No. CEA-PS-11-23(21)/7/2019-PSPA-I Division.— िबदक मेससस एस िी पॉिर प्राईिटे जलजमटेड, जिसका पंिीकृत कायासलय फ्लैट नम्बर. 18 एसएफएस, पहली मंजिल, िसंत एनकलेि, राि तुलाराम, नई ददल्ली-110057 ह,ै ने पारेषण योिना “मैससस एसीबी (इंजडया) जलजमटेड (लीड िनरेटर) को मैससस एसिी पािर जलजमटेड के कोरबा, छत्तीसगढ़ म ें जस्ट्ित 1x63 मेगािाट टीपीएस के जलए अजतररक्त कनेजटटजिटी” के तहत जबिली की तारें जबछान े के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगतस प्राजधकृत करन े हते ु आिेदन दकया ह।ै मैससस एसिी पािर प्राइिेट जलजमटेड, अपनी होलल्डंग कंपनी मैससस एसीबी (इंजडया) जलजमटेड (एसीबीआईएल) के साि, नेिनल कंपनी लॉ ररब्यूनल (एनसीएलटी) के स्ट्िीकृत आदेि ददनांक 04.02.2020 के द्वारा समामेजलत हो गया ह।ै तदनुसार, मेसस स एसीबीआईएल जिसका पंिीकृत कायासलय के साि सी -102, न्य ू मुल्तान नगर, रोहतक रोड, नई ददल्ली - 110056 और कॉपोरेट ऑदफस 7 िीं मंजिल पर, कायासलय टॉिर, एंजबयंस मॉल, एनएच -8, गुरुग्राम - 122002 ह,ै अब आिेदक ह।ै और िबदक, के.जि.प्रा., जिद्युत मंत्रालय, भारत सरकार न े अपन े पत्र स.ं CEA-PS-11-23(20)/1/2018- PSPA-I Division-Part(1)/I/8657/2020 ददनांक 07.01.2020 के द्वारा पारेषण योिना “मैससस एसीबी (इंजडया) जलजमटेड (लीड िनरेटर) को मैससस एसिी पािर जलजमटेड के कोरबा, छत्तीसगढ़ में जस्ट्ित 1x63 मेगािाट टीपीएस के जलए 4496 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] अजतररक्त कनेजटटजिटी” के अंतगसत जिरोपरर लाईन के जलए मसे सस एस िी पॉिर प्राईिेट जलजमटेड को जिद्युत अजधजनयम की धारा 68(1) के अंतगसत पूिस अनमु ोदन प्रदान दकया िा। और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत पारेषण योिना “मैससस एसीबी (इंजडया) जलजमटेड (लीड िनरेटर) को मैससस एसिी पािर जलजमटेड के कोरबा, छत्तीसगढ़ में जस्ट्ित 1x63 मेगािाट टीपीएस के जलए अजतररक्त कनेजटटजिटी” के तहत जिद्युत लाइन जबछान े के जलए उसे िे सभी िजक्तयां प्रदान करने का अनुरोध दकया ह,ै िो टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए या स्ट्िाजपत होने िाली टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम, 1885 के अतं गतस टेलीग्राफ प्राजधकरण के पास ह।ै पारेषण योिना के अंतगसत जनम्नजलजखत जिरोपरर लाईन ह:ैं i. एसिी पािर टीपीएस जस्ट्िचयाडस स े 400/132 केिी एसीबीआईएल टीपीएस जस्ट्िचयाड स 132 केिी डी / सी लाइन की स्ट्िापना स्ट्कीम के अंतगसत जिरोपरर लाइन जनम्नजलजखत गांिों, नगरों और िहरों स,े उनके ऊपर से, उनके आस-पास से तिा उनके बीच से गुिरेगी:- जिला तहसील गााँि के नाम कोरबा (छ.ग.) पाली श्रंकी, अंडीकछार, रजतिा, जतिरता कोरबा (छ.ग.) कटघोरा रंिना, फुझर, केजलहामुडा, देिगांि, चाकाबुडा, कसाईपाली मैससस एसीबी (इंजडया) जलजमटेड (ए.सी.बी.आई.एल.) ने उपरोटत योिना के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अतं गतस प्राजधकार प्राप्त करने की जिद्युत मंत्रालय की प्रदक्रया पूणस कर ली ह।ै अब, सािधानीपूिसक जिचार करन े के पश्चात, केंद्रीय जिद्युत प्राजधकरण, जिद्युत मंत्रालय, भारत सरकार, मेससस एसीबी (इंजडया) जलजमटेड को उपरोक्त जिरोपरर लाइन को लगान े के जलए ि े सभी िजक्तयां जनम्नजलजखत जनबंधनों एि ं ितों के साि प्रदान करता है, िो टेलीग्राफ के उद्दे‍य के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए या स्ट्िाजपत होन े िाली टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम, 1885 के अंतगसत टेलीग्राफ प्राजधकरण के पास ह ै- (i) यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै (ii) आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना स े पूिस संबंजधत प्राजधकाररयों अिासत ् स्ट्िानीय जनकायों, रेलि,े राष्ट्रीय रािमाग,स राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी। (iii) आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण, ओ एंड एम, ओपन एटसेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। (iv) आिेदक को “मैससस एसीबी (इंजडया) जलजमटेड (लीड िनरेटर) को मैससस एसिी पािर जलजमटेड के कोरबा, छत्तीसगढ़ म ें जस्ट्ित 1x63 मगे ािाट टीपीएस के जलए अजतररक्त कनेजटटजिटी” पारेषण योिना के तहत जबिली की तारें जबछाने का उत्तरदाजयत्ि सौंपा गया ह।ै जनमासण कायों का ब्यौरा ददनांक 29.06.2019 से 05.07.2019 के भारत सरकार के रािपत्र में प्रकाजित दकया गया ह।ै (v) आिेदक संबंजधत केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइनों का प्रचालन करेगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (vi) यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन ह।