S.O. 5853(E).—Whereas by notification of the Government of India in the erstwhile Ministry of Road Transport and
Highways number S.O 1534 (E) dated 14th June 2013 issued under section 5 of the National Highways Act, 1956 (48 of 1956), the
Central Government has entrusted New National Highway Number 167 in the State of Andhra Pradesh to the AP PWD (hereinafter
referred to as the “Authority”);
And whereas, the Central Government, in exercise of the powers conferred by section 9 of the National Highways Act, 1956
(48 of 1956) has framed the National Highways Fee (Determination of Rates and Collection) Rules, 2008, vide G.S.R 838(E) dated 5th
December, 2008 and amended vide G.S.R 950(E) dated 3rd December, 2010, G.S.R 15(E) dated 12th January, 2011, G.S.R 756(E)
dated 12th October, 2011, G.S.R 778(E) dated 16th December, 2013, G.S.R 26(E) dated 16th January, 2014, G.S.R. 831(E) dated 21st
November, 2014 and G.S.R. 220 (E) dated 23rd March, 2015, G.S.R 585 (E) dated 8th June, 2016, G.S.R.111(E) dated 2nd December,
2016 and G.S.R. 248(E) dated 14th March, 2017, GSR 427 (E) dated 7.5.2018 and GSR 920 (E) dated 25.9.2018 for collection of fee for
the use of sections of national highways, permanent bridges, bypasses, tunnels.
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with
rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 published vide G.S.R 838(E) dated 5th

the expenditure involved in building, maintenance, management and operation of the said section, interest on the capital invested,
reasonable return, the volume of traffic, hereby notifies that there shall be levied and collected fees on mechanical vehicles for the use of
Two lane with paved shoulders from Adoni to Madhavaram (via Mantralayam) Section from Chainage Km 70.00 to 125.150 on NH-167
in the State of Andhra Pradesh (hereinafter referred to as the “said section’), on the type of Vehicles specified in column (2) at 60% of
the rate specified in columns (3) (hereinafter referred to as “base rate”) of Table 1 below for total equivalent road length of 55.150 km
and authorize the said Authority to collect, either through its officials or through a contractor, the said fee on and from the date of actual
implementation or publication of this notification in the Official Gazette, whichever is later.

1. The fee levied and collected hereunder shall be due and payable at the following Toll Plaza for the distance specified for such

a distance of twenty kilometers from the toll plaza is Rs.255/- (Rupees Two Hundred and Fifty Five only) for the year 2018-19
which is subject to revision every year as per the provisions of National Highways Fee (Determination of Rates and Collection)
Rules, 2008.
3. For multiple journey on the highway section, passes shall be issued at the following rates, namely :

4. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza
falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available
for use of such commercial vehicle.
5. The driver or owner or a person in charge of a Mechanical vehicle which is loaded in excess of permissible load specified for
its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the toll collecting
agency, as per Rule 10 (1A) ) of NH Fee Rules, 2008, and shall not be entitled to make use of the Highway section unless the
excess load has been removed from such mechanical vehicle.
6. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road,
alternative road, etc., shall be as per the definitions specified in the said Rule.
7. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said Rules.¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 5
8. Based on the Base rate of Fee per km for the base year 2007-2008 as mentioned in Table 1, the actual amount of fee to be
charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed
portion of the length of the Project Highway. The same shall be got published by the Authority in at least one newspaper, each
in English and vernacular language and thereafter revised annually in accordance with the Rule 5 of the said Rules.
9. The estimated capital cost of the project is Rupees 214.78 crores. The capital cost is subject to variation as the activities of
land acquisition, utility shifting, tree cutting etc are yet to be completed. The final capital cost will be notified separately. The
Authority shall maintain a record of the recovery of capital cost through user feerealized and after recovery of the capital cost,
the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
