Alfanar Energy Private Limited (AEPL), the applicant with its registered office at 4th Floor 419-424 JMD Megapolis, Sector 48, Sohana Road, Gurgaon, Haryana-122002 has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of electric line under the transmission scheme “Connectivity System for 300 MW wind farms in Kotda Madh, Kutch, Gujarat to M/s Alfanar Energy Private Limited” with the following scope of work: 1. Alfanar Energy Private Limited (AEPL) generation pooling station at Kotda Madh – Bhuj PS 220 Kv S/c line (With minimum capacity of 300 MW) * * Route length of the line is approximately 65.3 km, which includes three Sections (Section I, II and III from generating pooling station towards Bhuj PS). Section I (17 km) would be S/c line on S/c towers, Section II (46 km) would be S/c line on D/c towers, Section III (2.3 km) would be S/c line on M/c towers (4 Circuits). And whereas CEA, Ministry of Power, Government of India vide its letter No. CEA-PS-11- 23(20)/1/2018-PSPA-I Division-Part (1) dated 24.09.2018 had granted prior approval under section 68 (1) of the Electricity Act, 2003 to M/s AEPL for the following overhead line covered under the transmission scheme “Connectivity System for 300 MW wind farms in Kotda Madh, Kutch, Gujarat to M/s Alfanar Energy Private Limited”: 1. Alfanar Energy Private Limited (AEPL) generation pooling station at Kotda Madh – Bhuj PS 220 Kv S/c line (With minimum capacity of 300 MW) * * Route length of the line is approximately 65.3 km, which includes three Sections (Section I, II and III from generating pooling station towards Bhuj PS). Section I (17 km) would be S/c line on S/c towers, Section II (46 km) would be S/c line on D/c towers, Section III (2.3 km) would be S/c line on M/c towers (4 Circuits). And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme “Connectivity System for 300 MW wind farms in Kotda Madh, Kutch, Gujarat to M/s Alfanar Energy Private Limited” The overhead line covered under the above scheme will pass through, over, around and between the following villages, towns and cities: VILLAGES TALUKAS DISTRICT Nirona, Bibar, Palanpur, Badi, Khardiya, Wang, Dador, Jhalu, Jhalu Wandh, Layri, Fulai, Jetavira, Aral Nani, Thal, Charakhada, Dhamay Navi, Dhamay Juni, Muru, Jinjay, Ratadiya, Ambara (Amara), Vigodi, NAKHATRANA KUTCH Tejara, Rampar, Nagviri, Nadapa, Ghadani, Haripar, Rawapar, Meghpar, Rajda, Gechada, Walka Nana. M/s Alfanar Energy Private Limited has complied with the MoP’s procedure for obtaining the authorization under section 164 of Electricity Act, 2003 for the above scheme. Now, after careful consideration, Central Electricity Authority, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Alfanar Energy Private Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned transmission line, namely:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (i) The approval is granted for 25 years; (ii) The Applicant shall have to seek the consent of the concerned authorities i.e. local bodies, Railways, National Highways, State Highways etc. before erection of proposed lines; (iii) The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc.., framed under Electricity Act, 2003. (iv) The Applicant has been entrusted with the responsibility for laying of overhead line under the transmission scheme “Connectivity System for 300 MW wind farms in Kotda Madh, Kutch, Gujarat to M/s Alfanar Energy Private Limited”. The details of the works were published in the Gazette of India dated 13th October – 19th October, 2018. (v) The Applicant shall operate the lines after approval of Electrical Inspector / Chief Electrical Inspector of Central Government; (vi) The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. (vii) M/s AEPL shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defence etc.., at the time of Electrical Inspection.
