Executive Summary: This notification announces the Environment Protection Third Amendment Rules, 2019, further amending the Environment Protection Rules, 1986. These rules, which come into force on the date of their publication in the Official Gazette, introduce specific standards for the Coffee Instant Dry Processing Industry and Wet Parchment Coffee Processing, including limiting values for concentration in mg/l except for pH. Key Points / Main Content: * **Amendment of Environment Protection Rules, 1986:** * Replaces serial number 35 in Schedule I of the Environment Protection Rules, 1986. * **Standards for Coffee Processing Industry:** * Specifies standards for the Coffee Instant Dry Processing Industry and Wet Parchment Coffee Processing. * Sets limiting values for concentration in mg/l except for pH. * pH: 6.5 - 8.5 for both Coffee Instant Dry Processing Industry and Wet Parchment Coffee Processing * BOD: 270c 3days for discharge on land for irrigation for both Coffee Instant Dry Processing Industry and Wet Parchment Coffee Processing * Wet Parchment Coffee Processing: BOD 270c 3days * For storage in lined lagoons, 1000 * For discharge on land for irrigation, 100 * **Effluent Discharge and Storage Requirements:** * Raw, treated, or diluted effluent shall not be discharged into surface water bodies or used for recharging ground water. * Requires a non-permeable lining system constructed with specific materials to achieve a permeability of less than 1x10-7 cm/sec. * Minimum thickness of 300 mm or two compacted layers of 150 mm minimum thickness each for the compacted clay liner. * Effluent storage facilities must be above the high flood level and away from any water body/stream. * Free Board: 60 cm * Distance: 100 m * Liner and lagoon specifications to be achieved in one year. Impact Analysis: Coffee Instant Dry Processing Industry and Wet Parchment Coffee Processing Industry: * Impact: Must adhere to the new standards for effluent discharge, including pH and BOD limits, and construction of storage facilities with non-permeable liners. * Action Required: Implement necessary changes to processing and waste management systems to comply with the specified standards and conduct testing to ensure permeability criteria are met; liner and lagoon specifications to be achieved in one year. Central Government and Regulatory Bodies: * Impact: Responsible for enforcing the amended rules and ensuring compliance by the coffee processing industry. * Action Required: Monitor and verify adherence to the new standards through inspections and reporting mechanisms. Environment, Forest and Climate Change Ministry: * Impact: Issuing and overseeing the implementation of the amended rules. * Action Required: Ensure the effective communication and enforcement of the new regulations.
