Executive Summary:** This report analyzes a notification from the Ministry of Petroleum and Natural Gas, Government of India, declaring the intention to acquire the right of user in specific land parcels for the purpose of laying a petroleum product pipeline by Indian Oil Corporation Limited (IOCL). The pipeline will run from Tundla Terminal to Kanpur Terminal. This report details the objective, affected stakeholders, key provisions, and likely impact of this acquisition. This is a new policy announcement regarding land acquisition for infrastructure development. **2. Introduction:** The purpose of this report is to provide an informative analysis of the Notification S.O. 2624(E), published in the Gazette of India on June 30, 2021, regarding the acquisition of the right of user in land for a petroleum pipeline. The analysis is based solely on the information provided within the notification. **3. Policy Overview:** * **Core Objective(s):** The core objective, as explicitly stated, is to facilitate the transportation of petroleum products from Tundla Terminal to Kanpur Terminal by laying a pipeline. This requires the acquisition of the right of user in the land necessary for pipeline construction. **4. Background and Rationale:** * **New Policy:** The policy addresses the need for improved infrastructure to transport petroleum products efficiently and safely. The establishment of a pipeline between Tundla and Kanpur suggests existing transportation methods are either insufficient or less desirable. **5. Key Provisions / Changes:** * **New Policy:** This notification initiates the process of acquiring the right of user for land parcels required for the pipeline project. * It declares the Central Government's intention to acquire the right of user in the land described in the schedule annexed to the notification. * It provides a timeframe (21 days) for persons interested in the land to object in writing to the acquisition or laying of the pipeline. * It identifies the Competent Authority (Indian Oil Corporation Limited Pipelines Division, Construction Office, Northern Region Pipelines, TundlaGawria Pipeline Project, E160,1st 2nd floor, Kamlanagar, AgraU.P. 282 004) to whom objections should be submitted. * The notification includes a schedule detailing the specific land parcels affected, including the village name (Kabirpur, Sherpur Afzalpur, Bahadurpur), Khasara number, and area (Hectare, Are, Sq. mtr.) for each parcel. The schedule specifies the Tehsil (Sirsaganj), District (Firozabad), and State (Uttar Pradesh). **6. Target Audience and Stakeholders:** The directly affected stakeholders are: * Landowners in the villages of Kabirpur, Sherpur Afzalpur, and Bahadurpur within the Tehsil of Sirsaganj, District Firozabad, Uttar Pradesh, as their land is subject to the right of user acquisition. * Indian Oil Corporation Limited (IOCL), as the entity responsible for laying the pipeline. * The General Public, who will benefit from improved petroleum product transportation. **7. Implementation Aspects (Inferred):** * **Responsible agency/bodies:** Ministry of Petroleum and Natural Gas (issuing the notification), Indian Oil Corporation Limited (IOCL) Pipelines Division (implementing the project and acting as the Competent Authority). * **Timelines/procedures:** Landowners have 21 days from the date the notification is made available to the public to submit objections. The Central Government initiates the acquisition process. **8. Expected Outcomes / Impact of Changes:** * **New Policy:** The intended outcomes include: * Acquisition of the necessary land rights for the pipeline. * Construction of the petroleum product pipeline between Tundla and Kanpur. * Improved and more efficient transportation of petroleum products. * Potential economic benefits associated with improved infrastructure. **9. Conclusion:** The Notification S.O. 2624(E) signifies the commencement of a land acquisition process necessary for the construction of a petroleum product pipeline by IOCL. This project aims to enhance the transportation infrastructure for petroleum products between Tundla and Kanpur. Affected landowners should be aware of their right to object within the stipulated timeframe. This policy is significant as it enables critical infrastructure development for the energy sector, potentially leading to economic and logistical improvements.
