## Policy Analysis Report: Authorization for Rajgarh Transmission Limited Under Electricity Act, 2003 **1. Executive Summary:** This report analyzes a Central Electricity Authority (CEA) order, issued on December 2nd, 2022, authorizing Rajgarh Transmission Limited (RTL) to lay electric lines under Section 164 of the Electricity Act, 2003. The authorization pertains to the transmission scheme for the evacuation of power from Renewable Energy (RE) projects in the Rajgarh 2500 MW Special Economic Zone (SEZ) in Madhya Pradesh. The key finding is the grant of powers equivalent to those of a telegraph authority under the Indian Telegraph Act, 1885, to RTL for the purpose of establishing and maintaining electric lines. This report details the policy's objectives, provisions, affected stakeholders, and expected outcomes based solely on the provided text. **2. Introduction:** This report provides an informative analysis of the Central Electricity Authority (CEA) order dated December 2nd, 2022, concerning the authorization granted to Rajgarh Transmission Limited (RTL) for laying electric lines in Madhya Pradesh. The analysis is strictly based on the content of the provided policy text. **3. Policy Overview:** This is a **New Policy**, granting specific rights to an entity for a specific purpose. * **Core Objective(s):** The core objective, as inferred from the text, is to facilitate the evacuation of power generated from Renewable Energy (RE) projects located within the Rajgarh 2500 MW SEZ in Madhya Pradesh. This is achieved by granting Rajgarh Transmission Limited (RTL) the authority to lay electric lines and maintain them for this specific purpose. **4. Background and Rationale:** This is a **New Policy** (Authorization). The policy addresses the need for infrastructure development to support the integration and transmission of electricity generated from Renewable Energy (RE) sources within the Rajgarh 2500 MW SEZ. Without adequate transmission infrastructure, the power generated from these RE projects cannot be efficiently delivered to the grid, hindering the growth and viability of these renewable energy initiatives. The authorization granted to RTL is likely aimed at overcoming these infrastructure limitations and enabling the efficient transmission of power from the Rajgarh RE projects. **5. Key Provisions / Changes:** Since this is a New Policy (Authorization), the key provisions include: * **Grant of Authority:** The CEA confers upon Rajgarh Transmission Limited (RTL) all the powers that a telegraph authority possesses under the Indian Telegraph Act, 1885, with respect to placing telegraph lines and posts. This authority is specifically for the purpose of laying electric lines related to the transmission scheme for evacuating power from the Rajgarh 2500 MW SEZ. * **Overhead Line Specification:** The specific overhead line covered under this authorization is the "Pachora SEZ PP Bhopal Sterlite 400 kV DC Line". * **Geographic Scope:** The overhead lines will pass through, over, around and between specified villages, towns and cities, across several Tehsil and Districts in Madhya Pradesh (listed in the document). * **Terms and Conditions:** * The approval is valid for 25 years. * RTL must obtain consent from relevant authorities (local bodies, Railways, National Highways, State Highways, etc.) before erecting the proposed lines. * RTL must adhere to the regulations and codes of the Appropriate Commission regarding transmission, Operation & Maintenance (O&M), open access, etc., as framed under the Electricity Act, 2003. * The lines must be operated after approval from the Electrical Inspector/Chief Electrical Inspector of the Central Government. * The approval is subject to compliance with the provisions of the Electricity Act, 2003, and the rules made thereunder. * RTL must submit requisite clearances from concerned authorities (Civil Aviation, Defence, etc.) at the time of Electrical Inspection. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders affected by this policy include: * **Rajgarh Transmission Limited (RTL):** The recipient of the authorization and responsible for implementing the transmission scheme. * **Renewable Energy Project Developers in Rajgarh SEZ:** Beneficiaries of the improved transmission infrastructure, enabling them to evacuate power efficiently. * **Electricity Consumers/Utilities:** Ultimately, these actors will benefit from the increased availability of renewable energy. * **Central Electricity Authority (CEA):** The issuing authority responsible for overseeing compliance and implementation. * **Local Authorities, Railways, National Highways, State Highways:** These entities are involved because their consent is needed. * **Residents of the Villages, Towns, and Cities along the Transmission Route:** Potentially impacted by the construction and operation of the overhead lines. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Central Electricity Authority (CEA) is the primary body responsible for overseeing the implementation of this authorization. Rajgarh Transmission Limited (RTL) is responsible for the actual construction and operation of the transmission lines. Other agencies such as local bodies, Railways, and highway authorities will be involved in the consent process. * **Timelines and Procedures:** The approval is granted for 25 years. RTL is required to seek consent from various authorities before erection, to adhere to relevant regulations, and to obtain approval from the Electrical Inspector. The text specifies a prior approval was granted on 02.12.2021 under section 681 of the Electricity Act, 2003, notices were published in July 2022, and an affidavit submitted in September 2022. However, no concrete implementation timeline is provided beyond these stipulations. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of this authorization include: * **Enhanced Transmission Capacity:** Improved infrastructure for evacuating power from RE projects in the Rajgarh 2500 MW SEZ. * **Increased Renewable Energy Integration:** Facilitation of greater utilization of renewable energy sources in the region's power supply. * **Economic Growth:** Stimulation of economic activity in the Rajgarh SEZ through reliable power availability. * **Compliance and Safety:** Adherence to regulatory requirements and safety standards in the construction and operation of the transmission lines. **9. Conclusion:** The Central Electricity Authority's authorization granted to Rajgarh Transmission Limited (RTL) is a significant step toward developing the transmission infrastructure necessary to support renewable energy generation in the Rajgarh 2500 MW SEZ. By granting RTL powers equivalent to those of a telegraph authority, the policy aims to expedite the laying of electric lines and ensure the efficient evacuation of power from RE projects. This policy demonstrates a commitment to promoting renewable energy and strengthening the power transmission network in Madhya Pradesh.