ै (vii) मसे सस ए.सी.बी.आई.एल. को जिद्युत जनरीक्षण के समय जिमानन एिं रक्षा प्राजधकरणों इत्यादद, से अपेजक्षत अनुमजत को प्राप्त करने के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय प्रस्ट्तुत करना होगा। पी.सी. कुरील, सजचि [जिज्ञापन-III/4/असा./249/2020-21] MINISTRY OF POWER (CENTRAL ELECTRICITY AUTHORITY) ORDER New Delhi, the 28th August, 2020 F. No. CEA-PS-11-23(21)/7/2019-PSPA-I Division.—whereas M/s SV Power Private Limited, the applicant with its registered office at Flat No. 18, SFS, 1st Floor, Vasant Enclave, Rao Tula Marg, New Delhi – 110057 and Corporate Office at 7th Floor, Office Tower, Ambience Mall, NH-8, Gurugram – 122002, Haryana, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of electric lines under the transmission scheme “Additional Connectivity to M/s ACB (India) Limited (Lead Generator) for 1x63 MW TPS of M/s SV Power Ltd. at Korba, Chhattisgarh”. M/s SV Power Private Limited has amalgamated with its holding company M/s ACB (India) Limited (ACBIL), sanctioned by National Company Law Tribunal (NCLT) vide order dated 04.02.2020. Accordingly, M/s ACBIL with its registered office at C-102, New Multan Nagar, Rohtak Road, New Delhi – 110056 and Corporate Office at 7th Floor, Office Tower, Ambience Mall, NH-8, Gurugram – 122002, Haryana is the applicant. And whereas, CEA, Ministry of Power, Government of India vide its file No. CEA-PS-11- 23(20)/1/2018-PSPA-I Division-Part(1)/I/8657/2020 dated 07.01.2020 had granted prior approval under section 68(1) of the Electricity Act, 2003 to M/s SV Power Private Limited for the overhead lines covered under the transmission scheme “Additional Connectivity to M/s ACB (India) Limited (Lead Generator) for 1x63 MW TPS of M/s SV Power Ltd. at Korba, Chhattisgarh”. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme “Additional Connectivity to M/s ACB (India) Limited (Lead Generator) for 1x63 MW TPS of M/s SV Power Ltd. at Korba, Chhattisgarh”. The overhead lines covered under the transmission scheme are given below: i. SV Power TPS switchyard – 400/132 kV ACBIL TPS switchyard 132 kV D/c line The overhead line covered under the above scheme will pass through, over, around and between the following villages, towns and cities: District Tehsil Name of Villages Korba (Chhattisgarh) Pali Renki, Andikachhar, Ratija, Twarta Korba (Chhattisgarh) Katghora Ranjana, Fujhar, Koithamuda, Devgaon, Chakabuda, Kasaipali M/s ACB (India) Limited (ACBIL) had complied with the MoP’s procedure for obtaining the authorization under section 164 of Electricity Act, 2003 for the above transmission scheme. Now, after4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] careful consideration, Central Electricity Authority, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s ACB (India) Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned lines, namely: (i) The approval is granted for 25 years; (ii) The Applicant shall have to seek the consent of the concerned authorities i.e. local bodies, Railways, National Highways, State Highways etc. before erection of proposed lines; (iii) The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. (iv) The Applicant has been entrusted with the responsibility for laying of electric lines under the transmission scheme “Additional Connectivity to M/s ACB (India) Limited (Lead Generator) for 1x63 MW TPS of M/s SV Power Ltd. at Korba, Chhattisgarh”. The details of the works are published in the Gazette of India dated 29th July – 5th August, 2019. (v) The Applicant shall operate the lines after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. (vi) The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. (vii) M/s ACBIL shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defence etc., at the time of Electrical Inspection.
