जडजस्ट्िलररयों में जर्स्ट् तार करिे की िज् टि से अजधसूचिा सं. का.आ 1228 (अ), 1(16)/2018–एसपी-1 दििांक 08.03.2019 द्वारा एक स्ट्क ीम अथातव – ‘‘इथेिोल उत् पािि क्षमता बााि े और उसम ें र््जद्ध करि े के जलए चीिी जमलों को जर्त्त ीय सिायता प्रिाि करिे संबंधी स्ट्क ीम’’ अजधसूजचत की थी। अब दििांक 08.03.2019 की उक्त अजधसूचिा के पैरा 10 के अिुसरण में केन्द्रीय सरकार िे एक छोिी डर्ंडो खोलिे का जिणवय जलया ि,ै तादक पररयोििा प्रस्ट्तार्क एक स्ट्कीम अथातव “इथिे ोल उत् पािि क्षमता बााि े और उसमें र््जद्ध करिे के जलए चीिी जमलों को जर्त् तीय सिायता प्रिाि करिे िते ु िई स्ट्क ीम’’ के अंतगवत अपिे आर्ेिि प्रस्ट्तुत कर सकें। 1) पररभारा: िीरा आधाररत स्ट्िैंड एलोि जडस्ट्िलरी का अथव िोगा एक जडजस्ट्िलरी िो दकसी भी चीिी जमल अथर्ा इसकी दकसी अन्द्य आिुरंजगक इकाई के साथ एकीक्त ििीं ि ै और फीड स्ट्िॉक के प प में िीरे पर कायव कर रिी ि।ै 4260 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 2) पात्रता: इस स्ट्क ीम के तित उद्यजमयों को जिम् िजलजखत के जलए सिायता उपलब्ध िोगी: - i) मौिूिा िीरा आधाररत स्ट्िैंड एलोि जडस्ट्िीलररयों की क्षमता में जर्स्ट्तार सजित िई िीरा आधाररत स्ट्िैंड एलोि जडस्ट्िीलरर की स्ट्थापिा के जलए। ii) जडस्ट्िीलरी में र्ाट पि, इंसीिेरेिि प्रणाली की स्ट्थ ापिा करके तथा दकसी जडस्ट्िीलरी में िीरो जलदिड जडस्ट्चािव के संबंध में केन्द्रीय प्रिरू ण जियंत्रण बोड व (सीपीसीबी) द्वारा यथा अिुमोदित अन्द्य पद्धजतयों द्वारा इथेिोल का उत्पािि बााि े के जलए। iii) अपिी मौिूिा जडस्ट्िीलररयों में इथेिोल संयंत्र लगाि,े िीरा और इथिे ोल भंडारण क्षमता में र््जद्ध करि े के जलए। 3) स्ट्क ीम के अधीि सिायता: i) बैंकों/राष्ट्रीय सिकारी जर्कास जिगम/भारतीय िर्ीकरणीय ऊिाव जर्कास एिसें ी जलजमिेड द्वारा दिए िािे र्ाल े ऋण पर बैंकों/राष्ट्रीय सिकारी जर्कास जिगम/भारतीय िर्ीकरणीय ऊिाव जर्कास एिसें ी जलजमिेड द्वारा प्रभाररत 6% प्रजत र्रव की िर से ब्याि छूि अथर्ा ब्याि िर की 50% राजि, िो भी कम िो, केन्द्रीय सरकार द्वारा पांच र्रव के जलए र्िि की िाएगी। ii) उपयुवक्त 2 (i) और 2 (iii) के संबंध में इस स्ट्कीम के अंतगवत प्रस्ट्ताजर्त क्षमता के आधार पर प्रत्येक योििा के संबंध में ऋण की संस्ट्र्ीक्त और संजर्तररत राजि पर, खाद्य और सार्विजिक जर्तरण जर्भाग द्वारा सैद्धांजतक अिुमोिि की सीमा तक, ब्याि छूि प्रिाि की िाएगी। 4) आर्ेिि प्रस्ट्त तु करिा: इस स्ट्क ीम के अंतगवत सिायता प्राप्त करिे के जलए िए उद्यजम/िीरा आधाररत स्ट्िैंड एलोि जडस्ट्िीलररयों के जलए यि अपेजक्षत िोगा दक र्े एक आर्ेिि-सि-प्रस्ट्त ार् जिधावररत प्रपत्र (अिुबंध-1) में इस स्ट्क ीम की अजधसूचिा की तारीख से 30 दिि के भीतर मुख् य जिििे क (िकवरा), िकवरा और र्िस्ट्प जत तेल जिििे ालय, खाद्य और सार्विजिक जर्तरण जर्भाग, क् जर भर्ि, िई दिल् ली को भेिें। (5) आर्िे िों की िाचं /अिमु ोिि: खाद्य और सार्विजिक जर्तरण जर्भाग, िो सजमजतयां अथावत िांच सजमजत तथा अिमु ोिि सजमजत का गठि करेगा। स्ट्क ीम के अंतगवत प्राप्त प्रस्ट्तार्ों को िांच सजमजत तथा अिुमोिि सजमजत के समक्ष प्रस्ट्तुत दकया िाएगा तथा इसके पश्चात खाद्य और सार्विजिक जर्तरण जर्भाग द्वारा पात्र आर्ेिकों को सैद्धांजतक अिुमोिि प्रिाि दकया िाएगा। उक् त सजमजत पररयोििा के जलए िीरे की उपलब्धता अथर्ा पररयोििा की व्यर्िायतव ा का आकलि करि े के जलए आर्श्यक समझे िािे र्ाल े दकसी अन्द्य माििडं को ध्याि में रखते हुए आर्ेििों की िांच करेगी। 