(जींद–गोहाना–सोनीपत खंड) तक का खण्ड भारतीय राष्ट्रीय राजमाग ग प्राजधकरण (जजसे आसम आसके पश्चात् ‘प्राजधकरण’ कहा गया ह)ै को सौंपा ह;ै ऄतः, ऄब केन्द्रीय सरकार, राष्ट्रीय राजमागग िल्ु क (दरों का ऄवधारण एवं सग्रं हण) जनयम, 2008 (जजसे आसम आसके पश्चात “जनयम’’ कहा गया ह)ै , के जनयम 3 के साथ परित राष्ट्रीय राजमागग ऄजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रदत्त िजियों का प्रयोग करते हुए, एतदद्वारा हररयाणा राज्य म राष्ट्रीय राजमागग संख्या 352ए के जींद– गोहाना खंड जडजाआन दकलोमीटर 0.000 से दकमी. 50.505 (जवद्यमान 0.000 दकमी. से 50.505 दकमी.) तक के खंड हते ु पेव्ड िोल्डस ग सजहत दो लने के ईपयोग के जलए सड़क खंड की जनवल लंबाइ 49.979 दकमी और 5.260 दकमी. (चार से छह धुरी वाले) बड़े अकर वाले वाहन (सात या ऄजधक धुरी वाले ) 4.20 1. नीच े ईद्ग्रहीत एव ं संग्रहीत िुल्क, जनम्नजलजखत िुल्क प्लाजा पर, ऐसे िल्ु क प्लाजा के जलए जवजनर्ददष्ट सड़क की जनवल लम्बाइ हते ु िोध्य और संदेय होगाः सारणी -2 िुल्क प्लाजा का ऄवस्ट्थान (चैनजे ) लम्बाइ (दकलोमीटर म) जजसके जलए िल्ु क दर जजस पर िुल्क संदेय ह ै संदेय ह ै जींद जजले म लुदाना गांव के जनकट 49.979 उपर सारणी-1 म ईजल्लजखत रारा-352ए के जडज़ाआन चैनेज (60 मी स ेऄजधक सरं चना की लंबाइ को अधार दरों का 60 % छोड़कर) 23.922 दकमी (जवद्यमान चैनेज 23.922 दकमी) पर 2. ईपयुगि के ऄजतररि, जनम्नजलजखत संरचनाओं, जजनकी लम्बाइ 60 मीटर स े ऄजधक ह,ै के ईपयोग के जलए ऐसी संरचनाओं की लम्बाइ को समकरण गुणक 10 से गणु ा करके राजमाग ग की समकक्ष लम्बाइ म पररवर्ततत करत े हुए, जनम्नजलजखत िुल्क प्लाज़ा पर, जनम्नजलजखत िुल्क भी िोध्य और संदेय होगाः िुल्क प्लाजा का ऄवस्ट्थान सड़क की समकक्ष लम्बाइ सड़क की दर जजस पर िुल्क संदेय ह ै (चैनेज) म पररवर्ततत दकए जान े समकक्ष हते ु संरचनाओं की लम्बाइ लम्बाइ (दक.मी. म ) (दक.मी. म) जींद जजल े म लुदाना गांव के जनकट रारा-352ए के उपर सारणी-1 म ईजल्लजखत अधार दरों जडज़ाआन चैनेज 23.922 का 60% दकमी (जवद्यमान चनै ेज 0.526* 5.260 23.922 दकमी) पर * ब् यौरा जनम्न जलजखत ह:ै क्रम सं. चैनेज संरचना का प्रकार लंबाइ (दकमी म ) दकमी से दकमी तक 1. 7.239 7.345 अर ओ बी 0.106 2. 45.171 45.525 अर ओ बी 0.354 3. 47.289 47.355 मुख्य पुल 0.066 कुल 0.526[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 3 3. जजस व्यजि का ऄपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोजनों के जलए पंजीकृत हुअ हो और वह िल्ु क प्लाजा स े बीस दकलोमीटर तक की दरू ी म ही रहता हो, ईसके जलए वर्ग 2019-20 के जलए माजसक पास की दर 265.00/- ूपपए (दो सौ पैंसि ूपपए) मात्र होगी और ईि जनयमों के ईपबंधों के ऄनुसार ईसम प्रत्यके वर्ग संिोधन दकया जायेगा। 4. राजमाग गखण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागत्ः सारणी 4 संदेय राजि ऄनुज्ञात एकतरफा यात्राओं मान्द्यता ऄवजध की ऄजधकतम संख्या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना दो संदाय के समय से चौबीस घंटे पचास एकल यात्राओं के जलए संदेय िुल्क की पचास संदाय की तारीख से एक मास राजि का दो-जतहाइ 5. जजस जजले म िल्ु क प्लाजा पड़ता ह ै ईस जजल े म पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रह े वाहनों को छोड़कर) के जलए िुल्क ईस श्रणे ी के जलए वाहन के जलए जवजनर्ददष्ट िुल्क का 50% होगा बिते के ऐस े वाजणजज्यक वाहनों के ईपयोग के जलए कोइ सर्तवस रोड ऄथवा वैकजल्पक सड़क ईपलब्ध न हो । 6. जो यांजत्रक वाहन ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐस ेऄजधक भार से लदे हुए वाहन को राष्ट्रीय राजमाग गम प्रवेि कराने के जलए िल्ु क संग्रहण एज सी को ईि जनयमों के जनयम 10 के ईप जनयम 1 ए के ऄनसु ार िुल्क का भुगतान करना होगा और ईसे राजमागग खण्ड का ईपयोग करने की तब तक ऄनुमजत नहीं होगी जब तक दक ऐसे यांजत्रक वाहन से ऄजधक भार को हटा न ददया जाए। 7. यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रणे ी, सर्तवस रोड, वैकजल्पक सड़क अदद सजहत सभी पररभार्ाएं जनयमों म जवजनर्ददष्ट पररभार्ाओं के ऄनुसार होंगी। 8. ईि जनयमों के जनयम 12 के ऄनुसार, ईपयोगकतागओं की जानकारी के जलए िुल्क की दरों को प्रदर्तित दकया जाएगा। 9. उपर सारणी-1 म यथा-ईजल्लजखत, अधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की अधार दर के अधार पर, यांजत्रक वाहनों से जलए जाने वाल े वास्ट्तजवक िल्ु क और कटौजतयों की गणना प्राजधकरण द्वारा खंडों की पूरी कर ली गइ लम्बाइ के अधार पर की जायगे ी और ईसम ईि जनयमों के जनयम 5 के ऄनुसार वार्तर्क तौर पर संिोधन दकया जाएगा तथा ईसे, तदनुसार, ऄंग्रेजी और स्ट्थानीय भार्ा के कम-स-े कम एक-एक समाचार पत्र म प्रकाजित दकया जाएगा। 10. आस पररयोजना की ऄनुमाजनत पूंजीगत लागत 379.37 करोड़ रुपए ह।ै पूंजी लागत म पररवतगन हो सकता ह ै क्य ोंदक भूजम ऄजगन, जन-ईपयोजगता सेवाओं का स्ट्थ ान बदलन,े पेड़ों की कटाइ अदद जैस े दक्रयाकलाप ऄभी पूरे दकए जाने िेर् ह।ैं ऄंजतम पूंजीगत लागत को ऄलग से ऄजधसजू चत दकया जाएगा। प्राजधकरण द्वारा प्रयोगकतागओं स े वसूल दकए गए िल्ु क के जररए पूंजीगत लागत की वसूली का ररकाडग रखा जाएगा और पूंजीगत लागत की वसूली हो जाने के पश् चात, लगाए जान े वाले िल्ु क की दरों को घटाकर 40% कर ददया जाएगा और ईि जनयमों के ऄनुसार आस म वार्तर्क तौर पर संिोधन दकया जाएगा। [फा. स.ं भाराराप्रा/13013/सीओ/19-20/जींद-गोहाना (इपीसी)-हररयाणा] जप्रयांक भारती, संयुि सजचव,4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF ROAD TRANSPORT AND HIGHWAY NOTIFICATION New Delhi, the 11th March, 2020 S.O. 1035(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1457(E) dated 09th May 2017 issued under section 11 of the National Highway Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from kilometer 0.000 to kilometer 85.90 (Jind-Gohana-Sonepat section) of National Highway No. 352 A (New) in the State of Haryana to the National Highways Authority of India (hereinafter referred to as the “Authority”); Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee on mechanical vehicles at 60% of the base rate specified in column (2) of the Table 1 for net road section length of 49.979 km and for equivalent structure length (having length more than 60m) of 5.260 km (having length of 0.526 km) on the type of vehicles specified in column (1) of the Table 1 below for the use of two lane with paved shoulder of Jind-Gohana Section from design kilometer 0.000 to kilometer 50.505 (existing km 0.000 to km 50.505) of National Highway 352 A in the state of Haryana and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment 3.45 (EME) or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs 265.00 (Rupees Two Hundred Sixty Five only) for the year 2019-20 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-4 Amount Payable Maximum number of Period of validity one way journeys allowed One and one-half times of the fee for Two Twenty four hours from the time of one way journey payment Two-third of amount of the fee Fifty One month from date of payment payable for fifty single journeys 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 379.37 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed and the final capital cost will be notified separately. The Authority shall maintain a record of the recovery of capital cost through user fee realised and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules [F.
