के अधीन िारी की गई भारत सरकार के पेरोजलयम और प्राकृजतक गैस मंत्रालय की अजधसूचना संख्या का. आ. 3392 (अ)
तारीख 28 जसतम्बर 2020, िो भारत के असाधारण रािपत्र तारीख 29 जसतम्बर 2020, म ें प्रकाजित की गई थी, द्वारा
उस अजधसूचना स े संलग्न अनुसूची म ें जवजनर्िष्टज भूजम म ें हहिं स्ट्ु तान पेरोजलयम कोपोरेिन जलजमटेड द्वारा बाड़मेर (रािस्ट्थान)
स े पालनपरु (गुिरात) तक बाड़मेर-पालनपरु पाईपलाइन के माध्यम स े तैयार पेरोजलयम पिाथ ज के पररवहन के जलए
रािस्ट्थान राज्य म ें पाइपलाइन जबछान े के प्रयोिन के जलए उपयोग के अजधकार का अिजन करन े के अपन े आिय की
घोषणा की थी;
और उक्त असाधारण रािपत्र अजधसूचना की प्रजतयां िनता को तारीख 09 नवम्बर 2020 तक उपलब्ध करा िी
गई थी;
और सक्षम प्राजधकारी न,े उक्त अजधजनयम की धारा 6 की उप-धारा (1) के अधीन केन्द्रीय सरकार को ररपोट ज िे िी
ह;ै
और केन्द्रीय सरकार न,े उक्त ररपोट ज पर जवचार करने के पश्चात, और यह समाधान हो िाने पर दक उक्त भूजम
पाइपलाइन जबछाने के जलए अपेजक्षत ह,ै उसम ें उपयोग के अजधकार का अिनज करने का जवजनश्चय दकया ह;ै

अतः अब, केन्द्रीय सरकार, उक्त अजधजनयम की धारा 6 की उप-धारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए,
यह घोषणा करती ह ै दक इस अजधसूचना स े सलं ग्न अनुसूची में जवजनर्िष्टज भूजम म ें पाइपलाइन जबछान े के जलए उपयोग के
अजधकार का अिजन दकया िाए ;
और केन्द्रीय सरकार उक्त अजधजनयम की धारा 6 की उप-धारा (4) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए, यह
जनिेष िेती ह ैदक उक्त भूजम म ेंउपयोग का अजधकार इस घोषणा के प्रकािन की तारीख स े केन्द्रीय सरकार म ें जनजहत होन े के
बिाए, सभी जवल्लंगमों स े मक्तु होकर जहन्द्िस्ट्ु तान पेरोजलयम कॉपोरेिन जलजमटेड म ेंजनजहत होगा।
पेरोजलयम और खजनि पाइपलाइन अजधजनयम, 1962 की धारा 10 के अघ्याधीन दकसी भी क्षजतपूर्तज के जलए
जहन्द्िस्ट्ु तान पेरोजलयम कोपोरेिन जलजमटेड पूणतज या उत्तरिायी होगी और पाइपलाइन स े सम्बजन्द्धत दकसी भी मामले पर
केन्द्रीय सरकार के जवरुद्ध कोई वाि, िावा या कानूनी कायजवाही नहीं हो सकेगी।

NOTIFICATION
New Delhi, the 5th January, 2021
S.O. 70(E).—Whereas by a notification of the Government of India in the Ministry of Petroleum & Natural
Gas S.O. No. 3392(E) Dated 28th September 2020, issued under sub-section (1) of section 3 of the Petroleum and
Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (hereinafter referred to as the said
Act), published in the Extra Ordinary Gazette of India dated the 29 September 2020, the Central Government declared
its intention to acquire the right of user in the land specified in the Schedule appended to that notification for the
purpose of laying pipeline for transportation of finished petroleum product in the state of Rajasthan through Barmer
Palanpur Pipeline from Barmer (Rajasthan) to Palanpur (Gujarat), by Hindustan Petroleum Corporation Limited;
And whereas copies of the said Extra Ordinary Gazette notification were made available to the public by

And whereas the Competent Authority has under sub-section (1) of section 6 of the said Act submitted report
to the Central Government;
And whereas the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act, the
Central Government hereby declares that the right of user in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central
Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in the
Central Government, vest on the date of publication of the declaration, in Hindustan Petroleum Corporation Limited
free from all encumbrances.
Hindustan Petroleum Corporation Limited shall be exclusively liable for any compensation in terms of
Section 10 of the P&MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government
on any matter relating to the pipeline.

