* The sticker shall be a diffraction foil film with high reflective index and shall have the chromium based hologram embedded.
* The details on the sticker shall be a Name of registering authority; registration number of the vehicle; laser branded permanent identification number; and Date of first registration of the vehicle.
* On the bottom of the right corner of the sticker, the chromium based hologram of size of 10 mm x10 mm shall be embedded and in the said sticker the registration number of the vehicle shall be in the centre with a letter size of 10 mm in height.
* The laser branded permanent identification number shall come in the bottom left side of the sticker with numeral size being 2.5mm.
* The background color for the self-destructive type chromium based hologram sticker shall be Orange for Diesel vehicles, Light Blue for Petrol and CNG vehicles, and grey for all other vehicles.

1. संि$(त नाम और 0ारंभ: -
(1) इस आदशे का सिं $F नाम मोटर यान (अित सरु $ा रिज% &ीकरण (लेट) आदशे , 2018 ह ै।
(2) यह आदशे 1 अ0ैल, 2019 को 0वHृ त होगा।
2. लाग ूहोना - यह आदशे मोटर यान अिधिनयम, 1988 (1988 का 59) क(cid:19) धारा 2 के खंड (28) म (cid:14)यथा-पIरभािषत
मोटर वाहन3 पर लागू होगा।
3. (cid:4)कसी वाहन िनमा+ता ,ारा 1 अ0ैल, 2019 को या उसके बाद बेच े जाने वाले नए वाहन3 के िलए अित सुर$ा
रिज%& ीकरण (लेट (एचएसआरपी) के संबधं म(cid:14) िनAिलिखत 0(cid:4)1याM का अनुपालन (cid:4)कया जाएगा, अथात+ ्: -

लगान ेऔर तीसरी रिज%& ीकरण (लेट को म(cid:4)ु (cid:15)त करन ेके िलए अपिे $त अवसंरचना उनके डीलर3 के पास उपलRध ह।ै
(ग) अित सरु $ा रिज%& ीकरण (लेट और रिज% &ीकरण िचOन को लगान ेके प चात इस े वाहन पर िचपकान ेक(cid:19) लागत को
नए वाहन क(cid:19) क(cid:19)मत म (cid:14) शािमल (cid:4)कया जाएगा और इसके िलए डीलर ,ारा वाहन खरीदार स ेकोई अितIर7
या व%तुबS लागत 0भाIरत नहT क(cid:19) जाएगी।
4. (i) मौजूदा वाहन3 पर एचएसआरपी लगान े के िलए,,,, तीसरे रिज% &ीकरण िचOन सिहत अित सुर$ा
रिज%& ीकरण (लेट क(cid:19) आपूPत उस पर रिज% &ीकरण िचOन लगाए जाने के प चात वाहन िनमा+ताM के डीलर3 ,ारा क(cid:19)
जाएगी और इस ेलगाया जाएगा।
(ii) अित सुर$ा रिज%& ीकरण (लेट3 के िविनमात+ ा या आपPू तकता,+ य(cid:4)द संबिं धत राVय ,ारा अिधकृत ह,W तो
रिज%& ीकरण िचOन लगान े के प च ात पुराने वाहन3 पर तीसरे रिज% &ीकरण िचOन सिहत अित सरु $ा रिज% &ीकरण (लेट क(cid:19)
भी आपPू त कर सकते ह।W
5. मोटर वाहन3 के िविनमा+ता और उनके डीलर3 या अित सुर$ा रिज% &ीकरण (लेट3 के िविनमा+ताM या आपूPतकताM+
,ारा िनAिलिखत िविनदशX 3 का अनपु ालन (cid:4)कया जाएगा, अथात+ ्: -
(i) अित सुर$ा रिज%& ीकरण (लेट3 के िलए क(cid:14)(cid:15)ीय सड़क अनसु ंधान स%ं थान, नई (cid:4)द(cid:6)ली या क(cid:14)(cid:15)ीय मोटर यान िनयम,
1989 के िनयम 126 के तहत क(cid:14)(cid:15)ीय सरकार ,ारा अिधकृत (cid:4)कसी परी$ण एजस(cid:14) ी स े एक 0माण-पZ 0ा( त (cid:4)कया
जाएगा।
(ii) रिज%& ीकरण (लेट क(cid:14)(cid:15)ीय मोटर यान िनयम, 1989 के िनयम 50 म(cid:14) उपवPणत िविनदXश3 के अनु4प होगी।
(iii) क(cid:14)(cid:15)ीय मोटर यान िनयम, 1989 के िनयम 50 म(cid:14) उि(cid:6)लिखत, अित सरु $ा रिज% &ीकरण (लेट क(cid:19) अविध अिवन[र

