(चार से छह धरु ी वाल)े बड़े अकर वाल ेवाहन (सात या ऄजधक धुरी वाले ) 4.20 1. नीच ेईद्ग्रहीत एवं संग्रहीत िुल्क, जनम्नजलजखत िुल्क प्लाजा पर, ऐसे िुल्क प्लाजा के जलए जवजनर्ददष्ट सड़क की जनवल लम्बाइ हते ु िोध्य और संदेय होगा, ऄथागत् : सारणी -2 ऄस्ट्थाइ िल्ु क प्लाजा का सड़क की लम्बाइ (दकलोमीिर में) जजसके जलए िल्ु क दर जजस पर िुल्क संदेय ह ै ऄवस्ट्थान (चैनेज) संदेय ह ै ऄंगलु जजल े म ें खमर गांव के 68.199 दकमी उपर सारणी-1 में ईजल्लजखत जनकि 25.855 दकमी पर अधार दरों का 60 % (60 मी स ेऄजधक सरं चना की लंबाइ को छोड़कर) 2. ईपयुगि के ऄजतररि, जनम्नजलजखत संरचनाओं, जजनकी लम्बाइ 60 मीिर स े ऄजधक ह,ै के ईपयोग के जलए ऐसी संरचनाओं की लम्बाइ को समकरण गुणक 10 स े गुणा करके राजमागग की समकक्ष लम्बाइ म ें पररवर्ततत करत े हुए, जनम्नजलजखत िुल्क प्लाज़ा (प्लाजाओं) पर, जनम्नजलजखत िुल्क भी िोध्य और संदेय होगाः सारणी – 3 िुल्क प्लाजा का ऄवस्ट्थान सड़क की समकक्ष सड़क की समकक्ष दर जजस पर िुल्क संदेय ह ै (चैनेज) लम्बाइ में पररवर्ततत लम्बाइ (दक.मी. में) दकए जाने हते ु संरचनाओं की लम्बाइ (दक.मी. म)ें ऄंगलु जजले में खमर गांव के 0.081* 0.810 उपर सारणी-1 में ईजल्लजखत अधार जनकि 25.855 दकमी पर दरों का 60% * ब् यौरा जनम्न जलजखत ह:ै क्रम जडजाआन चैनेज संरचना का प्रकार लंबाइ संख्या स े तक (दकमी में) 1. दकमी 1.396 दकमी 1.477 पुल 0.081[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 3 3. जजस व्यजि का ऄपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोजनों के जलए पंजीकृत हुअ हो और वह िुल्क प्लाजा स े बीस दकलोमीिर तक की दरू ी में ही रहता हो, ईसके जलए वर् ग 2020-2021 के जलए माजसक पास की दर 275.00/-रुपए (दो सौ पचहत्तर रुपए) होगी और ईि जनयमों के ईपबंधों के ऄनुसार ईसमें प्रत्येक वर् ग संिोधन दकया जायेगा। 4. राजमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागत्ः साररणी-4 संदेय राजि ऄनुज्ञात एकतरफा यात्राओं मान्द्यता ऄवजध की ऄजधकतम संख्या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना दो संदाय के समय से चौबीस घंिे पचास एकल यात्राओं के जलए संदेय िुल्क की पचास संदाय की तारीख से एक मास राजि का दो-जतहाइ 5. जजस जजल े में िुल्क प्लाजा पड़ता ह ै ईस जजल े म ें पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमि के ऄधीन चल रह े वाहनों को छोड़कर) के जलए िुल्क ईस श्रेणी के जलए वाहन के जलए जवजनर्ददष्ट िल्ु क का 50% होगा बित े के ऐस े वाजणजज्यक वाहनों के ईपयोग के जलए कोइ सर्तवस रोड ऄथवा वैकजल्पक सड़क ईपलब्ध न हो । 6. जो यांजत्रक वाहन ऄपनी श्रणे ी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार से लदे हुए वाहन को राष्ट्रीय राजमागग में प्रवेि कराने के जलए िुल्क संग्रहण एजेंसी को ईि जनयमों के जनयम 10 के ईप जनयम 1 ए के ऄनुसार िल्ु क का भुगतान करना होगा और ईस े राजमागग खण्ड का ईपयोग करने की तब तक ऄनुमजत नहीं होगी जब तक दक ऐसे यांजत्रक वाहन से ऄजधक भार को हिा न ददया जाए। 7. यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनुज्ञेय भार, छूि-प्राप्त वाहनों की श्रेणी, सर्तवस रोड, वैकजल्पक सड़क अदद सजहत सभी पररभार्ाएं जनयमों में जवजनर्ददष्ट पररभार्ाओं के ऄनुसार होंगी। 8. ईि जनयमों के जनयम 12 के ऄनुसार, ईपयोगकतागओं की जानकारी के जलए िल्ु क की दरों को प्रदर्तित दकया जाएगा। 9. उपर सारणी-1 म ें यथा-ईजल्लजखत, अधार वर्ग 2007-08 के जलए प्रजत दकलोमीिर िुल्क की अधार दर के अधार पर, यांजत्रक वाहनों से जलए जाने वाल े वास्ट्तजवक िुल्क और किौजतयों की गणना प्राजधकरण द्वारा खंडों की पूरी कर ली गइ लम्बाइ के अधार पर की जायगे ी और ईसमें ईि जनयमों के जनयम 5 के ऄनुसार वार्तर्क तौर पर संिोधन दकया जाएगा तथा ईस,े तदनुसार, ऄंग्रेजी और स्ट्थानीय भार्ा के कम-स-े कम एक-एक समाचार पत्र में प्रकाजित दकया जाएगा। 