के अधीन िारी की गई भारत सरकार के पेरोजलयम और प्राकृजतक गैस मंत्रालय की अजधसूचना संख्या का. आ. 3391 (अ)
तारीख 28 जसतम्बर 2020, िो भारत के असाधाण रािपत्र तारीख 29 जसतम्बर 2020, म ें प्रकाजित की गई थी, द्वारा
उस अजधसूचना स े संलग्न अनुसूची म ें जवजनर्िष्टज भूजम म ें हहिं स्ट्ु तान पेरोजलयम कोपोरेिन जलजमटेड द्वारा बाडमेर (रािस्ट्थान)
स े पालनपरु (गुिरात) तक बाडमेर-पालनपरु पाइपलाइन के माध्यम स े तैयार पेरोजलयम पिाथ ज के पररवहन के जलए
रािस्ट्थान राज्य म ें पाइपलाइन जबछाने के प्रयोिन के जलए उपयोग के अजधकार का अिजन करने के अपने आिय की घोषणा
की थी;
और उक्त असाधारण रािपत्र अजधसूचना की प्रजतयां िनता को तारीख 18 अक्टूबर 2020 तक उपलब्ध करा िी
गई थी;
और सक्षम प्राजधकारी न,े उक्त अजधजनयम की धारा 6 की उपधारा (1) के अधीन केंरीय सरकार को ररपोट ज ि े िी
ह;ै
और केंरीय सरकार न,े उक्त ररपोट ज पर जवचार करन े के पश्चात और यह समाधान हो िाने पर दक उक्त भूजम
पाइपलाइन जबछाने के जलए अपेजक्षत ह,ै उसम ें उपयोग के अजधकार का अिनज करने का जवजनश्चय दकया ह;ै
अत: अब, केंरीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (1) द्वारा प्रित िजक्तयों का प्रयोग करत े हुए
यह घोषणा करती ह ै दक इस अजधसूचना स े सलं ग्न अनुसूची में जवजनर्िष्टज भूजम म ें पाइपलाइन जबछान े के जलए उपयोग के
अजधकार अिजन दकया िाए;
और केंरीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (4) द्वारा प्रित िजक्तयों का प्रयोग करते हुए यह
जनिेि िेती ह ै दक उक्त भूजम म ें उपयोग का अजधकार इस घोषणा के प्रकािन की तारीख स े केंरीय सरकार म ें जनजहत होन े के
बिाए सभी जवल्लंगमों स ेमुक्त होकर जहन्द्िस्ट्ु तान पेरोजलयम कोपोरेिन जलजमटेड म ें जनजहत होगा;
पेरोजलयम और खजनि पाइपलाइन अजधजनयम, 1962 की धारा 10 के अध्याधीन दकसी भी क्षजतपूर्तज के जलए
जहन्द्िस्ट्ु तान पेरोजलयम कोपोरेिन जलजमटेड पणू जतया उतरियी होगी और पाइपलाइन स े संबंजधत दकसी भी मामल े पर केंरीय

NOTIFICATION
New Delhi, the 5th January, 2021
S.O. 71(E).—Whereas by a notification of the Government of India in the Ministry of Petroleum & Natural
Gas S.O. No. 3391(E) Dated 28th September 2020, issued under sub-section (1) of section 3 of the Petroleum and
Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (hereinafter referred to as the said
Act), published in the Extra Ordinary Gazette of India dated the 29 September 2020, the Central Government declared
its intention to acquire the right of user in the land specified in the Schedule appended to that notification for the
purpose of laying pipeline for transportation of finished petroleum product in the state of Rajasthan through Barmer
Palanpur Pipeline from Barmer (Rajasthan) to Palanpur (Gujarat), by Hindustan Petroleum Corporation Limited;18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
And whereas copies of the said Extra Ordinary Gazette notification were made available to the public by
28thOctober 2020;
And whereas the Competent Authority has under sub-section (1) of section 6 of the said Act submitted report
to the Central Government;
And whereas the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act, the
Central Government hereby declares that the right of user in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central
Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in the
Central Government, vest on the date of publication of the declaration, in Hindustan Petroleum Corporation Limited
free from all encumbrances;
Hindustan Petroleum Corporation Limited shall be exclusively liable for any compensation in terms of
Section 10 of the P&MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government
on any matter relating to the pipeline.