(ख) ि%ट कर क(cid:19) (cid:4)फ(cid:6)म अिनवाय+त: उs परावतg अिभसूचक सिहत िववत+न पणt क(cid:19) होनी चािहए और उसम (cid:14)
1ोिमयम आधाIरत होलो\ाम जुड़ा 8आ होगा।
(ग) ि%ट कर पर िववरण होगा :
(क) रिज%& ीकता+ 0ािधकारी का नाम;
(ख) वाहन क(cid:19) रिज%& ीकरण संf या ;
(ग) लेजर hांड क(cid:19) %थ ायी पहचान संf या; और
(घ) वाहन क(cid:19) पहली रिज%& ीकरण क(cid:19) तारीख ।
(घ) ि%ट कर के दाए ंकोन ेके तल पर 1ोिमयम आधाIरत होलो\ाम लगाया जाएगा vकत ुयह10 िममी. x 10 िममी. के
आकार का होगा और उ^त ि%ट कर म(cid:14) वाहन का रिज% &ीकरण संf याकं क(cid:14)(cid:15) म (cid:14)होगा और अ$र3 क(cid:19) ऊंचाई 10 िममी.
होगी।
(ड.) लेजर hांड वाला %थ ायी पहचान सfं यांक ि% टकर के तल म(cid:14) बाc ओर आएंगे और अकं 3 का आकार 2.5 िममी. का
होगा।
(च) ि%ट कर का िचZ इस आदशे से संलm न उपाबंध म (cid:14)यथािविन?द] ट रेखािचZ म (cid:14)(cid:4)दया गया ह।ै
(ix)(क) डीजल वाहन3 के िलए %व -िवr वंसक के 0कार के 1ोिमयम आधाIरत होलो\ाम ि% टकर के िलए पृ] ठभिू म का
रंग नारंगी होगा तथा पे&ोल और सीएनजी वाहन3 के िलए य ेह(cid:6)के नील ेरंग के ह3गे।
(ख) अ<य सभी वाहन3 के िलए पृ]ठ भिू म %लेटी रंग क(cid:19) होगी।
(x) मोटर यान के िविनमात+ ा या िव1ेता ,ारा जारी क(cid:19) गई रिज% &ीकरण (ल ेट3 का समिु चत अिभलेख दिै नक आधार
पर रखा जाना चािहए।
(xi) रिज% &ीकरण पर रिज%& ीकरण (ल टे वाहन3 पर लगाए जाने के पQात् िविश@ अित सरु $ा रिज% &ीकरण ( लटे
को वाहन स ेइले^& ॉिनकली जोड़ (cid:4)दया जाएगा।
(xii) उनके अधीन%थ सभी सरु $ा िविश] टताM का संपणू + अिभलेख मोटर वाहन के िविनमा+ता या डीलर ,ारा

सुर$ा िविश]ट ता उपयोग के िलए उH तरदायी होगा।
(xiv) मोटर वाहन के िविनमा+ता (cid:4)कसी को भी अपणू + ( लेट या अपूण + सरु $ा मानक3 वाले ( लेyस क(cid:19) पथृ क िब1(cid:19) करन े
के िलए अिधकृत नहT ह3गे :

