(दकमी में) ऄवस्ट्थान चैनेज संरचना 1 59.348 से 59.417 चैनेज 59.370 पर बड़ा पुल 0.070 0.70 2 59.778 से 58.858 चैनेज 59.800 पर ग्रेड 0.080 0.80 सेपरे र कुल 0.150 1.500 4. जजस व्यजि का ऄपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोजनों के जलए पंजीकृत हुअ हो और वह िुल्क प्लाजा से बीस दकलोमी र तक की दरू ी में ही रहता हो, ईसके जलए वर्ग 2020 -21 के जलए माजसक पास की दर 275.00/-रूपए (दो सौ पचहत्तर रुपए) होगी और ईि जनयमों के ईपबंधों के ऄनुसार ईसमें प्रत्येक वर्ग संिोधन दकया जायेगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 5. राजमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागत्ः संदये राजि ऄनुज्ञात एकतरफा मान्द्यता ऄवजध यात्राओं की ऄजधकतम संख्या एकतरफा यात्रा के जलए िुल्क का डेढ़ गुना दो संदाय के समय से चौबीस घं े पचास एकल यात्राओं के जलए संदेय िुल्क की राजि का पचास संदाय की तारीख से एक मास दो-जतहाइ 6. जजस जजले में िुल्क प्लाजा पड़ता ह ैईस जजले में पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजम के ऄधीन चल रह ेवाहनों को छोड़कर) के जलए िुल्क ईस श्रेणी के जलए वाहन के जलए जवजनर्ददष्ट िुल्क का 50% होगा बिते दक ऐसे वाजणजज्यक वाहनों के ईपयोग के जलए कोइ सर्तवस रोड ऄथवा वैकजल्पक सड़क ईपलब्ध न हो । 7. जो यांजत्रक वाहन ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार से लद े हुए वाहन को राष्ट्रीय राजमागग में प्रवेि कराने के जलए िुल्क संग्रहण एजेंसी को ईि जनयमों के जनयम 10 के ईप जनयम 1 ए के ऄनुसार िुल्क का भुगतान करना होगा और ईसे राजमागग खण्ड का ईपयोग करने की तब तक ऄनुमजत नहीं होगी जब तक दक ऐसे यांजत्रक वाहन से ऄजधक भार को ह ा न ददया जाए। 8. यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनुज्ञेय भार, छू -प्राप्त वाहनों की श्रेणी, सर्तवस रोड, वैकजल्पक सड़क अदद सजहत सभी पररभार्ाएं जनयमों में जवजनर्ददष्ट पररभार्ाओं के ऄनुसार होंगी। 9. ईि जनयमों के जनयम 12 के ऄनुसार, ईपयोगकतागओं की जानकारी के जलए िुल्क की दरों को प्रदर्तित दकया जाएगा। 10. उपर सारणी-1 में यथा-ईजल्लजखत, अधार वर्ग 2007-08 के जलए प्रजत दकलोमी र िुल्क की अधार दर के अधार पर, यांजत्रक वाहनों से जलए जान े वाले वास्ट्तजवक िुल्क और क ौजतयों की गणना प्राजधकरण द्वारा खंडों की पूरी कर ली गइ लम्बाइ के अधार पर की जायेगी और ईसमें ईि जनयमों के जनयम 5 के ऄनुसार वार्तर्क तौर पर संिोधन दकया जाएगा तथा ईसे, तदनुसार, ऄंग्रेजी और स्ट्थानीय भार्ा के कम-स-े कम एक-एक समाचार पत्र में प्रकाजित दकया जाएगा। 11. आस पररयोजना की ऄनुमाजनत पूंजीगत लागत 2214.34 करोड़ रुपए है। पूंजी लागत में पररवतगन हो सकता है क् योंदक भूजम ऄजगन, जन – ईपयोजगता सेवाओं का स्ट्थान बदलने , पेड़ों की क ाइ अदद जैसे दक्रयाकलाप ऄभी पूरे दकए जाने िेर् हैं। ऄंजतम पूंजीगत लागत को ऄलग से ऄजधसूजचत दकया जाएगा। प्राजधकरण द्वारा प्रयोगकतागओं से वसूल दकए गए िुल्क के जररए पूंजीगत लागत की वसूली का ररकाडग रखा जाएगा और पूंजीगत लागत की वसूली हो जाने के पश् चात, लगाए जाने वाले िुल्क की दरों को घ ाकर 40% कर ददया जाएगा और ईि जनयमों के ऄनुसार आस में वार्तर्क तौर पर संिोधन दकया जाएगा। [फा. सं. भाराराप्रा/ 13013/6 /सीओ/19-20/जलंधर(फगवाड़ा -रूपनगर 0.000-80.820 (एचएएम)एफ] जप्रयांक भारती, संयुि सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 18th May, 2020 S.O. 1514(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 691(E) dated 10th March, 2015 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from Phagwara to Rupanagar Section from km 0.000 to km 88.000 of National Highway Number-344A in the State of Punjab to the National Highways Authority of India (hereinafter referred to as the “Authority”); Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee on the type of mechanical vehicles in column (1) at 100 % of the rates specified in column (2) of the Table 1 for net road section length of 67.495 km for the use of four lane of section and for equivalent structure length (having length more than 60m ) of 34.750 km (having length of 3.475 km) and at one and one half times the base rate for bypasses having length of 9.85 km costing rupees ten crore or more on the type of vehicles specified in column (1) of the Table 1 below of Phagwara - Rupnagar Section from design / existing kilometer 0.000 to kilometer 80.820 of National Highway 344A in the state of Punjab and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:-[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 5 Table-1 Base rate of fee per km for Type of vehicle the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or 3.45 Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 275 (Rupees Two Hundred Seventy Five only) for the year 2020-21 and is subject to revision every year as per the provisions of the said rules. 5. For multiple journey on the highway section, passes shall be issued at the following rates, namely: - Amount Payable Maximum number of one way Period of validity journeys allowed One and half times of the fee for one way Twenty four hours from the time Two journey of payment Two-third of amount of the fee payable for One month from date of payment Fifty fifty single journeys 6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle, provided no service road or alternative road is available for use of such commercial vehicles.[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 7 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in Sub-rule 1A of rule 10 of the said rules and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said Rules. 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of completed length of the section and revised annually in accordance with the Rule 5 of the said rules and the same shall be published in at least one newspaper, in English and vernacular language. 11. The estimated capital cost of the project is Rupees 2214.34 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed. The final capital cost will be notified separately. The Authority shall maintain a record of the recovery of capital cost through user fee realized and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