10. आस पररयोजना की ऄनुमाजनत पूंजीगत लागत 259.09 करोड़ रुपए ह।ै पूंजी लागत म ें पररवतगन हो सकता ह ै क्य ोंदक भूजम ऄजगन, जन-ईपयोजगता सेवाओं का स्ट् थान बदलन,े पेड़ों की किाइ अदद जैसे दक्रयाकलाप ऄभी पूरे दकए जाने िेर् ह।ैं ऄंजतम पूंजीगत लागत को ऄलग से ऄजधसूजचत दकया जाएगा। प्राजधकरण द्वारा प्रयोगकताओंग से वसूल दकए गए िल्ु क के जररए पूंजीगत लागत की वसूली का ररकाडग रखा जाएगा और पूंजीगत लागत की वसूली हो जाने के प‍ चात, लगाए जान े वाले िल्ु क की दरों को घिाकर 40% कर ददया जाएगा और ईि जनयमों के ऄनुसार आस म ें वार्तर्क तौर पर संिोधन दकया जाएगा। [फा. सं. भाराराप्रा/13013/सीओ/19-20/जीसी-पलाहड़ा-जपरिरी] जप्रयांक भारती, संयुि सजचव4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 9th October, 2020 S.O. 3508E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 380(E) dated 24th January, 2019 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from km 0.000 to km 68.280 (Pallahara to Pitiri section) of National Highway No. 149 in the State of Odisha to the National Highways Authority of India (hereinafter referred to as the “Authority”); Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee on the type of mechanical vehicles in column (1) at sixty per cent of the rates specified in column (2) of the Table 1 for net road length of 68.199 km and for equivalent structure length (having more than 60 m length) of 0.810 km (having length of 0.081 km) on the type of vehicles specified in column (1) of the Table 1 below for the use of two lane with paved shoulders of Pallahara to Pitiri Section from km 0.000 to km 68.280 of National Highway number 149 in the State of Odisha and authorises the said Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Base rate of fee per km for Type of vehicle the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or Multi 3.45 Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 275/- (Rupees Two Hundred and Seventy-five only) for the year 2020-21 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journey on the highway section, passes shall be issued at the following rates, namely: - Table-4 Amount Payable Maximum number of one way Period of validity journeys allowed One and half times of the fee for one way Twenty four hours from the time Two journey of payment Two-third of amount of the fee payable for One month from date of payment Fifty fifty single journeys 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle, provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in Sub-rule 1A of rule 10 of the said rules and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said Rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of completed length of the section and revised annually in accordance with the Rule 5 of the said rules and the same shall be published in at least one newspaper, in English and vernacular language. 10. The estimated capital cost of the project is Rupees 259.09 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed. The final capital cost will be notified separately. The Authority shall maintain a record of the recovery of capital cost through user fee realized and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
