ऄनुसार ईसमें प्रत्येक वर्ग संिोधन दकया जायेगा ।

5 जो यांजत्रक वाहन ऄपनी श्रणे ी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके चालक
ऄथवा माजलक ऄथवा प्रभारी व्यजक्त को ऐसे ऄजधक भार से लदे हुए वाहन को राष्ट्रीय राजमागग में प्रवेि कराने के जलए
िुल्क संग्रहण एजेंसी को रारा िुल् क जनयम 2008 के जनयम 10 के ईप जनयम (1ए) के ऄनसु ार िल्ु क का भुगतान करना
होगा और ईस े राजमाग ग खण्ड का ईपयोग करन े की तब तक ऄनुमजत नहीं होगी जब तक दक ऐस े यांजत्रक वाहन स े ऄजधक
भार को हटा न ददया जाए।
6. यांजत्रक वाहनों की श्रणे ी, ईनके जलए ऄनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रणे ी, सर्ववस रोड, वैकजल्पक सड़क अदद
सजहत सभी पररभार्ाएं जनयमों में जवजनर्ददष्ट पररभार्ा) के ऄनुसार होंगी ।
7 ईक्त जनयमों के जनयम 12 के ऄनुसार, ईपयोगकताग) की जानकारी के जलए िल्ु क की दरें प्रदर्वित की जाएगं ी।
8 उपर सारणी-1 म ें यथा-ईजल्लजखत, अधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की अधार दर के अधार
पर, यांजत्रक वाहनों से जलए जानेवाले वास्ट्तजवक िुल्क और कटौजतयों की गणना प्राजधकरण द्वारा खंडों की पूरी कर ली गइ
लम्बाइ के अधार पर की जायेगी और ईसमें ईक्त जनयमों के जनयम 5 के ऄनुसार वार्वर्क तौर पर संिोधन दकया जाएगा
तथा ईस,े तदनुसार, ऄंग्रेजी और स्ट्थानीय भार्ा के कम-स-े कम एक-एक समाचार पत्र में प्रकाजित दकया जाएगा ।
9 आस पररयोजना की ऄनुमाजनत पूंजीगत लागत 983.36 करोड़ रुपए ह।ै [पूंजी लागत म ेंपररवतगन हो सकता ह ैक्य ोंदक

NOTIFICATION
New Delhi, the 30th March, 2021
S.O. 1404(E).—Whereas by notification of the Government of India in the Ministry of Road
Transport and Highways number S.O. 3254 (E) dated 5th July 2018 and S.O. 3960(E) dated 31st October
2019 issued under Section 11 of the National Highways Authority of India Act 1988 ( 68 to 1988) , the
Central Government has entrusted the National Highway Number 911 (The highway starting from its
junction with NH-11 near Bap connecting Naukh, Charanwala, Ranjitpura, Godu, Gokul, Tawarwala,
Jaggasar, Dantour, and terminating at Poogal) in the State of Rajasthan and National Highway Number
911A (The highway starting from its junction with NH-911 near Poogal connecting Alladin ka Bera and
terminating at Khajuwala (Beriyanwala)) in the State of Rajasthan to the National Highways Authority of
India (hereinafter referred to as the “Authority”);
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act,
1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection)
Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee on
mechanical vehicles at 60% of the rates specified in column (2) of the Table 1 for net road section length of
207.807 km for the use of two lane with paved shoulder section and at 100% of the rate specified in column
(2) of the Table 1 for net road section length of 4.300 km for the use of four lane section on the type of
vehicles specified in column (1) of the Table 1 of Khajuwala to Poogal section from design kilometre 0.00
to design kilometre 30.812 ( existing kilometre 0 to existing kilometre 31.668) of National Highway 911A
in the State of Rajasthan and Poogal - Dantour - Jaggasar - Gokul - Goddu - Ranjeetpura - Charanwala -
Naukh - Bap section from design kilometre 1.430 to design kilometre 182.725 ( existing kilometre 1.431 to
existing kilometre 183.681 ) of National Highway 911 in the State of Rajasthan and authorizes the
Authority to collect, either through its officials or through a contractor, the said fee, namely:-

2. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial
purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 275.000 (Two
Hundred and Seventy-Five Only) for the year 2020-21 and is subject to revision every year as per the
provisions of the said rules.
3. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: -

4. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the
district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no
service road or alternative road is available for use of such commercial vehicles.
5. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of
permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on
the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of
the said rules, and shall not be entitled to make use of the highway section unless the excess load has been
removed from such mechanical vehicle.
6. All definitions including category of mechanical vehicles, its permissible load, category of exempted
vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.
7. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said

8. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above,
the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated
by the Authority on the basis of the completed length of the section and revised annually in accordance
with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and
vernacular language.
9. The estimated capital cost of the project is Rupees 983.36 crore. [The capital cost is subject to
variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed and
the final capital cost will be notified separately]. The Authority shall maintain a record of the recovery of
capital cost through user fee realised and after recovery of the capital cost, the fee leviable shall be reduced
to 40% of the rates and shall be revised annually in accordance with the said rules.