6. स्ट्क ीम की प परेखा: (i) आर्ेिि-सि-प्रस्ट्त ार् को सैद्धांजतक अिुमोिि प्रिाि करि े के बाि खाद्य और सार्विजिक जर्तरण जर्भाग ऐसे अिुमोदित प्रस्ट्त ार् में ऋण स्ट्र् ीक्त करि े के संबंध में जर्चार करिे िते ु ऋण ििे े र्ाले बैंकों को संस्ट्त तु करेगा। बैंक/एिसीडीसी/आईआरडीए, भारतीय ररिर् व बकैं द्वारा समय-समय पर अजधसूजचत पुिसंरचिा स े संबंजधत दििा-जिििे ों सजित जर्जियामक दििा-जिििे ों के अिुपालि म ें अपिे र्ाजणज‍ यक माििण्ड ों/िीजतयों के अिुसार ऋण संस्ट्र् ीक्त करिे/िारी करि े के जलए स्ट् र्तंत्र िोंगे। (ii) आर्ेिक को खाद्य और सार्िव जिक जर्तरण जर्भाग के सद्धै ांजतक अिुमोिि की तारीख से 01 र्र व के भीतर बैंक से ऋण संजर्तररत िो िािा चाजिए, ऐसा ि िोि े पर पररयोििा के जलए सैद्धांजतक अिुमोिि रद्द िो[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 िाएगा। इसके अलार्ा, बैंक से ऋण की पिली दकस्ट्त के संजर्तरण की तारीख से 2 र्रव के भीतर पररयोििा पूणव िो िािी चाजिए। (iii) संबंजधत पररयोििाओं का दक्रयान्द् र्यि करते समय िए उद्यजम/िीरा आधाररत स्ट्िैंड एलोि जडजस्ट्िलररयां इथेिोल उत् पािि में क्षमता बाािे/अपग्रेड करिे के जलए सरकार की मेक-इि-इंजडया स्ट्क ीम के साथ समजभप पता स्ट्थाजपत करि े का प्रयास करेंगी। (iv) स्ट्क ीम के अंतगतव ऋण का संजर्तरण अलग खाते में दकया िाएगा तादक उक्त प्रयोिि के जलए राजि के उपयोग की मािीिररंग आसािी से की िा सके। (v) जर्त् तीय सेर्ाए ं जर्भाग िोडल बैंक की जियुजक्त सजित इस स्ट्क ीम के प्रचालि के जलए बैंक/एिसीडीसी/आईआरडीए को उजचत अिुििे िारी करेगा। 7. ब्याि छूि के भगु ताि की प परेखा i) स्ट्क ीम के अधीि ब् याि छूि का भु गताि एक र्रव के स्ट्थगि काल सजित 5 र्रों के जलए दकया िाएगा। ii) सरकार द्वारा ब्याि छूि का लाभ तभी प्रिाि दकया िाएगा, यदि िीरा आधाररत स्ट्िैंड एलोि जडजस्ट्िलरी का खाता मािक ि ै और खाता एिपीए िोि े तक यि उपलब्ध ििीं िोगा। िए उद्यजम/िीरा आधाररत स्ट्िैंड एलोि जडजस्ट्िलरी चूक की अर्जध के जलए मूलधि के साथ िडं ात्मक ब्याि सजित ब्याि चकु ािे के जलए उत्तरिायी िोगी। इसके अलार्ा, बैंक/एिसीडीसी/आईआरडीए को चूककताव ऋणग्राजियों के जर्रुद्ध बैंककंग माििडं ों तथा लागू बैंककंग जर्जियामक दििा-जिििे ों के अिुसार कारवर्ाई करिे की स्ट्र्तन्द्त्रता िोगी। iii) िीरा आधाररत स्ट्िैंड एलोि जडजस्ट्िलररयों के पास अजधिेर िकि प्रर्ाि के मामले में बैंक/एिसीडीसी/आईआरडीए द्वारा िीघ्र भुगताि लिे े का जिणवय जलया िा सकता ि ै और ऋण खात े के प्रजत खाद्य और सार्विजिक जर्तरण जर्भाग की ब्याि छूि संबंधी िये ता तििुसार कम िो िाएगी। iv) जर्त्तीय सेर्ाए ं जर्भाग द्वारा जियुक्त िोडल बैंक को खाद्य और सार्विजिक जर्तरण जर्भाग ब्याि छूि की राजि त्रैमाजसक आधार पर अजग्रम तौर पर िारी करेगा। अजग्रम तौर पर भुगताि की गई ब्याि छूि पर अर्िवत ब्याि का समायोिि आगामी त्रैमाजसक दकस्ट्त में दकया िाएगा। v) खाद्य और सार्विजिक जर्तरण जर्भाग िाबाड व से परामिव करके ब् याि छूि के जिगवम की प परेखा तैयार करेगा। 8. पररयोििा पणू व िोि े का प्रमाण पत्र: संबंजधत िए उद्यजम/िीरा आधाररत स्ट्िैंड एलोि जडस्ट्िीलररयां केन्द्रीय प्रिरू ण जियंत्रण बोड व द्वारा जर्जधर्त सत्याजपत प्रमाण पत्र प्रस्ट्तुत करेंगी, जिसमें प्रमाजणत दकया गया िो दक इस प्रयोििाथव आर्ेिि प्रस्ट्तुत करत े समय प्रस्ट्ताजर्त जर्जध के माध्यम स े िीरो जलदिड जडस्ट्चािव प्राप्त कर जलया गया ि।ै िई जडजस्ट्िलररयों की स्ट्थापिा अथर्ा मौिूिा जडजस्ट्िलररयों के जर्स्ट्तार के जलए ऋण लेिे र्ाली िीरा आधाररत स्ट्िैंड एलोि जडस्ट्िीलररयां संबंजधत रा‍य के उत्पाि िुल्क आयुक्त तथा चािवड व इंिीजियर द्वारा जर्जधर्त सत्याजपत प्रमाण पत्र प्रस्ट्तुत करेंगी, जििमें क्रमिः प्रमाजणत दकया गया िो दक िई जडजस्ट्िलरी की स्ट्थापिा कर िी गई ि ै और इिम ें उत्पािि प्रारम्भ कर दिया ि ै अथर्ा मौिूिा जडजस्ट्िलरी का जर्स्ट्तार पूणव कर जलया गया ि ै और इथेिॉल का उत्पािि बााकर िुप कर दिया गया ि।ै ऐसे प्रमाण पत्र प्रस्ट्तुत करिे में असफल रििे पर केन्द्रीय सरकार द्वारा ब्याि छूि की प्रजतपूर्तव ििीं की िाएगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 9. उपयोग प्रमाण पत्र: चीिी जमलें पररयोििा पूणव िोि े के तीि माि के भीतर संस्ट्र् ीक्त ऋण की राजि के संबंध में संबंजधत चीिी/गन्ना आयुक्त, उत् पाि आयुक् त अथर्ा रा‍य सरकार द्वारा िाजमत दकसी अन्द् य प्राजधकारी द्वारा जर्जधर्त सत्याजपत उपयोग प्रमाण पत्र प्रस्ट्तुत करेंगी, जिसमें यि प्रमाजणत दकया गया िो दक ऋण की राजि का उपयोग स्ट्कीम में जिर्िष्टव प्रयोििाथव दकया गया ि।