NOTIFICATION
New Delhi, the 27th December, 2019
S.O. 59(E).—Whereas by the notification of the Government of India in the Ministry of
Petroleum and Natural Gas S.O. No. 2983(E) dated the 5th September, 2017 & S.O. No. 4138(E), dated
the 18th November,2019 issued under sub-section (1) of section 3 of the Petroleum and Minerals Pipelines
(Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (hereinafter referred to as the said Act),
published in the Gazette of India dated the 11th September, 2017 & the 18th November,2019 the Central
Government declared its intention to acquire the right of user in the land specified in the Schedule
appended to that notification for the purpose of laying ‘Augmentation of Paradip-Haldia-Durgapur LPG
Pipeline and its extension up to Patna and Muzaffarpur Pipeline Project’ for the transportation of
Petroleum Products in Block-Ujiyarpur, District-Samstipur in the state of Bihar by Indian Oil Corporation
Limited;
And whereas copies of the said Gazette notification vide S.O. No. 2983(E) dated the 5th
September, 2017 were made available to the concerned land owner by 25 January 2019 and Gazette
notification vide S.O. No. 4183(E) dated the 18th November,2019 were made available to the concerned
land owner by 19th November, 2019.
And whereas Shri Arun Kumar Jha, Competent Authority Patna (Bihar) has under sub-section (1)
of section 6 of the said Act submitted report to the Central Government;10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
And whereas the Central Government, after considering the said report and on being satisfied that
the said land is required for laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said
Act, the Central Government hereby declares that the right of user in the land specified in the Schedule
appended to this notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act,
the Central Government hereby directs that the right of user in the said land for laying the pipeline shall,
instead of vesting in the Central Government, vest on the date of publication of the declaration, in Indian
Oil Corporation Limited, free from all encumbrances.
Indian Oil Corporation Limited shall be exclusively liable for any compensation in terms of
Section 10 of the P & MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central
Government on any matter relating to the pipeline.

NOTIFICATION
New Delhi, the 27th December, 2019
S.O. 60(E).—Whereas by the notification of the Government of India in the Ministry of
Petroleum and Natural Gas S.O. No. 2647(E), dated 9th August, 2017, issued under sub-section (1) of
section 3 of the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of
1962), (hereinafter referred to as the said Act), published in the Gazette of India dated 14th August, 2017
the Central Government declared its intention to acquire the right of user in the land specified in the
Schedule appended to that notification for the laying of ‘Augmentation of Paradip-Haldia-Durgapur LPG
Pipeline and its extension up to Patna and Muzaffarpur’ Pipeline Project’ for the transportation of
Petroleum Products in Block-Bachhawara, District-Begusarai in the state of Bihar by Indian Oil
Corporation Limited;
And whereas copies of the said Gazette notification were made available to the concerned land
owner by 9 December 2018.
And whereas Bhubneshwar Mishra, Additional Secretary (Retd.), Govt. of Bihar & Competent
Authority, Indian Oil Corporation Limited, Pipeline Division Barauni Construction Office, BKPL Head
Quarter, Post- Barauni Oil Refinery, District – Begusarai, Bihar – 851114 has under sub-section (1) of
section 6 of the said Act submitted report to the Central Government;
And whereas the Central Government, after considering the said report and on being satisfied that
the said land is required for laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said
Act, the Central Government hereby declares that the right of user in the land specified in the Schedule
appended to this notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act,
the Central Government hereby directs that the right of user in the said land for laying the pipeline shall,
instead of vesting in the Central Government, vest on the date of publication of the declaration, in Indian
