## Report on Amendment to the Master Plan for Delhi 2021 **1. Executive Summary:** This report analyzes a notification issued by the Ministry of Housing and Urban Affairs, Government of India, concerning an amendment to the Master Plan for Delhi 2021 (MPD 2021). The amendment, detailed in notification S.O. 776 E, modifies parking requirements for State Bhawans and State Guest Houses within residential premises. The core purpose of this amendment appears to be a reduction in the parking space required per unit area of built-up space for these specific types of buildings. This report details the specifics of the amendment, its likely rationale, affected stakeholders, and potential impact based solely on the provided text. **2. Introduction:** This report provides an analysis of the amendment to the Master Plan for Delhi 2021, as published in the Gazette of India, Extraordinary, vide notification S.O. 776 E dated February 19, 2021. The analysis focuses on the specific changes introduced by the amendment and their potential implications, based exclusively on the provided policy text. **3. Policy Overview:** This notification amends the existing Master Plan for Delhi 2021. * **Core Objective(s):** The core objective of the *amendment* appears to be modifying (likely streamlining or reducing) parking requirements for specific types of buildings, namely State Bhawans and State Guest Houses, within residential premises in Delhi. **4. Background and Rationale:** The text indicates that the Central Government proposed modifications to the Master Plan for Delhi 2021, published as Public Notice S.O. 3634E dated 16.10.2020. Only one objection/suggestion was received, which was subsequently withdrawn. This suggests the initial proposed change met with limited resistance. The likely reason for *this specific amendment* is a re-evaluation, potentially leading to a perceived reduction in the required parking space for the mentioned buildings, potentially to optimize land use or reduce construction costs. **5. Key Provisions / Changes:** This section focuses specifically on the changes introduced by the amendment: * **Specific Part of Original Policy Changed:** Para 4.4.3, Chapter 4.0 Shelter, pertaining to "CONTROL FOR BUILDING BUILDINGS WITHIN RESIDENTIAL PREMISES I. STATE BHAWAN STATE GUEST HOUSES Other Controls." * **New Rule/Provision:** The amendment alters the parking requirement for State Bhawans and State Guest Houses from "2 ECS per 100 sq.m. of built up area" to "1.0 ECS per 100 sq.m. of built up area." * **Difference/Effect of Change:** This amendment effectively halves the required parking space for every 100 square meters of built-up area in State Bhawans and State Guest Houses within residential premises. This could potentially allow for more efficient use of land, reduced construction costs, or a greater density of buildings. **6. Target Audience and Stakeholders:** Based on the provided text, the directly affected stakeholders include: * Owners and developers of State Bhawans and State Guest Houses within residential premises in Delhi. * The Delhi Development Authority (DDA), responsible for implementing and enforcing the Master Plan. * Potentially residents in the vicinity of these buildings, although the long-term impacts on traffic and parking availability in residential areas are not directly addressed in the text. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Delhi Development Authority (DDA) is the primary body responsible for implementing the changes, as it is responsible for enforcing the Master Plan. The Ministry of Housing and Urban Affairs is responsible for issuing the notification and approving the amendment. * **Timelines/Procedures:** The amendment took effect on the date of publication in the Gazette of India: February 19, 2021. The procedures for implementation by the DDA are not detailed in this text but would likely involve updating building codes and enforcement practices. **8. Expected Outcomes / Impact of Changes:** The likely intended outcome *of these specific changes* is a reduction in the parking requirements for State Bhawans and State Guest Houses. This could lead to: * Reduced construction costs for these types of buildings. * More efficient use of land, potentially allowing for a greater density of such buildings within residential areas. * A potential reduction in the overall parking supply for these facilities, which could, in turn, impact traffic and parking availability in the surrounding residential areas, although the text does not explicitly address these secondary effects. **9. Conclusion:** The amendment to the Master Plan for Delhi 2021, as detailed in notification S.O. 776 E, represents a significant change in parking requirements for State Bhawans and State Guest Houses within residential premises. By reducing the required parking space per unit area, the amendment has the potential to impact construction costs, land use efficiency, and potentially traffic patterns in the vicinity of these buildings. This amendment reflects a potentially more relaxed approach to parking provisions for specific governmental structures in Delhi.