ै रा‍य/गन्ना आयुक्त ऋण के उपयोग की मािीिररंग भी करेंगे। उपयोग प्रमाण पत्र प्रस्ट्तुत करिे में असफल रििे पर केन्द्रीय सरकार द्वारा ब्याि छूि की प्रजतपूर्तव ििीं की िाएगी। 10. ििां केन्द्रीय सरकार की यि राय ि ै दक ऐसा करिा आर्श्यक अथर्ा समीचीि िै, तो र्ि आििे द्वारा दकसी भी समय इस स्ट्कीम के दकसी भी प्रार्धाि में संिोधि कर सकती िा सकते ि)ैं । 10. पररयोििा के पूरा िोिे और इथेिॉल उत्पािि िुप िोि े की संभाजर्त तारीख। MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION (Department of Food and Public Distribution) NOTIFICATION New Delhi, the 15th September, 2020 S.O. 3135(E).—Whereas the Central Government with a view to increase production of ethanol and its supply under Ethanol Blended with Petrol (EBP) Programme, especially in the surplus season and to extend financial assistance to molasses based standalone distilleries on lines similar to that extended to distilleries attached with sugar mills, notified the following scheme namely- “Scheme for extending financial assistance to molasses based standalone distilleries for enhancement and augmentation of ethanol production capacity”- vide notification No.S.O.1228(E), 1(16)/2018-SP-I dated 08.03.2019. Now in pursuance of para 10 of the said notification dated 08.03.2019, Central Government has decided to open a small window so that project proponents can submit their applications under the scheme, namely- “ New Scheme for extending financial assistance to molasses based standalone distilleries for enhancement and augmentation of ethanol production capacity” (1) Definition - Molasses based standalone distillery shall mean a distillery not integrated with any sugar mill or its any other ancillary unit and functioning on molasses as feed stock. (2) Eligibility:- Assistance under the Scheme shall be available to the enterpreneurs:- i. To set up new molasses based standalone distilleries including expansion of the capacity of the existing molasses based stand alone distilleries. ii. For increasing ethanol production by installing evaporation, incineration systems and other methods as approved by the Central Pollution Control Board (CPCB) for achieving Zero Liquid Discharge (ZLD) in a distillery. iii. For adding ethanol plants, molasses and ethanol storage capacities with their existing distillery. (3) Assistance under the Scheme : i) Interest subvention @ 6% per annum or 50% of rate of interest charged by banks/National Cooperative Development Corporation (NCDC)/ Indian Renewable Energy Development Agency Limited (IREDA), whichever is lower, on the loans to be extended by banks/NCDC/IREDA, shall be borne by the Central Government for five year. ii) Interest subvention under the scheme in respect of 2(i) to 2(iii) above shall be provided on loan amount sanctioned and disbursed in respect of each project based on the proposed capacity, limited to the in- principle approval accorded by DFPD.