## Report on Amendment to Special Economic Zone Policy in Tamil Nadu
**1. Executive Summary:**
This report analyzes a notification concerning an amendment to the Special Economic Zone (SEZ) policy in Tamil Nadu, specifically regarding an area within the SIPCOT Industrial Area, Sriperumbudur Taluk, Kancheepuram District. The core purpose of this amendment, as evidenced by the provided text, is to denotify 19.570 hectares from the existing SEZ. The key finding is that this denotification results in a resultant area of 114.065 hectares for the SEZ after the specified deletions.
**2. Introduction:**
The purpose of this report is to provide an informative overview and analysis of a recent amendment to the Special Economic Zone (SEZ) policy in Tamil Nadu. This analysis is based solely on the provided government notification text.
**3. Policy Overview:**
* This notification amends the existing SEZ policy established under the Special Economic Zones Act, 2005 (28 of 2005).
* The core objective of the original policy, as inferred from the text, is to establish a sector-specific Special Economic Zone for Electronics, Telecom Hardware, and Support Services, including Trading and Logistics activities, within the SIPCOT Industrial Area.
**4. Background and Rationale:**
This amendment involves the denotification of a portion of the existing SEZ. The likely reason for this specific amendment is based on a proposal from Ms. State Industries Promotion Corporation of Tamil Nadu Limited, approved by the State Government of Tamil Nadu, and recommended by the Development Commissioner, MEPZ Special Economic Zone. This indicates a possible reassessment of land requirements within the SEZ.
**5. Key Provisions / Changes:**
This notification focuses specifically on the *changes* introduced by the amendment text.
* **What specific part of the original policy is being changed:** The amendment alters the originally notified area of the SEZ by denotifying a portion of it. It directly modifies the geographical boundaries and size of the designated SEZ area.
* **What the *new* rule/provision *is*, based *only* on the amendment text:** The new provision is the official denotification of 19.570 hectares from the SEZ located in the State Industries Promotion Corporation of Tamil Nadu, Industrial Area, Sriperumbudur Taluk, Kancheepuram District, in the State of Tamil Nadu
* **Explain the *difference* or the *effect* of this specific change:** The effect of this change is a reduction in the total area designated as part of the SEZ. The notification specifies the survey numbers of the land being denotified (Mambakkam Village, Sriperumbudur Taluk - 233Pt., 234, 235, 236, 237, 240, and 241) and results in a total remaining area of 114.065 hectares.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders directly affected by these changes include:
* Businesses and investors currently operating within, or planning to operate within, the original SEZ area.
* Ms. State Industries Promotion Corporation of Tamil Nadu Limited.
* The State Government of Tamil Nadu.
* The Development Commissioner, MEPZ Special Economic Zone
* Local communities and landowners in the affected area.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies mentioned:** The Ministry of Commerce and Industry, Department of Commerce, is responsible for issuing the notification. Ms. State Industries Promotion Corporation of Tamil Nadu Limited initiated the process. The Development Commissioner, MEPZ Special Economic Zone, provided recommendations. The State Government of Tamil Nadu provided approval.
* **Any timelines or procedures specified *in the text*?:** The notification refers to a letter from the State Government of Tamil Nadu dated 03.02.2020, suggesting that the proposal for denotification was under consideration for some time. The actual denotification is effective as of the date of the notification, January 22, 2021.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of these specific changes introduced by the amendment text is to adjust the land area of the SEZ to better suit current development needs and potentially optimize resource allocation.
* A reduction in the overall size of the SEZ, which may influence investment strategies and development plans for businesses operating within the zone.
* Potential repurposing of the denotified land for other industrial or commercial activities.
**9. Conclusion:**
The amendment to the Tamil Nadu SEZ policy, as detailed in the provided notification, involves the denotification of 19.570 hectares within the SIPCOT Industrial Area, resulting in a reduced SEZ area of 114.065 hectares. This change likely reflects an adjustment to land usage requirements. This adjustment may have implications for businesses, investors, and local communities and stakeholders within the region. The amendment highlights the dynamic nature of SEZ policies, which are subject to adjustments based on evolving industrial and economic needs.