NOTIFICATION
New Delhi, the 6th December, 2018
S.O. 6052(E).—Whereas, the Central Government is of the opinion that it is necessary and expedient
in the public interest to notify that the process used by a manufacturer in regard to a high security registration
plate for a motor vehicle shall conform to certain standards with reference to the Central Motor Vehicles Rule,
1989;
Now, therefore, in exercise of the power conferred by the sub-section (3) of section 109 of the Motor
Vehicles Act, 1988 (59 of 1988) and in supersession of the Motor Vehicles (New High Security Registration
Plates) Order, 2001, except as respect things done or omitted to be done before such supersession, the Central
Government hereby makes the following order to specify such standards, namely:—
ORDER
1. Short title and commencement:-
(1) This Order may be called as the Motor Vehicles (High Security Registration Plates) Order,
2018.
(2) It shall come into force on the 1st day of April, 2019.
3. Application. —This Order shall apply to motor vehicles as defined in clause (28) of section 2 of the
Motor Vehicles Act, 1988 (59 of 1988).
4. A vehicle manufacturer shall comply with the following procedure in regard to High Security
Registration Plates (HSRP) for a new vehicle to be sold on or after 1st April, 2019 namely:-
(a) The type approved High Security Registration Plates including the third registration mark, shall
be supplied by the vehicle manufacturers to their dealers, who shall place a mark of registration
on such plates and affix them on the automobiles.
(b) A manufacturer of the motor vehicles shall ensure that the requisite infrastructure required for
placing the mark of registration on the security licence plates and printing the third registration
plate are available with their dealers.
(c) The cost of high security registration plate and its affixture on the vehicle after placing the mark
of registration shall be included in the price of the new vehicle and no additional or itemised cost
shall be charged from the vehicle purchaser by the dealer for the same.
5. (i) For the affixation of HSRP on existing vehicles, the high security registration plate including the
third registration mark may be supplied and affixed by the dealers of the vehicle manufacturers after placing
the mark of registration thereon.
(ii) The manufacturers or suppliers of high security registration plates, if so authorised by the state
concerned, may also supply the high security registration plate including the third registration mark on old
vehicles after placing the registration mark.
6. A manufacturer of the motor vehicles and their dealers or the manufacturers or suppliers of high
security registration plates shall comply with the following specifications, namely: —
(i) The high security registration plates shall have a certificate from the Central Road Research Institute,
New Delhi or any one of the testing agencies authorised by the Central Government under rule 126 of
the Central Motor Vehicles Rules, 1989.
(ii) The Registration Plate shall conform to the specifications spelt out in rule 50 of the Central Motor
Vehicles Rules, 1989.
(iii) The Registration Plate shall be guaranteed for imperishable nature for a period mentioned in rule 50
of the Central Motor Vehicles Rules, 1989 and in case of damage or withering due to natural usage
before such period, it shall be replaced by the motor vehicles manufacturer or their dealers in respect
of vehicles mentioned under para 4 above, or the licence plate manufacturer or suppliers or their
dealers, as the case may be, in other cases.
(iv) The replacement for any existing registration plate may be made by the motor vehicles dealers or the
authorised high security registration plate manufacturer or supplier, only after ensuring that the old
plate has been surrendered and destroyed.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(v) (a) To protect against counterfeiting, a chromium-based hologram of the size 20 mm x 20 mm shall
be applied by hot stamping on the top left-hand corner of the plate in both front and rear plates.
(b) The hologram shall contain CHAKRA in blue colour as specified in the Annexure appended to
this Order.
(vi) The permanent identification number of minimum 10 digits shall be laser branded into the reflective
sheeting on the bottom left-hand side of the registration plate with the letter size being 5 mm:
Provided that the permanent consecutive identification number shall be preceded by two alphabets
representing the name of the vendor or the manufacturer or the supplier, as the case may be, for whom the
type approval certificate shall be issued by the test agencies:
Provided further that the test agencies specified in column (2) of the Table below shall use the
alphabets specified in column (3) and (4) of the said Table as under:—

Provided also that the height of the digits shall be 5mm for the front and rear registration plates and
shall be 2.5 mm for the third registration plate, which shall be in the form of a sticker.
(vii) (a) The hot stamping film to be applied on the letters or numerals of the licence number shall bear the
inscription "INDIA".
(b) The letters "INDIA" shall be in blue colour with the font size of 10 (Ten) in Type Arial Bold script
at 45 degrees' inclination with sequential lines being the mirror image of the other.
(viii) (A) The third registration plate in the form of a self-destructive type chromium based hologram
sticker shall be of the size of 100 mm x 60 mm is to be affixed on the inner side of left hand corner of
windshield of the vehicle.
(B) The sticker shall be required to be a diffraction foil film with high reflective index and shall have
the chromium based hologram embedded.
(C) The details on the sticker shall be-
(a) Name of registering authority;
(b) registration number of the vehicle;
(c) laser branded permanent identification number; and
(d) Date of first registration of the vehicle.
(D) On the bottom of the right corner of the sticker, the chromium based hologram of size of 10 mm
x10 mm shall be embedded and in the said sticker the registration number of the vehicle shall be in
the centre with a letter size of 10 mm in height.
(E) The laser branded permanent identification number shall come in the bottom left side of the
sticker with numeral size being 2.5mm.
(F) A depiction of the sticker shall be as specified in the Annexure appended to this Order.
(ix) (a) The background colour for the self-destructive type chromium based hologram sticker for the
Diesel vehicles shall be Orange and it shall be Light Blue for the Petrol and CNG vehicles.
(b) For all other vehicles, the background shall be of grey colour.
(x) A proper record of the registration plates issued should be maintained on a daily basis by

(xi) The unique high security registration plate shall be linked electronically to the vehicle after its
affixture on the vehicle on registration.
(xii) The complete record of all the security features in their possession shall be maintained by
manufacturer of motor vehicle or dealer which may be audited by the concerned testing agencies from
time to time.
(xiii) The manufacturer of a motor vehicle shall exercise complete control over all the security features in
their possession and shall be responsible for the use of any of the security feature on registration plate
in the open market either by themselves or by any other person on their behalf.
(xiv) The manufacturer of a motor vehicle shall not be authorized to sell incomplete plates or the security
features separately to anyone:
Provided that they shall be authorised to replace the third number plate in form of the self-destructive
tape sticker for the already registered vehicles as the case may be as per specification specified in sub-
para (ix).
(xv) The type approval certificate issued shall be liable for suspension or cancellation by the concerned
testing agency for failure to comply with these provisions.