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 (4) Submission of application : For availing assistance under the Scheme, the new enterpreneurs/molasses based stand alone distilleries would be required to submit an application-cum proposal in the prescribed Proforma (Annexure- I) to the Chief Director (sugar), Directorate of Sugar and Vegetable Oils, Department of Food & Public Distribution (DFPD), Krishi Bhawan, New Delhi within 30 days from the date of notification of the scheme. (5) Appraisal/Approval of applications: DFPD will constitute two Committees viz. Screening Committee and Approval Committee. The proposals received under the Scheme would be placed before Screening Committee and Approval Committee and thereafter in-principle approval would be accorded by DFPD to the eligible applicants. The said Committees shall scrutinize the applications keeping in view the parameters as deemed necessary to assess the viability of the project. (6) Modalities of the Scheme: i) After according in-principle approval to the applications-cum-proposals, DFPD will recommend such approved proposals to the lending banks for considering sanction of loan. Banks/NCDC/IREDA would be at liberty to sanction/release the loan as per their commercial norms/policies and in compliance with regulatory guidelines, including the restructuring guidelines, as notified by RBI from time to time. ii) The applicant should get the loan disbursed from the bank within one year from the date of in principle approval of DFPD, failing which the in principle approval for the project will stand cancelled. Further, the project should be completed within two years from the date of disbursement of first instalment of loan from bank. iii) While implementing their respective projects, the new enterpreneurs/molasses based stand alone distilleries shall strive to seek convergence with the Make in India scheme of the Government for capacity addition/ up-gradation in ethanol production. iv) The disbursement of loan under the scheme shall be in a separate account so that the utilization of the money for the said purpose is easily monitored. v) The Department of Financial Services (DFS) will issue suitable instructions to the banks/NCDC/IREDA to operationalise the scheme including appointment of a nodal bank. (7) Modalities of payment of interest subvention:- i) Payment of interest subvention on loan amount under the scheme will be limited to only 5 years including one year moratorium period. ii) The benefit of interest subvention will be provided by the Government only if account of molasses based stand alone distilleries is Standard and will not be available as long as account is NPA. The new entrepreneurs/molasses based stand alone distilleries will be responsible for repayment of interest including penal interest for the period of default along with the principal. Further, banks/NCDC/IREDA will be free to take necessary action against the defaulting borrowers as per banking norms and applicable regulatory guidelines. iii) In the event of surplus cash flow with the molasses based stand alone distilleries, accelerated payments may be decided by the bank/NCDC/IREDA and the interest subvention liability of DFPD towards loan account would accordingly get reduced. iv) The Department of Food and Public Distribution (DFPD) will release the interest subvention amount on quarterly basis in advance to the nodal bank as appointed by DFS. The interest earned on the interest subvention paid in advance shall be adjusted in the next quarterly instalment. v) DFPD will work out the modalities of release of Interest Subvention in consultation with NABARD. (8) Project Completion Certificate- The concerned new entrepreneurs/molasses based stand alone distilleries shall submit a certificate duly verified by the Central Pollution Control Board certifying that zero liquid discharge