अनुसार दिल्ली के मास्ट्टर प्लान-2021 में कजतपर् संिोधन करने का प्रस्ट्ताव ह,ै जिसे भारत के रािपत्र, असाधारण म ें
प्रकाजित दकर्ा गर्ा था। प्रस्ट्ताजवत संिोधन के संबंध म ें उक्त अजधजनर्म की धारा 11 की उप-धारा (3) के अन्तगतय उक्त
सूचना की तारीख से पैंतालीस दिन (45) के अिं र आवश्र्क आपजि/सुझाव मांगे गए थे।
2. अतेव, प्रस्ट्ताजवत संिोधन के संबंध म ें प्राप्त आपजिर्ों/सझु ावों पर दिल्ली जवकास प्राजधकरण द्वारा गठित िांच और
सुनवाई बोडय द्वारा जवचार कर जलर्ा गर्ा ह ैऔर दिल्ल ी जवकास प्राजधकरण की बैिक में अनुमोदित भी कर दिर्ा है।
3. अतेव, केंद्र सरकार ने मामल े के सभी पहलओंु पर सावधानीपूवयक जवचार करन े के बाि, दिल्ली के मास्ट्टर प्लान-2021
को संिोजधत करन े का जनणयर् जलर्ा ह।ै
4. अब, इसजलए, उक्त अजधजनर्म की धारा 11-ए की उप-धारा (2) के तहत प्रिि िजक्तर्ों का प्रर्ोग करत े हुए, केंद्र
सरकार एति ् द्वारा दिल्ली के उक्त मास्ट्टर प्लान-2021 म ें जनम्नजलजखत संिोधन करती ह।ै भारत के रािपत्र म ें इस

क. एआरएचसी म ें सभी जनवाजसर्ों को आवासीर्
पठरसर के माजलक द्वारा उन्ह ें प्रिान दकए गए लाइसेंस
अजधकारों के आधार पर आवास जमलगे ा।
ख. ऐसे लाइसेंस की अवजध कम से कम तीन महीने और
अजधक से अजधक तीन वर्य होगी, तथा
ग. लाइसेंस जवलेख 3 वर्य की अजधकतम अवजध से अजधक
के जलए नवीकृत नहीं की िानी चाजहए।
इसके अजतठरक्त, एआरएचसी में, र्ह आवासीर् पठरसर के
माजलक का िाजर्त्व होगा दक -
क. वह दकसी भी जनवासी को लाइसेंस प्रिान करन े के जलए
कोई प्रीजमर्म नहीं लेगा।
ख. दकसी भी जनवासी को लाइसेंस के पुन: जनष्पादित
करके लाइसेंस की अजधकतम अवजध से आगे घर/पठरसर में

रखरखाव के जलए उन्ह ेंग्राही (जनिी संस्ट्थाओं) को सौंपा िा सकता ह।ै
ii. एआरएचसी पीपीपी आधार पर हो सकते ह।ैं
iii. इस मॉडल के माध्र्म से जनर्मयत एआरएचसी म ें सभी संर्क्तु सुजवधाओं सजहत आवास इकाई
(एक/िो िर्नकि के जलए क्रमिः 30/60 वगयमीटर फिी िेत्र तक) और 4/6 जबस्ट्तरों (प्रजत जबस्ट्तर 10 वगय
मीटर फिी िेत्र तक) का जमश्र होगा ।
iv. पठरसर म ेंदकसी भी आवासीर् इकाई का फिी िेत्र 60 वगयमीटर से अजधक नहीं होना चाजहए ।
v. एआरएचसी की एक एकल पठरर्ोिना म ें कम स े कम 40 आवासीर् ईकाइर्ों (िो िर्नकि / एकल
िर्नकि) र्ा समतल्ु र् डॉरमेरी बेड ( एकल िर्नकि वाली आवासीर् इकाई िो दक 30 वगयमीटर फिी
िेत्र तक की हो उस े तीन डॉरमेटरी बेड के बराबर माना िाएगा) होंग े । हालांदक, िो िर्नकि के रूप में
अजधकतम 1/3 आवास इकाइर्ां (33%) होंगी।
vi. जनिी/सावयिजनक संस्ट्थाओं के जलए एकल िर्नकि/ िो िर्नकि और डॉरमेरी (4/6 इकाई) के
दकसी भी जमजश्रत संख् र्ा के जलए पूण य छूट होगी। तथाजप, र्ह सुजनजित करने के जलए दक ऐसे पठरसरों का
उपर्ोग िहरी प्रवासी/ईडब्ल्र्एू स/एलआईिी श्रेणी के गरीबों के जलए दकर्ा िाए और दकसी अन्र् उद्देश्र् के
जलए िरुु पर्ोग नहीं दकर्ा िाए, लाइसेंस की अजधकतम अवजध की सीमा का प्रावधान दकर्ा गर्ा ह।ै
vii. एआरएचसी की संकल्पना को प्रोत्साजहत करने के जलए, अजधकतम संपूणय एफएआर कुल अनुमत्र्
एफएआर से 50% अजधक जनःिुल्क दिर्ा िाएगा।भारत सरकार की नीजत के अनुसार प्रोत्साहन के रूप म ें
दिए गए एफएआर का उपर्ोग केवल एआरएचसी के जनमायण के जलए दकर्ा िाएगा।
viii. पठरसर में एफएआर का अजधकतम 10% तक के वाजणजयर्क घटक की अनुमजत िी िा सकती ह ै
जिसे संस्ट्था द्वारा दकराए पर दिर्ा र्ा बेचा िा सकता ह।ै
ix. एआरएचसी के संबंध में कार्य प्रणाली आवासन और िहरी कार् य मंत्रालर्, भारत सरकार द्वारा
िारी अफोडेबल रेंटल हाउससंग कॉम्पप्लेक्स के जलए िारी पठरचालन दििाजनिेिों के अनुसार और दि.जव.प्रा.
के अनुमोिन के अनुसार होगी।
x. िहां दििाजनिेिों म ें प्रावधान स्ट्पष्ट नहीं ह,ैं दि.जव.प्रा./प्राजधकरण के अनुमोिन के अधीन, अलग स े

