(कानपरु स े वाराणसी सेक्िन) तक के खण्ड को भारतीय राष्ट्रीय राजमागग प्राजधकरण (जजसे आसम ें आसके पश्चात ् "प्राजधकरण" कहा गया ह)ै को सौंपा ह ै; ऄतः, ऄब, केन्द्रीय सरकार, समय -समय पर यथा संिोजधत राष्ट्रीय राजमाग ग िल्ु क (दरों का ऄवधारण एव ं संग्रहण) जनयम, 2008, (जजसे आसमें आसके पश्चात“जनयम’’ कहा गया ह)ै के जनयम 3 के साथ परित राष्ट्रीय राजमाग ग ऄजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रदत्त िजियों का प्रयोग करते हुए तथा ऄजधसूचना स.ं का.अ. 420 (ऄ) ददनांक 21 फरवरी 2013 और का.अ. 896 (ऄ) ददनांक 26 माच ग 2014 के ऄजधक्रमण म,ें ईत्तर प्रदेि राज्य म ेराष्ट्रीय राजमागग संख्या 19 (पुराना रारा-2) के हांजडया-राजतालाब सेक्िन के छह लने के प्रयोग के जलए जडज़ाआन 712.900 दक.मी. स े 785.544 दक.मी. िुल्क प्लाजा स े बीस दकलोमीटर तक की दरू ी म ें ही रहता हो, ईसके जलए वर् ग 2020-21 के जलए माजसक पास की दर 275.00/- रूपए (दो सौ पचहत्तर रूपए मात्र) होगी और राष्ट्रीय राजमागग िुल्क (दरों का ऄवधारण और संग्रहण) जनयम, 2008 के ईपबंधों के ऄनुसार ईसम ें प्रत्येक वर्ग संिोधन दकया जायेगा। 4. राजमागग खण्ड पर बहुयात्रां हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागत्ः ताजलका-4 संदेय राजि ऄनुज्ञात एकतरफा यात्रां जवजधमान्द्यता की ऄवजध की ऄजधकतम संख्या एकतरफा यात्रा के जलए िुल्क का डेढ़ गुना दो संदाय के समय से चौबीस घंटे पचास या ऄजधक एकल यात्रां के जलए संदेय पचास या ऄजधक संदाय की तारीख स े एक मास िुल्क की राजि का दो-जतहाइ 5 . जजस जजले म ें िल्ु क प्लाजा पड़ता ह ै ईस जजल े म ें पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रह े वाहनों को छोड़कर) के जलए िल्ु क ईस श्रेणी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बिते के ऐस े वाजणजज्यक वाहनों के ईपयोग के जलए कोइ सर्तवस रोड ऄथवा वैकजल्पक सड़क ईपलब्ध न हो। 6. जो यांजत्रक वाहन ऄपनी श्रणे ी के जलए जनधागररत ऄनुज्ञये भार की ऄपक्षे ा ऄजधक भार स े लदा हुअ होगा ईसके चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार स े लद े हुए वाहन को राष्ट्रीय राजमागग म ें प्रवेि कराने के जलए िल्ु क संग्रहण एजेंसी को रारा िुल् क जनयम 2008 के जनयम 10 के ईप जनयम (1ए) के ऄनुसार िल्ु क का भगु तान करना होगा और ईसे राजमागग खण्ड का ईपयोग करने की तब तक ऄनुमजत नहीं होगी जब तक दक ऐसे यांजत्रक वाहन स े ऄजधक भार को हटा न ददया जाए। 7 . यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्तवस रोड, वैकजल्पक सड़क अदद सजहत सभी पररभार्ाए ं जनयमों म ें जवजनर्ददष्ट पररभार्ां के ऄनुसार होंगी। 8. ईि जनयमों के जनयम 12 के ऄनुसार, ईपयोगकतागं की जानकारी के जलए िल्ु क की दरें प्रदर्तित की जाएगं ी। 9 . उपर सारणी-1 म ें यथा-ईजल्लजखत, अधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की अधार दर के अधार पर, यांजत्रक वाहनों स े जलए जानेवाल े वास्ट्तजवक िुल्क और कटौजतयों की गणना प्राजधकरण द्वारा खंडों की परू ी कर ली गइ लम्बाइ के अधार पर की जायेगी और ईसम ें ईि जनयमों के जनयम 54 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] के ऄनुसार वार्तर्क तौर पर संिोधन दकया जाएगा तथा ईस,े तदनुसार, ऄंग्रेजी और स्ट्थानीय भार्ा के कम-स-े कम एक-एक समाचार पत्र म ें प्रकाजित दकया जाएगा । 10. आस पररयोजना की ऄनुमाजनत पूंजीगत लागत 2787.54 करोड़ ुपपए ह।ै प्राजधकरण द्वारा प्रयोगकतागं स े वसूल दकए गए िल्ु क के जररए पूंजीगत लागत की वसूली का ररकाडग रखा जाएगा और पूंजीगत लागत की वसूली हो जाने के पश् चात, लगाए जाने वाले िुल्क की दरों number S.O. 78(E) dated 04th February, 1999 issued under Section 11 of the National Highways Authority of India Act 1988 (68 of 1988), the Central Government has entrusted the stretch from Km 0.000 to Km 334.00 (Kanpur to Varanasi Section) of Old NH-2 (New NH-19) In the State of Uttar Pradesh to the National Highways Authority of India (hereinafter referred to as the ―Authority‖) Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended from time to time (hereinafter referred to as the ―rules‖), and in supersession of the notification bearing No S.O. 420(E) dated 21stFebruary, 2013 and S.O. 896(E) dated 26th March 2014, the Central Government hereby levies the fee on mechanical vehicles at the 100% of rate specified in column (2) of the Table 1 for net road section length of 63.465 km and for equivalent structure length (having length more than 60m) of 91.790 km (having structure length 9.179 km) on the type of vehicles specified in column (1) of the Table 1 below for the use of Six lane of Handia – Rajatalab Section from design Km 712.900 to Km 785.544 (existing km 713.215 to km 785.859) of National Highway number 19 (old NH-2 ) in the State of Uttar Pradesh and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Base rate of fee per km for the Type of vehicle base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 275 (Two hundred And Seventy Five Only) for the year 2020-21 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: Table-4 Maximum number of one way Amount Payable Period of validity journeys allowed One and half times of the fee for one Twenty four hours from the time of Two way journey payment Two-third of amount of the fee payable One month from date of payment for fifty single journeys Fifty 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 2787.54 crore. The Authority shall maintain a record of the recovery of capital cost through user fee realised and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