has been achieved through the method proposed at the time of submitting application for such purpose. The molasses based stand alone distilleries availing loan to establish new distilleries or expansion of the existing distilleries shall submit a certificate duly verified by the Excise Commissioner of the State concerned and the8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Chartered Engineer certifying respectively that the new distillery has been installed and has commenced production or expansion of the existing distillery has been completed and enhanced production of ethanol has commenced. Any failure to submit such certificates shall lead to non-reimbursement of interest subvention by the Central Government. (9) Utilization Certificate: The concerned molasses based stand alone distilleries shall submit utilization certificate for the sanctioned loan amount within three months of the completion of the project, duly verified by the respective Sugar/Cane Commissioners, Excise Commissioner or any other authority designated by the State Government certifying that the loan amount has been utilized for the purpose specified in the scheme. The said authorities shall also monitor the utilization of the loan. Any failure to submit the utilization certificate shall lead to non-reimbursement of interest subvention by the Central Government. (10) Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, at any time modify any of the provisions of this Scheme. [F. की जस्ट्थ जत म ें सुधार करि,े तादक उन्द् ि ें दकसािों के गन्द् िा मूल् य बकाया का भुगताि करि े में सक्षम बिाया िा सके, की िज् टि से दििाकं 19.07.2018 की अजधसूचिा सं. 3523 (अ) द्वारा एक स्ट् कीम अथावत – ‘इथेिोल उत् पािि क्षमता बाािे और उसमें र््जद्ध करिे के जलए चीिी जमलों को जर्त् तीय सिायता प्रिाि करिे सबं ंधी ियी स्ट् कीम’ अजधसूजचत की थी, जिसमें तत्पश्चात क्रमिः दििांक 09.08.2018, 11.10.2018, 04.01.2019, 14.11.2019 और 20.05.2020 अजधसूचिा सं. का.आ. 3952 (ई), का.आ. 5219 (ई), का.आ. 47(ई), का.आ.4104(ई) और का.आ.1523(ई) द्वारा संिोधि दकया गया था। और यतः, केन्द्रीय सरकार एक छोिी डर्ंडो खोलि े का जिणवय जलया िै, तादक िो चीिी जमलें पूर्वर्ती स्ट्कीम के तित अपि ेआर्ेिि प्रस्ट्तुत ििीं कर सकी थीं, इस स्ट्कीम के तित आर्ेिि कर सकें; अब केन्द्रीय सरकार एतिद्वारा जिम्नजलजखत स्ट्कीम अथावत ‘इथिे ोल उत् सार्विजिक जर्तरण जर्भाग अपिा सैद्धांजतक अिुमोिि िगे ा और ऐस े अिुमोदित प्रस्ट्त ार् उधार िेि े र्ाले बैंक को इस संबंध में बैंक की िीजत और सरकारी माििंडों के अिुसार ऋण स्ट् र्ीक्त करिे के संबंध म ें जर्चार करि े िते ु संस्ट् तुत करेगा। बैंक, भारतीय ररिर्व बैंक द्वारा समय-समय पर अजधसूजचत पुिसंरचिा से सबं ंजधत दििा-जििेिों सजित जर्जियामक दििा-जििेिों के अिुपालि म ें अपि े र्ाजणज‍य क माििण् डों/िीजतयों के अिुसार ऋण संस्ट् र्ीक्त करि/े िारी करिे के जलए स्ट् र्तंत्र िोंग।े (ii) आर्ेिक को खाद्य और सार्विजिक जर्तरण जर्भाग के सैद्धांजतक अिुमोिि की तारीख से 01 र्रव के भीतर बैंक स े ऋण संजर्तररत िो िािा चाजिए, ऐसा ि िोि े पर पररयोििा के जलए सैद्धांजतक अिुमोिि रद्द िो िाएगा। इसके अलार्ा, बैंक से ऋण की पिली दकस्ट् त के संजर्तरण की तारीख से 2 र्र व के अंिर पररयोििा पूण व िो िािी चाजिए। (iii) चीिी जमल ें संबंजधत पररयोििाओं का दक्रयान्द् र्यि करत े समय इथेिोल उत् पािि म ें क्षमता र्धवि/उन्द् ियि के जलए सरकार की मेक-इि-इंजडया स्ट् कीम के साथ समजभप पता स्ट्थाजपत करिे का प्रयास करेंगी। (iv) स्ट् कीम के अधीि ऋण का संजर्तरण अलग खात े म ें दकया िाएगा तादक उक्त प्रयोिि के जलए राजि के उपयोग की मािीिररंग आसािी से की िा सके। (v) जर्त् तीय सेर्ाएं जर्भाग िोडल बैंक के प प में िाबाडव की जियुजक्त सजित इस स्ट् कीम के प्रचालि के जलए बैंकों/ राष्ट्रीय सिकारी जर्कास जिगम/भारतीय िर्ीकरणीय ऊिाव जर्कास अजभकरण जलजमिेड को उजचत अिुिेि िारी करेगा। 