New Delhi, the 5th January, 2021
S.O. 72(E).—Whereas by a notification of the Government of India in the Ministry of Petroleum & Natural
Gas S.O. No. 3390(E) Dated 28th September 2020, issued under sub-section (1) of section 3 of the Petroleum and
Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (hereinafter referred to as the said
Act), published in the Extra Ordinary Gazette of India dated the 29 September 2020, the Central Government declared
its intention to acquire the right of user in the land specified in the Schedule appended to that notification for the
purpose of laying pipeline for transportation of finished petroleum product in the state of Rajasthan through Barmer
Palanpur Pipeline from Barmer (Rajasthan) to Palanpur (Gujarat), by Hindustan Petroleum Corporation Limited
And whereas copies of the said Extra Ordinary Gazette notification were made available to the public by
28th October, 2020
And whereas the Competent Authority has under sub-section (1) of section 6 of the said Act submitted report
to the Central Government;28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
And whereas the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act, the
Central Government hereby declares that the right of user in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central
Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in the
Central Government, vest on the date of publication of the declaration, in Hindustan Petroleum Corporation Limited
free from all encumbrances.
Hindustan Petroleum Corporation Limited shall be exclusively liable for any compensation in terms of
Section 10 of the P&MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government
on any matter relating to the pipeline.

के अधीन िारी की गई भारत सरकार के पेरोजलयम और प्राकृजतक गैस मंत्रालय की अजधसूचना संख्या का. आ. 3388 (अ)
तारीख 28 जसतम्बर 2020, िो भारत के असाधारण रािपत्र 3023 तारीख 29 जसतम्बर 2020, म ें प्रकाजित की गई थी,
द्वारा उस अजधसूचना स े संलग्न अनुसूची म ें जवजनर्िष्टज भूजम म ें हहिं स्ट्ु तान पेरोजलयम कोपोरेिन जलजमटेड द्वारा बाड़मेर
(रािस्ट्थान) स े पालनपुर (गुिरात) तक बाड़मेर-पालनपुर पाइपलाइन के माध्यम स े तैयार पेरोजलयम पिाथ ज के पररवहन के
जलए रािस्ट्थान राज्य म ें पाइपलाइन जबछाने के प्रयोिन के जलए उपयोग के अजधकार का अिजन करने के अपने आिय की
घोषणा की थी;
और उक्त असाधारण रािपत्र अजधसूचना की प्रजतयां िनता को तारीख 14 नवम्बर 2020 तक उपलब्ध करा िी
गई थी;
और सक्षम प्राजधकारी न,े उक्त अजधजनयम की धारा 6 की उप-धारा (1) के अधीन केन्द्रीय सरकार को ररपोट ज िे िी
ह;ै
और केन्द्रीय सरकार न,े उक्त ररपोट ज पर जवचार करने के पश्चात, और यह समाधान हो िाने पर दक उक्त भूजम
पाइपलाइन जबछाने के जलए अपेजक्षत ह,ै उसम ें उपयोग के अजधकार का अिनज करने का जवजनश्चय दकया ह;ै
अतः अब, केन्द्रीय सरकार, उक्त अजधजनयम की धारा 6 की उप-धारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए,
यह घोषणा करती ह ै दक इस अजधसूचना स े सलं ग्न अनुसूची में जवजनर्िष्टज भूजम म ें पाइपलाइन जबछान े के जलए उपयोग के
अजधकार का अिजन दकया िाए ;
और केन्द्रीय सरकार उक्त अजधजनयम की धारा 6 की उप-धारा (4) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए, यह
जनिेष िेती ह ैदक उक्त भूजम म ेंउपयोग का अजधकार इस घोषणा के प्रकािन की तारीख स े केन्द्रीय सरकार म ें जनजहत होन े के

