Whereas sale and use of pet coke in lime kilns in the National Capital Region NCR States was notified vide notification of the Government of India in the Ministry of Environment Forest and Climate Change
Okay, I'm ready to analyze the policy text and generate the report.
**Report on Amendment to Notification Regarding Pet Coke Usage in Lime Kilns**
**1. Executive Summary:**
This report analyzes an amendment to a Government of India notification concerning the sale and use of pet coke in lime kilns within the National Capital Region (NCR) states. The amendment, issued by the Ministry of Environment, Forest and Climate Change, modifies the list of industrial units permitted to use pet coke by adding four lime kilns and amending the details of five existing ones based on recommendations from the State Government of Rajasthan and approval from the Central Pollution Control Board (CPCB). This report details the specific changes, their likely rationale, and implications for affected stakeholders, primarily lime kiln operators.
**2. Introduction:**
This report aims to provide an informative overview of an amendment to the Government of India's notification regarding the sale and use of pet coke in lime kilns. The analysis is based solely on the provided policy text.
**3. Policy Overview:**
* **Original Policy:** This amendment refers to the original notification G.S.R. 45(E), dated January 19, 2018, which restricted the sale of pet coke in NCR states to only those industrial units listed in the annexure.
* **Core Objective(s):** The original policy likely aimed to regulate the use of pet coke, presumably to mitigate its environmental impact, as it restricted sale and use. The objective of *this amendment* is to update and refine the list of approved users, balancing environmental concerns with the operational needs of the lime kiln industry within the existing regulatory framework.
**4. Background and Rationale:**
This is an amendment. The rationale for *this specific amendment* is to update the list of approved industrial units (lime kilns) allowed to use pet coke. The text explicitly states that the State Government of Rajasthan recommended the addition of four lime kilns and amendments to the details of five others. This suggests a periodic review and adjustment process is in place, potentially to accommodate new entrants, changes in operational details of existing kilns, or to address specific requests from the state government within the overall regulatory framework. The approval from the CPCB indicates a review of environmental impact and adherence to established standards.
**5. Key Provisions / Changes:**
This is an amendment, therefore the focus is on changes introduced:
* **Specific Part Changed:** The Annexure of the original notification G.S.R. 45(E) is being amended. This Annexure lists the industrial units permitted to use pet coke.
* **New Rule/Provision:**
* **Amendment of Existing Entries:** Serial numbers 32, 66, 294, 332 and 343 in the Annexure are *replaced* with updated information, which includes the name of the company, Khasra number/address, and some numerical values which could refer to production limits, costs, or other metrics.
* **Addition of New Entries:** Four new lime kilns (serial numbers 441, 442, 443, and 444) are *added* to the Annexure, including their name, Khasra number/address, and numerical values similar to the amended entries.
* **Difference/Effect of Change:** The amendment expands the list of permitted pet coke users and updates information for existing ones. It is unclear from the text what the numerical changes represent, but it is possible that it may represent updated production capabilities, limits, or operational parameters.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders are:
* Lime kiln operators in Rajasthan, specifically: Ms Sigma Minerals, Ms Shree Balaji Lime Products, S.R. Minerals and Chemicals, Ms Sahil Bansal, Marwar Chemical Allied Products, Ms Shri Sanwaliya Lime Udyog, Ms Shiv Chemicals, Ms Gokul Dololime Stone, and Ms Rajesh Minerals Contactor.
* The State Government of Rajasthan, which made the recommendations.
* The Central Pollution Control Board (CPCB), which approved the changes.
* Pet coke suppliers within the NCR states, whose sales are governed by this list.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Environment, Forest and Climate Change is responsible for issuing the notification. The CPCB is responsible for approving the additions and amendments. The State Government of Rajasthan plays a role in recommending changes.
* **Timelines/Procedures:** The text does not specify explicit timelines. However, the fact that amendments are being made suggests a periodic review process. The procedure involves recommendations from the State Government and approval from the CPCB.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of these specific changes is to:
* Legitimize the pet coke usage for the newly added lime kilns, enabling them to operate within the regulatory framework.
* Ensure the accuracy of information pertaining to the listed lime kilns, which may be used for monitoring and enforcement purposes.
* Potentially affect the market for pet coke suppliers, allowing suppliers to sell to the new entrants and affecting supply agreements with previously listed lime kilns if the amended details reflect operational changes.
**9. Conclusion:**
This report has analyzed the amendment to the notification concerning pet coke usage in lime kilns. The amendment reflects a dynamic regulatory environment where the list of approved users is updated based on state government recommendations and central board approval. The key takeaway is that lime kiln operators need to remain compliant with these updated regulations to ensure continued access to pet coke and avoid potential penalties. Further clarity is needed to fully understand the numerical changes and their impact on production or operational parameters.