7. ब्याि छूि के भगु ताि की प परेखा i) स्ट् कीम के अधीि ब् याि छूि का भु गताि एक र्रव के स्ट्थगि काल सजित 5 र्रों के जलए दकया िाएगा। ii) सरकार द्वारा ब्याि छूि का लाभ तभी प्रिाि दकया िाएगा, यदि चीिी जमल का खाता मािक ि ै और खाता एिपीए िोि े तक यि उपलब्ध ििीं िोगा। चीिी जमल चूक की अर्जध के जलए मूलधि के साथ िंडात्मक ब्याि सजित ब्याि चुकािे के जलए उत्तरिायी िोगी। इसके अलार्ा, बैंकों को चूककताव ऋणग्राजियों के जर्रुद्ध बैंककंग माििंडों तथा लाग ूबैंककंग जर्जियामक दििा-जििेिों के अिुसार कारवर्ाई करिे की स्ट्र्तन्द्त्रता िोगी। iii) चीिी जमलों के पास अजधिरे िकि प्रर्ाि के मामले में बैंक/ राष्ट्रीय सिकारी जर्कास जिगम/भारतीय िर्ीकरणीय ऊिाव जर्कास अजभकरण जलजमिेड द्वारा िीघ्र भुगताि लिे े का जिणवय जलया िा सकता ि ै और ऋण खाते के प्रजत खाद्य और सार्विजिक जर्तरण जर्भाग की ब्याि छूि संबंधी िेयता तििुसार कम िो िाएगी। iv) जर्त्तीय सेर्ाएं जर्भाग द्वारा जियुक्त िोडल बैंक को खाद्य और सार्विजिक जर्तरण जर्भाग ब्याि छूि की राजि त्रैमाजसक आधार पर अजग्रम तौर पर िारी करेगा। अजग्रम तौर पर भुगताि की गई ब्याि छूि पर अर्िवत ब्याि का समायोिि आगामी त्रैमाजसक दकस्ट्त म ेंदकया िाएगा। v) खाद्य और सार्विजिक जर्तरण जर्भाग िाबाडव से परामि वकरके ब् याि छूि के जिगवम की प परेखा तैयार करेगा। 8. पररयोििा पणू व िोि े का प्रमाण पत्र – चीिी जमलों से संबंजधत जडजस्ट्िलररयााँ केन्द्रीय प्रिरू ण जियंत्रण बोडव द्वारा जर्जधर्त सत्याजपत प्रमाण पत्र प्रस्ट्तुत करेंगी, जिसमें प्रमाजणत दकया गया िो दक िीरो जलदिड जडस्ट्चािव आर्ेिि प्रस्ट्तुत करते समय इस प्रयोििाथव प्रस्ट्ताजर्त जर्जध के माध्यम से प्राप्त कर जलया गया ि।ै िई जडजस्ट्िलररयों की स्ट्थापिा के जलए ऋण लिे े र्ाली चीिी जमलें सबं ंजधत रा‍य के उत्पाि िल्ु क आयुक्त तथा सििी इंिीजियर द्वारा जर्जधर्त सत्याजपत प्रमाण पत्र प्रस्ट्तुत करेंगी, जििमें क्रमिः प्रमाजणत दकया गया िो दक िई जडजस्ट्िलरी िे उत्पािि करिा प्रारम्भ कर दिया ि ै और12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] इसकी ब्याि छूि की प्रजतपूर्तव ििीं की िाएगी। 9. उपयोग प्रमाण पत्र: चीिी जमलें पररयोििा पूण व िोिे के तीि माि भीतर संबंजधत चीिी/गन्ना आयक्तु द्वारा जर्जधर्त सत्याजपत उपयोग प्रमाण पत्र प्रस्ट्तुत करेंगी, जिसमें यि प्रमाजणत दकया गया िो दक ऋण की राजि का उपयोग स्ट्कीम म ें जिर्िष्टव प्रयोििाथ व दकया गया ि।ै रा‍य/गन्ना आयुक्त ऋण के उपयोग की मािीिररंग भी करेंगे। उपयोग प्रमाण पत्र प्रस्ट्तुत करि े में असफल to increase production of ethanol and its supply under Ethanol Blended with Petrol (EBP) Programme, especially in the surplus season and thereby to improve the liquidity position of the sugar mills enabling them to clear cane price arrears of the farmers notified the scheme namely “Scheme for extending financial assistance to sugar mills for enhancement and augmentation of ethanol production capacity” vide notification No. S.O. 3523(E), dated 19.07.2018, which was subsequently amended vide notifications No. S.O. 3952(E), No. S.O. 5219(E), No. S.O.47 (E), No. S.O. 4104(E) and No. S.O. 1523(E) dated 09.08.2018, 11.10.2018, 04.01.2019, 14.11.2019 and 20.05.2020 respectively. Thereafter a new scheme namely “New Scheme for extending financial assistance to sugar mills for enhancement and augmentation of ethanol production capacity” was notified on 08.03.2019. And whereas, the Central Government has decided to further open a small window so that sugar mills which could not submit their applications under the earlier scheme, can apply under this