के प्रर्ोिनार्,य आधार प्रमाणीकरण के माध्र्म स े सामान्र् नागररकों और कमयचाररर्ों के जलए ओर्ीपी के माध्र्म से आधार
प्रमाणीकरण हते ु जववरण मांग सकता ह।ै
डीडीए, नागररकों और कमयचाररर्ों की पहचान और प्रमाणीकरण के प्रर्ोिनार् य स्ट्वैजछिक आधार पर ओर्ीपी के
माध्र्म से आधार प्रमाणीकरण की मांग कर सकता ह,ै िो दक आधार अजधजनर्म, 2016 (2016 का संखर्ांक 18) की
धारा 4 की उप-धारा (4) के खडं (ख) के उप-खडं (ii) के सार् परित सुिासन के जलए आधार प्रमाणीकरण (समाि कल्र्ाण,

NOTIFICATION
New Delhi, the 11th December, 2025
G.S.R. 899(E).–––Whereas, in pursuance of sub-clause (ii) of clause (b) of sub section (4) of Section 4 of the
Aadhaar (Targeted Delivery of financial and Other Subsidies, Benefits and Services) Act, 2016 (No. 18 of 2016),
allows performing authentication on a voluntary basis for such purpose, as the Central Government, in consultation
with the Authority, and in the interest of State, may prescribe;
And whereas, under the provision of Aadhaar Authentication for Good Governance (Social Welfare,
Innovation, Knowledge) Rules, 2020, the Government of India may seek permission to use “Aadhaar” on a voluntary
basis;
Now, therefore, the Govt. of India, hereby, notifies that the Delhi Development Authority may seek details
for Aadhaar Authenticaton through OTP for the general citizens and employees through Aadhaar authentication for
the purpose of DDA SSO portal.
DDA may require Aadhaar Authenticaton through OTP on a voluntary basis for the purpose of identification
and authentication of the citizens and employees, subject to the terms and conditions of the permission granted to the
Ministry of Housing and Urban Affairs, Government of India through the competent authority of the Government of
India (Ministry of Electronics and Information Technology) vide OM F. No. 13(5)/2023-EG-II, dated 11.11.2025 in
terms of Rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, knowledge) Rules,
2020 read with sub-clause (ii) of clause (b) of sub section (4) of Section 4 of the Aadhaar Act, 2016 (No. 18 of 2016).
This notification shall come into force from the date of its publication in the Official Gazette.
