(0.104 दक.मी.) की समतल्ु य सरं चना लम्बाइ (60 मीटर स े ऄजधक की लम्बाइ) के जलए ताजलका 1 के कालम (2) म ें जवजनर्ददष्ट अधार दर के 60 प्रजतित पर यांजत्रक वाहन स े फ़ीस ईदगृहीत करती ह ै तथा भारतीय राष्ट्रीय राजमागग प्राजधकरण को ईसके ऄजधकाररयों ऄथवा दकसी िेकेदार के माध्यम स े ईि फ़ीस के संग्रहण के जलए प्राजधकृत करती ह,ै ऄथागत्:- 5282 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ताजलका-1 वाहन के प्रकार अधार वर् ग 2007-08 के जलए फीस की प्रजत दक.मी. अधार दर (रु. म)ें (1) (2) कार, जीप, वैन या हल्के मोटर वाहन 0.65 हल्के वाजणजज्यक वाहन, हल्के माल वाहन या जमनी बस 1.05 बस या रक (दो धुरी) 2.20 तीन धरु ी वाल ेवाजणजज्यक वाहन 2.40 भारी संजनमागण मिीनरी (एचसीएम) या ऄथग मूववग ईपस्ट्कर (इएमइ) या 3.45 बहुधुरीय (एमएवी) (4 से 6 धरु ी वाले) जविाल अकार के वाहन (7 या ऄजधक धरु ी वाल)े 4.20 1. आसके ऄंतगतग ईदगृहीत और संग्रहीत की जाने वाली फ़ीस ऐसे पथकर प्लाजा के जलए जवजनर्ददष्ट जनवल सड़क लंबाइ हते ु पथकर प्लाजा पर देय और संदेह होगी, ऄथागत:- ताजलका -2 पथकर प्लाजा का ऄवस्ट्थान (चनै जे ) लबं ाइ (दक.मी. म)ें जजसके जलए दर जजस पर िल्ु क सदं ेय ह।ै िल्ु क सदं ेय ह ै राष्ट्रीय राजमाग ग – 730 पर ईत्तर प्रदेि के 27.151 दक.मी. (बाइपास की 2 लेन/पेव्ड िोल्डर के जलए ईि बलरामपुर जजले म ें बड़गांव गााँव, पो०-तुलसीपरु , लंबाइ (लागत >10 करोड़ रु.) ताजलका - 1 में ईजल्लजखत अधार पी.एस. तुलसीपुर के जनकट दक.मी. 346+950 पर और संरचना की लंबाइ दर का 60 प्रजतित (>60m) को छोड़कर) 2. ईपयुि के ऄतररि, जनम्नजलजखत टोल प्लाजा (प्लाजाओं) पर 60 मीटर से ऄजधक लंबाइ वाली ऄवसंरचनाओ के ईपयोग के जलए 10 के समतुल्य गुणक द्वारा ऐसी ऄवसरं चनाओं की लंबाइ को गणु ा करके राजमागग की समतुल्य लंबाइ म ें ऄवसंरचनाओं की लंबाइ को पररवतीत करके जनम्नजलजखत फ़ीस भी दये और संदेय होगी:- ताजलका -3 पथकर प्लाजा का ऄवस्ट्थान समतल्ु य सड़क लम्बाइ म ेंसमतल्ु य सड़क लम्बाइ दर, जजस पर फीस सदेय ह।ै (चनै जे ) पररवतीत दकय े जान े के जलए (दक.मी. म)ें ऄवसरं चनाओं की लबं ाइ (दक.मी. म)ें राष्ट्रीय राजमाग ग – 730 पर 0.104 1.04 2 लेन/पेव्ड िोल्डर के जलए ईत्तर प्रदेि के बलरामपुर जजल े ईि ताजलका - 1 में ईजल्लजखत में बड़गांव गााँव, पो०-तुलसीपरु , अधार दर का 60 प्रजतित पी.एस. तलु सीपुर के जनकट दक.मी. 346+950 पर[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 3 *संरचनाओ (>60 मीटर लंबाइ) का ब्यौरा जनम्नानुसार ह:ै - चनै जे क्र.स.ं चनै जे िरूु दकमी स े चनै जे समाप्त दक.मी. सरं चना का प्रकार लम्बाइ )दक.मी.) तक 1. 332.492 332.596 मुख्य पलु 0.104 कुल लम्बाइ 0.104 3. जजस व्यजि का ऄपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोजनों के जलए पंजीकृत हुअ हो और वह टोल प्लाजा स े 20 दक.मी. तक की दरू ी म ें ही रहता हो, ईसके जलए वर्ग 2020-21 के जलए माजसक पास की दर 275.00 रू. (दो सौ पचहत्तर रुपए मात्र) होगी और यह जनयमावली के ऄनुसार प्रत्येक वर् गसंिोधन के ऄध्यधीन ह।ै 4. राजमागग खंड पर बहुयात्राओं के जलए जनम्नजलजखत दरों पर पास जारी दकए जाएगं े, ऄथागत:् - ताजलका-4 सदं ेय राजि ऄनमु त एकतरफा यात्राओं की मान्यता की ऄवजध ऄजधकतम सख्ं या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना दो भुगतान के समय स े 24 घंटे पचास एकल यात्राओं के जलए भुगतान योग्य पचास भुगतान की तारीख से एक महीना िुल्क की राजि का दो जतहाइ 5. जजस जजले म ें िल्ु क प्लाजा पड़ता ह ै ईस जजल े में पजं ीकृत वाजणज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रह े वाहनों को छोड़कर) के जलए िुल्क ईस श्रेणी के वाहन के जलए जवजनर्ददष्ट िुल्क का 50 प्रजतित होगा, बित े दक ऐसे वाजणजज्यक वाहनों के ईपयोग के जलए कोइ सर्तवस रोड या वैकजल्पक सड़क ईपलब्ध न हों। 6. सम्बजन्धत श्रेणी के वाहनों के जलए जवजनर्ददष्ट ऄनज्ञु ेय भार के ऄजधक भार लद े यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय राजमागग पर ऄजधभार लद े वाहन के प्रवेि के जलय े टोल सगं हण एजेन्सी को ऐसी श्रेणी के वाहनों के जलए ईि जनयमों के जनयम 10 के ईपजनयम 1 क मे जवजनर्ददष्ट फीस के समतल्ु य फीस का भगु तान करन े के जलए ईत्तरदायी होगा और वह राजमागग खण्ड का प्रयोग करन े के जलए तब तक हकदार नही होगा जब तक ऐस े यांजत्रक वाहन से लदा ऄजतभार हटाया नही जाता। 