Scheme; Now, the Central Government, hereby notifies the following scheme namely- “New Scheme for extending financial assistance to sugar mills for enhancement and augmentation of ethanol production capacity-2020” – (1) Objective of the Scheme – Assistance under the scheme will be utilized by the sugar mills; (i) For increasing ethanol production by enhancing the number of working days of existing distilleries in a year by installation of new incineration boilers or by adoption of any other method approved by the Central Pollution Control Board (CPCB) for Zero Liquid Discharge (ZLD) in a distillery.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 15 (ii) For augmentation of ethanol production capacity by setting up of new distilleries attached with their sugar mills including expansion of the capacity of the existing distilleries attached with sugar mills. (2) Eligibility: (i) Existing distilleries attached with the sugar mills are eligible for assistance for increasing ethanol production by enhancing the number of working days in a year by installation of new incineration boilers or by adoption of any other method approved by the Central Pollution Control Board (CPCB) for Zero Liquid Discharge (ZLD) in a distillery. (ii) All the sugar mills are eligible for assistance to set up new distilleries including expansion of the capacity of the existing distilleries attached with sugar mills. (iii) Assistance shall not be available to sugar mills which have availed benefits under any other scheme of Central Government for the same project. (3) Assistance under the Scheme : (i) Interest subvention @ 6% per annum or 50% of rate of interest charged by banks/National Cooperative Development Corporation (NCDC)/ Indian Renewable Energy Development Agency Limited (IREDA), whichever is lower, on the loans to be extended by banks/NCDC/IREDA, shall be borne by the Central Government for five years (ii) Interest subvention under the scheme in respect of 2(i) and 2 (ii) above shall be provided on loan amount sanctioned and disbursed in respect of each project based on the proposed capacity.” (4) Submission of application : The sugar mills which desire to achieve Zero Liquid Discharge in their distillery by installation of new incineration boilers or by adoption of any other method approved by the Central Pollution Control Board (CPCB) or to set up new distillery plant including expansion of the production capacity of the existing plant, would be required to submit an application-cum proposal in the prescribed Proforma (Annexure-I) to the Chief Director (sugar), Directorate of Sugar and Vegetable Oils, Department of Food & Public Distribution (DFPD), Krishi Bhawan, New Delhi within 30 days from the date of notification of the scheme. DFPD will scrutinize the applications on the following parameters:- (a) Performance of ethanol supply under Ethanol Blended with Petrol (EBP) Programme; (b) Track record regarding payment of cane price dues of farmers; (c) Timely filing of monthly on-line return in P-II (Proforma-II) as prescribed by the Directorate of Sugar and Vegetable Oils; (d) Availability of molasses for the project; (e) Status of SDF/LSPEF/Levy dues, etc; (f) or any other parameter as deemed necessary to assess the viability of the project; (5) Appraisal/Approval of applications: DFPD will constitute two Committees viz. Screening Committee and Approval Committee. The proposals received under