(1) के अधीन िारी की गई भारत सरकार के पेरोजलयम और प्राकृजतक गैस मंत्रालय की अजधसूचना संख्या का.आ.
4646(अ) तारीख 23/12/2019 ,िो भारत के रािपत्र तारीख 27/12/2019, में प्रकाजित की गई थी, उस अजधसूचना स े
संलग्न अनुसूची में जवजनर्िष्टज भूजम में पजश्चम बंगाल राज्य में पारािीप हजल्िया िगु ाजपरु एल.पी.िी. पाइपलाइन का संवधजन
तथा पटना और मुिफ्फरपुर तक इसका जवस्ट्तार पररयोिनाके जलए इंजडयन आयल कॉपोरेिन जलजमटेड द्वारा पाइपलाइन
जबछाने के प्रयोिन के जलए उपयोग के अजधकार के अिजन के अपने आिय की घोषणा की थी |और उक्त रािपत्र अजधसूचना
की प्रजतयां िनता को तारीख 11/06/2020 स े 31/07/2020 तक उपलब्ध करा िी गई थी,और सक्षम प्राजधकारी न े उक्त
अजधजनयम की धारा 6 की उपधारा (1) के अधीन केंद्रीय सरकार को ररपोटज ि े िी ह,ै
और केंद्रीय सरकार ने, उक्त ररपोटज पर जवचार करने के पश्चात् और यह समाधान हो िाने पर दक उक्त भूजम
पाइपलाइन जबछाने के जलए अपेजक्षत ह,ै उसमे उपयोग के अजधकार का अिनज करने का जवजनश्चय दकया ह।ै
अतः अब, केंद्रीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए
यह घोषणा करती ह ै दक इस अजधसूचना से संलग्न अनुसूची में जवजनर्िष्टज भूजम में पाइपलाइन जबछाने के जलए उपयोग के
अजधकार का अिजन दकया िाए।

NOTIFICATION
New Delhi, 10th November, 2020
S. O. 4055(E).— Whereas by the notification of the Government of India in the Ministry of Petroleum and
Natural Gas S.O. No.4646 (E) dated the 23rd December, 2019, issued under sub-section (1) of section 3 of the
Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962),(hereinafter referred
to as the said Act), published in the Gazette of India dated the 27th December, 2019, the Central Government declared
its intention to acquire the right of user in the land specified in the Schedule appended to that notification for the
Purpose of laying pipeline for “Augmentation of Paradip – Haldia - Durgapur LPG Pipeline Project & its
extension upto Patna & Muzaffarpur” by Indian Oil Corporation Limited.
And whereas copies of the said Gazette notification were made available to the public up to form
11.06.2020 to 31.07.2020.
And whereas the competent authority has under sub-section (1) of section 6 of the said Act submitted report
to the Central Government.
And whereas the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein.
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act, the
Central Government hereby declares that the right of user in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline And further, in exercise of the powers conferred by sub-section
(4) of section 6 of the said Act, the Central Government hereby directs that the right of user in the said land for laying
the pipeline shall, instead of vesting in the Central Government, vest on the date of publication of the declaration, in
Indian Oil Corporation Limited, free from all encumbrances.
Indian Oil Corporation Limited shall be exclusively liable for any compensation in terms of Section 10 of the
P & MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government on any matter

New Delhi, the 10th November, 2020
S.O. 4056(E).—Whereas, it appears to the Central Government that it is necessary in the public interest that
for the Augmentation of Paradip-Haldia Durgapur LPG Pipeline & its extension up to Patna & Muzaffarpur Project, a
pipeline should be laid by Indian Oil Corporation Limited. And whereas, it appears to the Central Government that
for the purpose of laying the said pipeline, it is necessary to acquire the right of user in the land described in the
schedule annexed to this notification;
Now, therefore, in exercise of the powers conferred by Sub section (1) of section 3 of the Petroleum and
Minerals Pipelines (Acquisition of Right of User in land ) Act, 1962 (50 of 1962), the Central Government hereby
declares its intention to acquire the right of user therein;
Any person interested in the land described in the said schedule may, within twenty–one days from the date
on which the copies of this notification, as published in the Gazette of India, are made available to the General Public,
object in writing to the acquisition of the right of user therein or laying of the pipeline under the land to Asoke Kumar
Bandyopadhyay, Competent Authority, Indian Oil Corporation Limited, Pipelines Division, KIT Complex, Flat No.
