the declaration, in Hindustan Petroleum Corporation Limited

Hindustan Petroleum Corporation Limited (HPCL) shall be exclusively liable for any compensation in terms
of Section 10 of the P&MP Act, 1962 and according to Section 13, no suit, claim or legal proceeding would lie against
the Central Government, Competent Authority or any State Government or Corporation for any matter relating to the
pipeline
