## Report on Indian Nursing Council Withdrawal Order
**1. Executive Summary:**
This report analyzes the Indian Nursing Council (INC) Withdrawal Order, dated October 14, 2022, concerning the Health Worker Mahila Trg. Centre in Shahjahanpur, Uttar Pradesh. Based on the provided text, the INC has declared the institution as effectively closed, due to inactivity (no admissions since 2010) and the lack of response from both the State Government and the institution itself to previous notices regarding its suitability. The core purpose is to enforce regulations regarding inactive nursing institutions.
**2. Introduction:**
The purpose of this report is to provide a comprehensive overview of the Indian Nursing Council Withdrawal Order pertaining to the Health Worker Mahila Trg. Centre, based solely on the text of the order itself. This analysis aims to inform affected parties about the implications of this decision.
**3. Policy Overview:**
This is a specific directive enacted under the authority of the Indian Nursing Council Act, 1947.
* **Core Objective(s):** Based on the text, the core objective is to enforce the regulations of the Indian Nursing Council (INC) concerning the operational status of nursing institutions. Specifically, the objective is to address institutions that have become inactive, evidenced by a prolonged period of no student admissions, and to ensure compliance with established regulations regarding the closure of such institutions.
**4. Background and Rationale:**
The Health Worker Mahila Trg. Centre has apparently been inactive since 2010, failing to admit students to its ANM (Auxiliary Nurse Midwife) course. Furthermore, the INC issued a notice to the State Government of Uttar Pradesh and the institution itself regarding its suitability and requested recommendations. The lack of any response from either party, combined with the prolonged inactivity, has triggered the INC's regulations concerning the closure of inactive institutions. The underlying issue is the maintenance of standards and efficient resource allocation within nursing education.
**5. Key Provisions / Changes:**
This order is effectively a new policy decision regarding this specific institution, applying existing INC regulations.
* **Main Provisions:** The key provision of this order is the declaration that the Health Worker Mahila Trg. Centre shall be treated as a closed institution with effect from June 25, 2022. This decision is based on the following:
* The institution has not admitted students for the ANM course since 2010.
* INC regulations stipulate that an institution not admitting students for two consecutive years shall be treated as closed.
* The State Government and the institution did not respond to notices from the INC requesting recommendations on the institution's suitability.
* The closure is subject to orders from the State government.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders directly affected by this order include:
* The Health Worker Mahila Trg. Centre, Shahjahanpur.
* The State Government of Uttar Pradesh, specifically the Department of Health and Family Welfare.
* The Uttar Pradesh Nurses & Midwives Council.
* Prospective students who may have considered enrolling in the ANM course at the institution.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Indian Nursing Council (INC) is the primary responsible body, issuing the withdrawal order under the authority of the Indian Nursing Council Act, 1947. The State Government of Uttar Pradesh also has a role, as the closure is subject to its orders.
* **Timelines/Procedures:** The order specifies that the institution is to be treated as closed from June 25, 2022. The process involved issuing a notice in March 22, 2021 requesting recommendations, and then acting on the lack of response. The order does not specify further procedures, but implies that the State Government may have its own procedures regarding the closure of educational institutions.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of this order is the formal closure of an inactive nursing institution, thereby preventing potential misrepresentation to prospective students and ensuring that resources are not allocated to non-functional entities. The impact includes:
* Cessation of the ANM course at the Health Worker Mahila Trg. Centre.
* Potential reallocation of resources previously associated with the institution.
* The State Government of Uttar Pradesh could re-evaluate the need for ANM training in the Shahjahanpur district and potentially support other active institutions.
**9. Conclusion:**
The Indian Nursing Council Withdrawal Order regarding the Health Worker Mahila Trg. Centre reflects the INC's commitment to maintaining standards and regulating nursing education. The order, based on the institution's inactivity and lack of response to INC notices, effectively declares the institution closed, subject to State Government orders. This action ensures that resources are focused on active and compliant institutions, contributing to the quality of nursing education.
