का.आ. 3535(अ).—केन्द्रीय सरकार ने पेरोजलयम और खजनि पाईपलाईन (भूजम म ें उपयोग के अजधकार का
अिजन) अजधजनयम, 1962 (1962 का 50) (जिसे इसम ें इसके पश्चात उक्त अजधजनयम कहा गया ह)ैं की धारा 3 की
उपधारा (1) के अधीन िारी की गई भारत सरकार के पेरोजलयम और प्राकृजतक गैस मंत्रालय की अजधसूचना संख्या का.आ.
574(अ) तारीख 12 अप्रलै 2019, िो भारत के रािपत्र तारीख 20 अप्रलै 2019, म ें प्रकाजित की गई थी द्वारा उस
अजधसूचना स े संलग्न अनुसूची म ें जिजनर्िष्टज भूजम म ें तजमलनाडु राज्य म ें ”इरुगरु - िेिनगुंथी पाइपलाइन पररयोिना” के
अन्द्तगजत पेरोजलयम पररिहन के जलए भारत पेरोजलयम कॉपोरिन जलजमटेड (बीपीसीएल) द्वारा पाईपलाईन जबछाने के
प्रयोिन के जलए उपयोग के अजधकार के अिजन के अपन े आषय की घोषणा की थी ;
और उक्त रािपत्र अजधसूचना संख्या का.आ. 574(अ) तारीख 12 अप्रलै 2019, की सूचनां संबजघत भ-ु स्ट्िाजमयो को
तारीख 10 िून 2019 तक उपलब्ध करा िी गई थी ;
और सक्षम प्राजधकारी ने उक्त अजधजनयम की धारा 6 की उपधारा (1) के अधीन केन्द्रीय सरकार को ररपोट जिे िी ह ै;
और केन्द्रीय सरकार न,े उक्त ररपोट ज पर जिचार करने के पश्चात ् और यह समाधान हो िाने पर दक उक्त भूजम
पाईपलाईन जबछाने के जलए अपेजक्षत ह,ै उसम ें उपयोग के अजधकार का अिनज करने का जिजनश्चय दकया ह ै;

अतः अब, केन्द्रीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (1) द्वारा प्रद्त्त िजक्तयों का प्रयोग करते हुए यह
घोषणा करती ह ै दक इस अजधसूचना स े संलग्न अनुसूची म ें जिजनर्िष्टज भूजम म ें पाईपलाईन जबछान े के जलए उपयोग के
अजधकार का अिजन दकया िाए ;
और केन्द्रीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (4) द्वारा प्रित िजक्तयों का प्रयोग करते हुए, यह
जनिेि िेती ह ैदक उक्त भूजम म ेंउपयोग का अजधकार इस घोषणा के प्रकािन की तारीख स े केन्द्रीय सरकार म ें जनजहत होने के
बिाए, सभी जिल्लंगमों स े मक्तु होकर भारत पेरोजलयम कॉपोरिन जलजमटेड म ें जनजहत होगी।
पेरोजलयम ओर खजनि पाईपलाईन अजधजनयम, 1962 की धारा 10 के अधीन दकसी भी क्षजतपूर्त ज के जलए भारत
पेरोजलयम कॉपोरिन जलजमटेड पणू जतया उतरिायी होगी और पाईपलाईन स े सम्बजन्द्धत दकसी भी मामले पर केन्द्रीय
सरकार के जिरुद्ध कोई िाि िािा या कानूनी कायजिाही नहीं हो सकेगी।

NOTIFICATION
New Delhi, the 7th October, 2020
S.O. 3535(E).—Whereas by the notification of the Government of India in the Ministry of Petroleum and
Natural Gas No. S.O. 574 dated the 12th April, 2019, issued under sub-section (1) of section 3 of the Petroleum and
Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (here in after referred to as the
said Act), published in the Gazette of India dated the 20th Apri, 2019, the Central Government declared its intention
to acquire the right of user in the land specified in the Schedule appended to that notification for the purpose of
laying a Pipeline “Irugur – Devangonthi” for the transportation of Petroleum Products in the state of Tamilnadu by
Bharat Petroleum Corporation Limited;
And whereas copies of the said Gazette notification vide S.O. 574 dated the 12th April, 2019, were made
available to the concerned land owner by 10th June, 2019;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 21
And whereas the competent authority has under sub-section (1) of section 6 of the said Act submitted report
to the Central Government;
And whereas the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act, the Central
Government hereby declares that the right of user in the land specified in the Schedule appended to this notification
is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central
Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in
the Central Government, vest on the date of publication of the declaration, in Bharat Petroleum Corporation
Limited, free from all encumbrances.
Bharat Petroleum Corporation Limited shall be exclusively liable for any compensation in terms of Section 10
of the P & MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government on any
matter relating to the pipeline.

