New Delhi, the 27th April, 2016
S.O. 1543(E).—Whereas M/s. Powergrid Kala Amb Transmission Limited (PKATL) (a 100%
wholly owned subsidiary of Power Grid Corporation of India Limited, a Govt. of India Enterprise), the
applicant with its Registered Office at B-9, Qutab Institutional Area, Katwaria Sarai, New Delhi-110 016 has
applied for approval under Section 164 of the Electricity Act, 2003, hereinafter “the Act”, for construction of
“Transmission System for Northern Region System Strengthening Scheme, NRSS-XXXI (Part-A)” with
following scope of works:
(i) Establishment of 7 x 105 MVA (single - phase), 400/220 kV GIS substation at Kala Amb: A
400/220kV Gas Insulated Substation (GIS) is to be commissioned at Village Mirpur Kotla, Tehsil Nahan,
District Sirmour of Himachal Pradesh.
(ii) LILO of Karcham Wangtoo - Abdullapur 400 kV D/C (Quad Moose): LILO of both circuits of this
line is to be commissioned at 400/220 kV Kala Amb Substation.
(iii) 40% Series Compensation on Karcham Wangtoo - Kala Amb 400 kV D/C Line at Kala Amb Sub
Station: 40% Series Compensation is to be commissioned on 400 kV Karcham Wangtoo - Kala Amb (quad
moose) D/C line at 400/220kV Kala Amb Substation .
And whereas Government of India, Ministry of Power vide letter No. 11/31/2013-PG (REC NRSS-
XXXI-A) dated 16th September, 2013 had granted prior approval under sub-section (1) of Section
68 of the Act for construction of “Transmission System for Northern Region System Strengthening
Scheme, NRSS-XXXI (Part-A)” with following scope of works:
(i) Establishment of 7 x 105 MVA (single - phase), 400/220 kV GIS substation at Kala Amb: A
400/220kV Gas Insulated Substation (GIS) is to be commissioned at Village Mirpur Kotla, Tehsil
Nahan, District Sirmour of Himachal Pradesh.
(ii) LILO of Karcham Wangtoo - Abdullapur 400 kV D/C (Quad Moose): LILO of both circuits
of this line is to be commissioned at 400/220 kV Kala Amb Substation.
(iii) 40% Series Compensation on Karcham Wangtoo - Kala Amb 400 kV D/C Line at Kala Amb
Sub Station: 40% Series Compensation is to be commissioned on 400 kV Karcham Wangtoo - Kala
Amb (quad moose) D/C line at 400/220kV Kala Amb Substation .
And whereas the applicant has now requested to confer upon him all the powers under section 164 of the Act
which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so
established or maintained for the works.
The transmission line covered under the scheme will pass through, over, around and between the following

Now, therefore, after careful consideration, Central Electricity Authority, Government of India
confers, under 164 of the Act, all the powers on the applicant which telegraph authority possesses
under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the
purposes of a telegraph established or maintained by Government or to be established or
maintained subject to following terms and conditions for installing the above mentioned inter-state
transmission lines for inter-state transmission of electricity, namely:-
(i) the approval is granted for 25 years;
(ii) the Applicant shall seek the consent of the concerned authorities i.e. local bodies, Railways,
National Highways, State Highways etc. before erection of the proposed line;
(iii) The Applicant shall follow regulations/codes of the Appropriate Commissions regarding
transmission, Operation and Maintenance, open access, etc framed under the Act.
(iv) the Applicant has been entrusted with the responsibility for construction of works under
“Transmission System for Northern Region System Strengthening Scheme, NRSS-XXXI (Part-
A)”. The details of the works are published in the Gazette of India No. 33 dated 15.08.2015 to
21.08.2015;
(v) the Applicant shall operate the lines after approval of Chief Electrical Inspector of respective
States/Central Government;
(vi) The approval is subject to compliance by Applicant of the requirement of the provisions of the
Act and the rules made there under;
(vii) M/s Powergrid Kala Amb Transmission Limited (a 100% wholly owned subsidiary of Power Grid
Corporation of India Limited. A Govt. of India Enterprise) will need to submit the requisite
clearances to Central Elecricity Authority after obtaining the same from Aviation and Defence
authorities at the time of Electrical Inspection.
