अतः अब, केंद्रीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए यह
घोषणा करती ह ै दक इस अजधसूचना स े संलग्न अनुसूची म ें जवजनर्िष्टज भूजम म ें पाइपलाइन जबछान े के जलए उपयोग के
अजधकार का अिजन दकया िाए।
और केंद्रीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (4)द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, यह जनिेि
िेती ह ैदक उक्त भूजम म ें उपयोग का अजधकार इस घोषणा के प्रकािन की तारीख स े केंद्रीय सरकार म ें जनजहत होन े के बिाए,
सभी जवल्लंगमो स े मुक्त होकर इंजडयन ऑयल कॉपोरेिन जलजमटेड म ेंजनजहत होगी।
पेरोजलयम और खजनि पाइपलाइन अजधजनयम, 1962 की धारा 10 के अधीन दकसी भी क्षजतपूर्तज के जलए इंजडयन
ऑयल कॉपोरेिन जलजमटेड पणू तज या उत्तरिायी होगी और पाइपलाइन स े सम्बंजधत दकसी भी मामले पर केंद्रीय सरकार के

NOTIFICATION
New Delhi, the 7th October, 2020
S.O. 3520(E).— Whereas by the notification of the Government of India in the Ministry of Petroleum and
Natural Gas S.O. No. 1132 (E) dated the 12th March,2020, issued under sub-section (1) of section 3 of the
Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962),(hereinafter
referred to as the said Act), published in the Gazette of India dated the 19th March, 2020, the Central Government
declared its intention to acquire the right of user in the land specified in the Schedule appended to that notification
for the Purpose of laying pipeline for the transportation of Petroleum Product from Paradip - Somnathpur (Odisha) -
Haldia (West Bengal) by Indian Oil Corporation Limited.
And whereas copies of the said Gazette notification were made available to the public up to 30.07.2020.
And whereas the competent authority has under sub-section (1) of section 6 of the said Act submitted report
to the Central Government.
And whereas the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein.
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act, the
Central Government hereby declares that the right of user in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline.
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central
Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in
the Central Government, vest on the date of publication of the declaration, in Indian Oil Corporation Limited, free
from all encumbrances
Indian Oil Corporation Limited shall be exclusively liable for any compensation in terms of Section 10 of
the P & MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government on any
matter relating to the pipeline.

S.O. 3521(E).— Whereas Whereas by the notification of the Government of India in the Ministry of
Petroleum and Natural Gas S.O. No.1130 dated the 24th June, 2019 & S.O. No. 1133(E) dated the 12th March 2020
issued under sub-section (1) of section 3 of the Petroleum and Minerals Pipelines (Acquisition of Right of User in
Land) Act, 1962 (50 of 1962),(hereinafter referred to as the said Act), published in the Gazette of India dated the 6th
July, 2019 & 19th march 2020 the Central Government declared its intention to acquire the right of user in the land
specified in the Schedule appended to that notification for the purpose of laying pipeline for the transportation of
petroleum product from Paradip (Odisha) to Haldia (West Bengal) via Somnathpur (Odisha) by Indian Oil
Corporation Limited.
And whereas copies of the said Gazette notification vide S.O. No.1130 dated the 24th June, 2019 were made
available to the public up to 23.09.2019 and Gazette notification vide S.O. No. 1133(E) dated the 12th March 2020
were made available to the public up to 30.07.2020.14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
And whereas the competent authority has under sub-section (1) of section 6 of the said Act submitted report
to the Central Government.
And whereas the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein.
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act, the
Central Government hereby declares that the right of user in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline.
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central
Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in the
Central Government, vest on the date of publication of the declaration, in Indian Oil Corporation Limited, free from
all encumbrances
Indian Oil Corporation Limited shall be exclusively liable for any compensation in terms of Section 10 of the
P & MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government on any matter
relating to the pipeline.