7. सभी पररभार्ाएं यांजत्रक वाहनों की श्रेणी, आनके ऄनुमन्य भार, छूट प्राप्त वाहनों की श्रेणी, सर्तवस रोड, वैकजल्पक सड़क आत्यादद ईि जनयमों में जवजनर्ददष्ट पररभार्ाओं के ऄनरूु प होगी। 8. िुल्क की दरें ईि जनयमों के जनयम – 12 के ऄनुसरण म ेंईपयोगकतागओं के सूचनाथ गप्रदर्तित करनी होगी। 9. यांजत्रक वाहनों से फीस की वास्ट्तजवक राजि ईपयिुग ताजलका-1 म ें यथा-ईजल्लजखत अधार वर्ग 2007-08 के जलए प्रजत दक.मी. फीस की अधार दर के अधार पर प्रभाररत होगी और छूटों की गणना भारतीय राष्ट्रीय राजमाग ग प्राजधकरण द्वारा खण्ड की पूरी हो गयी लम्बाइ के अधार पर की जाएगी और ईसे ईि जनयम 5 के ऄनसु ार प्रजतवर्ग संिोजधत दकया जाएगा तथा तद्नुसार ईसे ऄंग्रजी व क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया जायेगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 10. पररयोजना की ऄनुमाजनत पूंजीगत लागत रु 212.99 करोड़ ह।ै पूंजीगत लागत में पररवतगन हो सकता ह ै क्योंदक भूजम ऄजगन, जनयोजगता सेवाओं का स्ट्थान बदलने, पेड़ों की कटाइ अदद जैसे दक्रयाकलाप ऄभी पूरे दकये जान े ह।ै प्राप्त िल्ु क के माध्यम स े वसूल की गयी पूंजीगत लागत का भारतीय राष्ट्रीय राजमाग ग प्राजधकरण द्वारा ररकाड ग रखा जाएगा तथा पूंजीगत लागत की वसूली के पश्चात ईद्ग्राहृ फीस घटाकर दरों के 40 प्रजतित तक कर दी जाएगी और कजथत जनयमों की ऄनुसरण म ेंवार्तर्क रूप से संिोजधत की जाएगी। [फा. स.ं CE-RO/LKO/730/UP/2017-18/558(PartFile)] जप्रयांक भारती, संयुि सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 29th October, 2020 S.O. 3889(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways (number S.O. 2004 (E) dated 30th August, 2012) issued under Section 5 of National Highways Act, 1956 (48 of 1956), the Central Government has entrusted the stretch from kilometre 323.745 to Kilometer 351.000 (Balrampur - Tulasipur Section) of National Highway No. 730 in the State of Uttar Pradesh to the State Government of Uttar Pradesh; Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the "rules"), the Central Government hereby levies the fee on mechanical vehicles at sixty per cent of the base rate (for use of two lane with paved shoulder section) specified in column (2) of the Table 1 for net road section length of 27.151 Km. and for equivalent structure length (having length more than 60m.) of 1.04 Km. (having length of 0.104 Km.) on the type of vehicles specified in column (1) of the Table 1 below of Balrampur - Tulasipur Section from design Kilometer 323.745 to kilometer 351.000 (existing Km. 323.745 to Km. 351.000) of National Highway number 730 in the State of Uttar Pradesh and authorises the National Highway Authority of India to collect, either through its officials or through a contractor, the said fee, namely:- Table 1 Base rate of fee per Km. for the base Type of vehicle year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) 3.45 or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 5 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 275.00 (Rupees Two Hundred Seventy Five Only) for the year 2020-21 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table 4 Maximum number of one way Amount Payable Period of validity journeys allowed One and half times of the fee for one way Twenty four hours from the time Two journey of payment Two-third of amount of the fee payable for Fifty or more One month from date of payment fifty single journeys. 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highway Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 212.99 crore. [The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed and the final capital cost will be notified separately]. The National Highway Authority of India shall maintain a record of the recovery of capital cost through user fee realised and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
