NOTIFICATION
New Delhi, the 18th June, 2021
S. O. 2669 (E).—Whereas by the notification of the Government of the India in the Ministry of Petroleum
and Natural Gas S. O. No. 3953(E) Dated 25 October, 2019 published in the Gazette of the India Gazette No-3561
dated 31st October, 2019 issued under sub-section (1) of section 3 of the Petroleum and Minerals Pipelines
(Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (hereinafter referred to as the said Act) the Central
Government declared its intention to acquire the right of user in the land specified in the Schedule appended to that
notification for the purpose of laying pipeline by Indian oil corporation limited in Anchals – Suryagarha, Pipariya,
Lakhisarai and Barahiya of Lakhisarai district under “Augmentation of Paradip–Haldia-Durgapur LPG Pipeline
and its Extension up to Patna & Muzaffarpur” for the transportation of LPG products.
And whereas copies of the said Gazette notification were made available to the public up to 28 December
2020
And whereas the Competent Authority, Barauni, Bihar (Shri Bhubneshwar Mishra) has under sub-section (1)
of section 6 of the said Act submitted report to the Central Government;
And whereas the central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 6 of the said Act, the
Central Government hereby declares that the right of user in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central
Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in the4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
Central Government, vest from the date of publication of the declaration, in Indian Oil Corporation Limited, free from
all encumbrances.
Indian Oil Corporation Limited shall be exclusively liable for any compensation in terms of Section 10 of the
P&MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government on any matter
relating to the pipeline.

पाइपलाइन जबछाई िानी चाजहए;
और केन्द्रीय सरकार को ऐसी पाइपलाइन जबछाने के प्रयोिन के जलए यह आिश्यक प्रतीत होता है दक उस भूजम में जिसके
भीतर उक्त पाइपलाइन जबछाई िाने का प्रस्ट्ताि ह ै और िो इस अजधसूचना से संलग्न अनुसूची मे िर्णजत ह,ै उपयोग के अजधकार का
अिजन दकया िाए ;
अतः अब, केन्द्रीय सरकार, पेरोजलयम और खजनि पाइपलाइंस (भूजम मे उपयोग के अजधकार का अिजन) अजधजनयम, 1962
(1962 का 50) की धारा 3 दक उप धारा (1) द्वारा प्रित िजक्तयों का प्रयोग करते हुए, उस भूजम मे उपयोग के अजधकार का अिजन करने
के अपने आिय की घोषणा करती ह ै;

S. O. 2670 (E).—Whereas, it appears to the Central Government that it is necessary in the public interest that
a pipeline should be laid by the Indian Oil Corporation Limited in Anchal-Barauni and Matihani, District.-Begusarai
in the State of Bihar for Proposed “Augmentation of Paradip-Haldia-Durgapur LPG pipeline and its extension upto
Patna and Muzaffarpur’’ for the transportation of Petroleum Product;
And whereas, it appears to the Central Government that for the purpose of laying such pipeline, it is
necessary to acquire the right of user in land under which the said pipeline is proposed to be laid and which is
described in the Schedule annexed hereto;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 of the Petroleum and
Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), the Central Government hereby
declares its intention to acquire the right of user therein;
Any person interested in the land described in the said schedule may, within twenty-one days from the date
on which copies of the Gazette of India containing this notification are made available to the general public, object in
writing to the acquisition of the right of user therein for laying of the pipeline under the land to Shri Bhubneshwar
Mishra, Additional Secretary (Retd.), Govt. of Bihar & Competent Authority, Indian Oil Corporation Limited,