पेरोजलयम पिाथों के पररिहन के जलए ''इरुगुर - िेिनगुंथी पाइपलाइन पररयोिना” के दियान्द्ियन हते ु भारत पेरोजलयम
कॉपोरेिन जलजमटेड (बीपीसीएल) द्वारा पाइपलाइन जबछाई िानी चाजहए।
और केन्द्रीय सरकार को ऐसी पाइपलाइन जबछाने के प्रयोिन के जलए आियक प्रतीत होता ह ै दक ऐसी भूजम में िो
इससे उपाबद्ध अनुसूची म ें िर्णतज ह,ै और जिसमें उक्त पाइपलाइन जबछाई िान े का प्रस्ट्ताि ह,ै उपयोग के अजधकार का अिनज

1962 (1962 का 50) की धारा 3 की उपधारा (1) द्वारा प्रित िजक्तयों का प्रयोग करत े हुए उस भूजम म ें उपयोग के अजधकार
का अिजन करन े के अपन े आिय की घोषणा करती ह;ै
कोई व्यजक्त, िो उक्त अनुसूची में िर्णजत भूजम में जहतबद्ध ह,ै उस तारीख से जिसको इस अजधसूचना म ें युक्त भारत के
रािपत्र की प्रजतयां साधारण िनता को उपलब्ध करा िी िाती हैं, इक्कीस दिन के भीतर, भूजम के नीचे पाइपलाइन जबछाए

New Delhi, the 7th October, 2020
S.O. 3536(E).—Whereas, it appears to the Central Government, that it is necessary in the public interest that
for the transportation of Petroleum Products, a Pipeline “Irugur – Devangonthi” should be laid in the State of Tamil
Nadu by Bharat Petroleum Corporation Limited.
And, whereas, it appears to the Central Government that for the purpose of laying the said pipeline, it is
necessary to acquire the right of user in the land under which the said pipeline is proposed to be laid, and which is
described in the Schedule annexed to this notification;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 of the Petroleum and
Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), the Central Government hereby
declares its intention to acquire the right of user therein;
Any person who is interested in the land described in the said Schedule may submit objection in writing to
Mr. Bashyam T, Competent Authority, Bharat Petroleum Corporation Limited, HIG 55, Avvai Nagar, Old Quarters
Housing Bord, Collectorate Post, Dharmpuri-636705. within twenty one days from the date on which the copies of
this notification issued under sub-section (1) of Section 3 of the said Act, as published in the Gazette of India, are
made available to the general public.

का.आ. 3538(अ).—केन्द्रीय सरकार को ऐसा प्रतीत होता ह ैदक लोकजहत म ेंयह आियक ह ैदक तजमलनाडु राज्य
में पेरोजलयम पिाथो के पररिहन के जलए ”इरुगरु - िेिनगथुं ी पाइपलाइन पररयोिना” के दियान्द्ियन हते ु भारत पेरोजलयम
कॉपोरेिन जलजमटेड (बीपीसीएल) द्वारा पाइपलाइन जबछाई िानी चाजहए।
और केन्द्रीय सरकार को ऐसी पाइपलाइन जबछाने के प्रयोिन के जलए आियक प्रतीत होता ह ै दक ऐसी भूजम में िो
इससे उपाबद्ध अनुसूची म ें िर्णतज ह,ै और जिसमें उक्त पाइपलाइन जबछाई िान े का प्रस्ट्ताि ह,ै उपयोग के अजधकार का अिनज
दकया िाए;
अतः अब, केन्द्रीय सरकार, पेरोजलयम और खजनि पाइपलाइन (भूजम म ें उपयोग के अजधकार का अिजन) अजधजनयम,
1962 (1962 का 50) की धारा 3 की उपधारा (1) द्वारा प्रित िजक्तयों का प्रयोग करत े हुए उस भूजम म ें उपयोग के अजधकार
का अिजन करन े के अपन े आिय की घोषणा करती ह;ै
कोई व्यजक्त, िो उक्त अनुसूची में िर्णजत भूजम में जहतबद्ध ह,ै उस तारीख से जिसको इस अजधसूचना म ें युक्त भारत के
रािपत्र की प्रजतयां साधारण िनता को उपलब्ध करा िी िाती हैं, इक्कीस दिन के भीतर, भूजम के नीचे पाइपलाईन जबछाए
िाने के जलए उसमें उपयोग के अजधकार के संबन्द्घ में श्री बाजियम टी., सक्षम प्राजधकारी, भारत पेरोजलयम कॉपोरेिन
जलजमटेड, एचआईिी 55, अव्िाइ नगर, पुराना क्वाटर हाउसींग बोडॅ, कलेक्टरेट पोस्ट्ट, धमजपुरी-636705 को जलजखत रूप
मआें क्षेप भेि सकेगा।

NOTIFICATION
New Delhi, the 7th October, 2020
S.O. 3538(E).— Whereas, it appears to the Central Government, that it is necessary in the public interest that
for the transportation of Petroleum Products, a Pipeline “Irugur – Devangonthi” should be laid in the State of Tamil
Nadu by Bharat Petroleum Corporation Limited.
And, whereas, it appears to the Central Government that for the purpose of laying the said pipeline, it is
necessary to acquire the right of user in the land under which the said pipeline is proposed to be laid, and which is
described in the Schedule annexed to this notification;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 of the Petroleum and
Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), the Central Government hereby
declares its intention to acquire the right of user therein;
Any person who is interested in the land described in the said Schedule may submit objection in writing to Mr.
Bashyam T, Competent Authority, Bharat Petroleum Corporation Limited, HIG 55, Avvai Nagar, Old Quarters
Housing Bord, Collectorate Post, Dharmpuri-636705. within twenty one days from the date on which the copies of
this notification issued under sub-section (1) of Section 3 of the said Act, as published in the Gazette of India, are
