Highways number S.O 1532 (E) dated 14th June 2013 and S.O 2102 (E) dated 03rd August 2015 issued under section 11
of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch
from km 180.00 to km 265.588 (Padhi-Dahod) of National Highway No. 113 in the State of Rajasthan to the National
Highways Authority of India (hereinafter referred to as the “Authority”);
And whereas, the Central Government, in exercise of the powers conferred by section 9 of the National
Highways Act, 1956 (48 of 1956) has framed the National Highways Fee (Determination of Rates and Collection) Rules,
2008, vide G.S.R. 838 (E) dated the 5th Dec, 2008, and amended vide GSR 950 (E) Dt 03.12.2010, GSR 15 (E) Dt.
12.01.2011 and GSR 756 (E) Dt. 12.10.2011, G.S.R 778 (E) dated 16th December,2013, G.S.R 26(E) dated 16th January,
2014, G.S.R 831(E) dated 21st November, 2014, G.S.R. 2(E) dated 29th December, 2014, G.S.R 220(E) dated
23rd March, 2015, G.S.R 585(E) dated 08th June, 2016, G.S.R 1114(E) dated 2nd December, 2016, G.S.R 248 (E) dated
14th March, 2017, G.S.R 427 (E) dated 7th May, 2018 and G.S.R 920 (E) dated 25th September, 2018 for collection of
fee for use of sections of national highways, permanent bridges, bypasses and tunnels;
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of
1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended
from time to time (hereinafter referred to as the “said Rules”), the Central Government hereby levies the fee at 60% of
the base rate specified in column (2) in Table 1 for net road section length of 66.246 km {excluding 0.361 Km of
structure (having length more than 60 m) with equivalent length of 3.61 km} (hereinafter referred to as “base rate”) for
use of the Two Lane with paved shoulders section and bypasses having a length of 18.620 Km {excluding 0.361 Km of
structure (having length more than 60 m) with equivalent length of 3.61 km} at 90% of the base rates specified in
column (2) of Table-1 below for the use of Padhi-Dahod Section from Design chainage km 180.00 (km 180.00 Existing
chainage) to Design chainage km 265.588 (km 267.000 Existing chainage) of National Highway Number 113 in the State
of Rajasthan and authorizes the Authority to collect, either through its officials or through a contractor, the said fee,
namely:-

4. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes
and resides within a distance of twenty kilometres from the fee plaza is Rs. 255.00 (Rupees Two Hundred Fifty Five
only) for the year 2018-19 and is subject to revision every year as per the provisions of the National Highways Fee
(Determination of Rates and Collection) Rules, 2008.
5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:

6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the
fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road
is available for use of such commercial vehicles.
7. The driver or owner or a person in charge of a Mechanical vehicle which is loaded in excess of permissible load
specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee
collecting agency, as per Rule 10 (1A) of NH Fee Rule 2008 and shall not be entitled to make use of the highway section
unless the excess load has been removed from such mechanical vehicle.
8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles,
service road, alternative road etc. shall be as per definitions specified in the rules.
9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules.
10. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual
amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the
basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the
same shall be published in at least one newspaper, each in English and vernacular language accordingly.
11. The estimated capital cost of the project is Rupees 314.20 Crore. The capital cost is subject to variation as the
activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed. The final capital cost will be
notified separately. The Authority shall maintain a record of the recovery of capital cost through user fee realized and
after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in
accordance with the said rules.
