**Report: Analysis of Amendment to the Master Plan for Delhi 2021 Zonal Development Plan of Zone D and Zone C**
**1. Executive Summary:**
This report analyzes an amendment to the Master Plan for Delhi 2021 Zonal Development Plan of Zone D and Zone C. The amendment, effective from the date of its publication in the Gazette of India, primarily concerns changes to land use designations for specific plots in Zones D and C. The key change involves converting recreational areas (District Parks) into Government Office spaces and a residential area into recreational. This report outlines these modifications, identifies affected stakeholders, and infers the potential impacts of these changes based solely on the provided policy text.
**2. Introduction:**
This report aims to provide a comprehensive overview and analysis of the amendment to the Master Plan for Delhi 2021 Zonal Development Plan of Zone D and Zone C, as detailed in the provided government notification. The analysis is based solely on the information contained within the given text.
**3. Policy Overview:**
* **Amendment to:** Master Plan for Delhi 2021 Zonal Development Plan of Zone D and Zone C
* **Core Objective(s):** Based on the text, the core objective is to modify land use designations within specific areas of Zone D and Zone C to accommodate Government Offices in areas previously designated for recreational use (District Parks) and to re-designate a residential location into a recreational District Park.
**4. Background and Rationale:**
This document amends pre-existing policy. The likely reason for this specific amendment is to facilitate the development or relocation of Government Offices in Zone D and to provide additional recreational space in Zone C. The text strongly suggests a need for more government office space in Zone D, leading to the re-designation of recreational land. Conversely, a residential area in Zone C is now designated as a recreational District Park.
**5. Key Provisions / Changes:**
This is an amendment, so the focus is on *changes* introduced.
* **Specific parts of the original policy changed:** Land use designations within the Master Plan for Delhi 2021 Zonal Development Plan for Zones D and C.
* **New Rules/Provisions:** The specific changes are:
* **Zone D:**
* Plot No. 38 (9.5 acres): Recreational (District Park) changed to Govt. Office. Boundaries defined by Motilal Nehru Marg, K. Kamraj Marg, and Vijay Chowk road.
* Plot No. 36 (9.5 acres): Recreational (District Park) changed to Govt. Office. Boundaries defined by Dalhousie Road, Tu Tu Road, and Vijay Chowk road.
* Plot No. 30 B (12.58 acres): Govt. Office changed to Recreational. Boundaries defined by Dalhousie Road, Tyagraj Marg, DRDO Bhawan, Rajaji Marg and South Avenue Road.
* **Zone C:**
* PocketA Residential (4.0 Acres) changed to Recreational (District Park). Boundaries defined by Government Land, Vacant Government Land, service Road Civil lines Mall Road, Slum and JJ North MCD and Magazine Road
* PocketB (2.54 Acres) changed to Recreational. Boundaries defined by Magazine Road, Slum and JJ North MCD , Petrol Pump and Outer Ring Road, Slum and JJ North MCD.
* **Difference/Effect of Changes:** The amendment alters the intended use of these plots. Previously designated recreational areas in Zone D are now intended for government offices, potentially reducing available recreational space in those areas. Conversely, a residential area in Zone C will be converted to a District Park, increasing recreational availability in that zone.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders directly affected by these changes include:
* **Residents of Zone D:** May experience a reduction in available recreational spaces, depending on other recreational availability in the area.
* **Residents of Zone C:** May benefit from the creation of a new District Park.
* **Government Employees:** Potentially benefit from the new office spaces created in Zone D.
* **Delhi Development Authority (DDA):** Responsible for implementing the modified Master Plan.
* **Businesses:** Local businesses in Zone D and C might be affected by these changes.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies mentioned:** The Delhi Development Authority (DDA) is responsible for implementing the Master Plan. The Central Government has the authority to make modifications.
* **Timelines or procedures specified:** The amendment is effective from the date of publication in the Gazette of India. The DDA followed procedures outlined in Section 44 of the Delhi Development Act, 1957, including public notice and consideration of objections/suggestions.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of these changes is to:
* Provide additional office space for government operations in Zone D.
* Enhance recreational facilities for residents of Zone C.
* The impact of changes in Zone D will lead to the decrease in recreational area size and increase in Govt office area size.
**9. Conclusion:**
The amendment to the Master Plan for Delhi 2021 Zonal Development Plan of Zone D and Zone C signifies a strategic adjustment in land use designations. The conversion of recreational areas to government offices in Zone D and a residential area to a District Park in Zone C reflects a balancing act between infrastructural needs and recreational amenities. The changes will directly impact local residents and government employees, highlighting the importance of effective implementation and stakeholder engagement by the DDA.