NOTIFICATION
New Delhi, the 5th January, 2021
S.O. 73(E).—Whereas by a notification of the Government of India in the Ministry of Petroleum & Natural
Gas S.O. No. 3388(E) Dated 28th September 2020, issued under sub-section (1) of section 3 of the Petroleum and
Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (hereinafter referred to as the said
Act), published in the Extra Ordinary Gazette of India dated the 29 September 2020, the Central Government declared
its intention to acquire the right of user in the land specified in the Schedule appended to that notification for the
purpose of laying pipeline for transportation of finished petroleum product in the state of Rajasthan through Barmer
Palanpur Pipeline from Barmer (Rajasthan) to Palanpur (Gujarat), by Hindustan Petroleum Corporation Limited
And whereas copies of the said Extra Ordinary Gazette notification were made available to the public by
14th November 2020
And whereas the Competent Authority has under sub-section (1) of section 6 of the said Act submitted report
to the Central Government;
And whereas the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 45
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act, the
Central Government hereby declares that the right of user in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central
Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in the
Central Government, vest on the date of publication of the declaration, in Hindustan Petroleum Corporation Limited
free from all encumbrances.
Hindustan Petroleum Corporation Limited shall be exclusively liable for any compensation in terms of
Section 10 of the P&MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government
on any matter relating to the pipeline.

अजधजनयम] 1962 (1962 का 50) (जिसे इसम ें इसके पश्चात उक्त अजधजनयम कहा गया ह)ै की धारा 3 की उपधारा (1) के
अधीन िारी की गई भारत सरकार के पेरोजलयम और प्राकृजतक गैस मंत्रालय की अजधसूचना संख्या का. आ. 3393(अ)
तारीख 28 जसतम्बर 2020] िो भारत के असधारण रािपत्र तारीख 29 जसतम्बर 2020] म ें प्रकाजित की गई थी द्वारा
उस अजधसूचना स े संलग्न अनुसूची म ें जवजनर्िष्टज भूजम म ें हहिं स्ट्ु तान पेरोजलयम कोपोरेिन जलजमटेड द्वारा बाडमेर (रािस्ट्थान)
स े पालनपरु (गुिरात) तक बाडमेर-पालनपरु पाईपलाइन के माध्यम स े तैयार पेरोजलयम पिाथ ज के पररवहन के जलए
रािस्ट्थान राज्य म ें पाईपलाइन जबछाने के प्रयोिन के जलए उपयोग के अजधकार का अिजन करने के अपने आिय की घोषणा
की थी ;
और उक्त असधारण रािपत्र अजधसूचना की प्रजतयां िनता को तारीख 20 नवम्बर 2020 तक उपलब्ध करा िी
गई थी;
और सक्षम प्राजधकारी न,े उक्तअजधजनयम की धारा 6 की उप-धारा (1) के अधीन केंरीय सरकार को ररपोट ज
िे िी ह;ै
और केंरीय सरकार ने उक्त ररपोट ज पर जवचार करने के पश्चात और यह समाधान हो िाने पर दक उक्त भूजम म ें
पाइपलाइन जबछाने के जलए अपेजक्षत ह]ै उसम ें उपयोग के अजधकार का अिनज करने का जवजनश्चय दकया ह;ै
अत: अब] केंरीय सरकार, उक्त अजधजनयम की धारा 6 की उपधारा (1) द्वारा प्रित िजक्तयों का प्रयोग करत े हुए
यह घोषणा करती ह ै दक इस अजधसूचना स े सलं ग्न अनुसूची में जवजनर्िष्टज भूजम म ें पाईपलाइन जबछान े के जलए उपयोग के
अजधकार अिजन दकया िाए;
और केंरीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (4) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए यह

NOTIFICATION
New Delhi, the 5th January, 2021
S.O. 74(E).—Whereas by a notification of the Government of India in the Ministry of Petroleum & Natural
Gas S.O. No. 3393(E) Dated 28th September 2020, issued under sub-section (1) of section 3 of the Petroleum and
Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (hereinafter referred to as the said
Act), published in the Extra Ordinary Gazette of India dated the 29 September 2020, the Central Government declared
its intention to acquire the right of user in the land specified in the Schedule appended to that notification for the
purpose of laying pipeline for transportation of finished petroleum product in the state of Rajasthan through Barmer
Palanpur Pipeline from Barmer (Rajasthan) to Palanpur (Gujarat), by Hindustan Petroleum Corporation Limited
And whereas copies of the said Extra Ordinary Gazette notification were made available to the public by 18th
November 2020
And whereas the Competent Authority has under sub-section (1) of section 6 of the said Act submitted report
to the Central Government;
And whereas the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act, the
Central Government hereby declares that the right of user in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central
Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in the
Central Government, vest on the date of publication of the declaration, in Hindustan Petroleum Corporation Limited
free from all encumbrances.
Hindustan Petroleum Corporation Limited shall be exclusively liable for any compensation in terms of
Section 10 of the P&MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government
on any matter relating to the pipeline.