New Delhi, the 1st August, 2022
S.O. 3610(E).—Whereas, certain modifications which the Central Government proposed to make
in the Master Plan for Delhi-2021 which were published in the Gazette of India, Extraordinary, as Public
Notice S.O. 1581(E) dated 13.04.2021 by the Delhi Development Authority in accordance with the
provisions of Section 44 of the Delhi Development Act, 1957 (61 of 1957) inviting objections / suggestions
as required by sub-section (3) of Section 11-A of the said Act, within forty five (45) days from the date of
the said notice.
2. Whereas, objections / suggestions received with regard to the proposed modification have been
considered by the Board of Enquiry and Hearing, set up by the Delhi Development Authority and also
approved at the meeting of the Delhi Development Authority.
3. Whereas, the Central Government has, after carefully considering all aspect of the matter, decided to
modify the Master Plan for Delhi-2021.
4. Now, therefore, in exercise of the powers conferred by sub-section (2) of Section 11-A of the said
Act, the Central Government hereby makes the following modifications in the said Master Plan for Delhi–
2021 with effect from the date of publication of this Notification in the Gazette of India.

The Modalities with respect to ARHC shall be as per the Operational Guidelines for the
Affordable Rental Housing Complexes as issued by Ministry of Housing and Urban Affairs,
Govt. of India. Further, these shall also adhere to the approvals as granted by DDA.

license by re-executing a license.

iii. ARHCs constructed through this model will consist of a mix of Dwelling Unit (upto
30/60 sqm carpet area each for single/double bedroom respectively) and Dormitory of
4/6 beds (up to 10 sqm carpet area per bed) including all common facilities.
iv. The Carpet Area of any Dwelling Unit in the complex shall not exceed 60 sqm.
v. A single project of ARHC shall have at least 40 DU (double bedroom/ single bedroom)
or equivalent dormitory beds (1 single bedroom unit of upto 30 sqm carpet area is
considered equivalent to 3 Dormitory beds). However, a ceiling of maximum 1/3
Dwelling Units (33%) in Double Bedroom form shall be there.
vi. There will be complete flexibility to Private/Public Entities to have any mix of
single/double bedroom and dormitories (4/6 units). However, to ensure that such
complexes are used for urban migrant/poor of EWS/LIG category and not misused for
any other purposes, a ceiling of maximum tenure of License has been provisioned.
vii. To incentivize the concept of ARHCs, a maximum overall FAR of 50% over and above
the permissible FAR shall be given, free of charges. The incentivized FAR shall be used
for construction of ARHC only, as per the Policy of Govt. of India.
viii. Commercial component up to 10% of maximum FAR in the complex may be permitted
which could be rented or sold by the Entity.
ix. The Modalities with respect to ARHC shall be as per the Operational Guidelines for the
Affordable Rental Housing Complexes as issued by Ministry of Housing and Urban
Affairs, Govt. of India and as per approvals of DDA.
x. In case where the provisions in the Guidelines are not explicit, separate Development
Control Norms shall be prescribed, subject to approval of DDA/Authority.
