## Policy Analysis Report: Amendment to Eco-Sensitive Zone Notification for Bandh Baretha Wildlife Sanctuary **1. Executive Summary:** This report analyzes an amendment to the Government of India's notification concerning the Eco-sensitive Zone (ESZ) surrounding the Bandh Baretha Wildlife Sanctuary in Rajasthan. The amendment, issued on May 18, 2021, denotifies the ESZ surrounding two previously denotified blocks of the sanctuary, Bansi PahadpurA and Bansi PahadpurB. This results in a reduction of the total ESZ area. Key stakeholders affected are likely those involved in land use and development within the denotified ESZ area. **2. Introduction:** This report aims to provide an informative analysis of a notification published by the Ministry of Environment, Forest and Climate Change, Government of India, regarding an amendment to the Eco-sensitive Zone (ESZ) surrounding the Bandh Baretha Wildlife Sanctuary. The analysis is based solely on the provided text of the notification. **3. Policy Overview:** * **Original Policy:** This amendment refers to the original notification S.O. 6319E, dated the 26th December 2018, which established the Eco-sensitive Zone (ESZ) surrounding the Bandh Baretha Wildlife Sanctuary in the State of Rajasthan. * **Core Objective(s):** The core objective of the *original* policy, based on this document's preamble, was the establishment of an Eco-sensitive Zone (ESZ) surrounding the Bandh Baretha Wildlife Sanctuary. The amendment's objective is to adjust the boundaries of this ESZ due to changes in the Sanctuary's boundaries. **4. Background and Rationale:** This amendment is driven by the denotification of two standalone blocks, Bansi PahadpurA and Bansi PahadpurB, from the Bandh Baretha Wildlife Sanctuary by the State Government of Rajasthan. Since these blocks are no longer part of the Sanctuary, the State Government requested the Central Government to denotify the associated ESZ areas surrounding these blocks. The amendment reflects the adjustment of the ESZ to align with the revised boundaries of the Wildlife Sanctuary. **5. Key Provisions / Changes:** This is an amendment, and the following changes are being introduced: * **Specific Part Changed:** The notification amends paragraph 1, subparagraph 1, Annexure II, and Annexure III of the original notification S.O. 6319E. * **New Rule/Provision:** * The area of the Ecosensitive Zone is changed from "173.92 square kilometers" to "173.38 square kilometers." * Annexures IIA to IIF, which likely contained maps of the ESZ, are replaced with new Annexures (not provided in this text). * In Table B of Annexure III, Sl. No. 6 and S. No. 15 are omitted. * **Difference/Effect of Change:** * The area of the ESZ is reduced by 0.54 square kilometers (173.92 - 173.38 = 0.54). This reflects the denotification of the ESZ surrounding the Bansi Pahadpur blocks. * The replacement of Annexures IIA to IIF indicates that the maps of the ESZ have been updated to reflect the reduced area. These updated annexures are not provided. * The omission of Sl. No. 6 and S. No. 15 from Table B of Annexure III suggests that these entries pertain to regulations or restrictions that are no longer applicable to the denotified area. Further detail on what Sl. No. 6 and 15 entailed is not present. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders are those involved in: * Land use and development activities within the previously designated ESZ areas surrounding Bansi PahadpurA and Bansi PahadpurB. The denotification may ease restrictions on such activities in these areas. * The State Government of Rajasthan, specifically the forest department and other relevant authorities responsible for managing the Bandh Baretha Wildlife Sanctuary and its surrounding areas. * Local communities residing in and around the Bandh Baretha Wildlife Sanctuary, as changes to the ESZ may affect their livelihoods and access to resources. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Ministry of Environment, Forest and Climate Change is responsible for issuing the notification. The State Government of Rajasthan initiated the request for the amendment. * **Timelines/Procedures:** The amendment takes effect from the date of notification (May 18, 2021). The implementation involves updating maps and records pertaining to the ESZ. It can be inferred that Rajasthan's State Government has the burden of altering their record of the size and makeup of the Sanctuary and its ESZ. **8. Expected Outcomes / Impact of Changes:** The likely intended outcome of these specific changes is to: * Align the ESZ boundaries with the current boundaries of the Bandh Baretha Wildlife Sanctuary. * Potentially reduce regulatory burdens on land use and development activities within the denotified ESZ areas. * It may be a positive development to the local economy, as the lack of restrictions in the Bansi Pahadpur blocks may open them up to economic development, such as increased quarrying. **9. Conclusion:** The amendment to the Eco-sensitive Zone notification for the Bandh Baretha Wildlife Sanctuary represents an adjustment to the ESZ boundaries in response to the denotification of two blocks from the sanctuary. This amendment is intended to reduce the total ESZ area, potentially impacting land use regulations and development opportunities in the previously designated areas. While this notification provides the changes, the absence of the replaced Annexures limits full insight into the changes. However, the implication is that previous restrictions in the ESZ are lessened.