the Scheme would be placed before Screening Committee and Approval Committee and thereafter in-principle approval would be accorded by DFPD to the eligible applicants. The said Committees shall scrutinize the applications keeping in view the parameters as mentioned in para 4 above.. (6) Modalities of the Scheme: (i) After scrutinizing the applications cum proposals, DFPD will accord it’s in principle approval and recommends such approved proposals to the lending banks for considering sanction of loan. Banks/NCDC/IREDA would be at liberty to sanction/release the loan as per their commercial norms/policies and in compliance with regulatory guidelines, including the restructuring guidelines, as notified by RBI from time to time.16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (ii) The applicant should get the loan disbursed from the bank within one year from the date of in principle approval of DFPD, failing which the in principle approval for the project will stand cancelled. Further, the project should be completed within two years from the date of disbursement of first installment of loan from bank. (iii) While implementing their respective projects, the sugar mills shall strive to seek convergence with the Make in India scheme of the Government for capacity addition/ up-gradation in ethanol production. (iv) The disbursement of loan under the scheme shall be in a separate account so that the utilization of the money for the said purpose is easily monitored. (v) The Department of Financial Services (DFS) will issue suitable instructions to the banks/NCDC/IREDA to operationalize the scheme including appointment of NABARD as a nodal bank. (7) Modalities of payment of interest subvention (i) Payment of interest subvention on loan amount under the scheme will be limited to only 5 years including one year moratorium period. (ii) The benefit of interest subvention will be provided by the Government only if a sugar mill account is Standard and will not be available as long as account is NPA. The sugar mill will be responsible for repayment of interest including penal interest for the period of default along with the principal. Further, banks will be free to take necessary action against the defaulting borrowers as per banking norms and applicable regulatory guidelines. (iii) In the event of surplus cash flow with the sugar mills, accelerated payments may be decided by the bank/NCDC/IREDA and the interest subvention liability of DFPD towards loan account would accordingly get reduced. (iv) The Department of Food and Public Distribution (DFPD) will release the interest subvention amount on quarterly basis in advance to the nodal bank as appointed by DFS. The interest earned on the interest subvention paid in advance shall be adjusted in the next quarterly installment. (v) DFPD will work out the modalities of release of Interest Subvention in consultation with NABARD. (8) Project Completion Certificate- The concerned distilleries attached with sugar mills shall submit a certificate duly verified by the Central Pollution Control Board certifying that zero liquid discharge has been achieved through the method proposed at the time of submitting application for such purpose. Sugar mills availing loan to establish new distilleries or expansion of the existing distilleries shall submit a certificate duly verified by the Excise Commissioner of the State concerned and the Chartered Engineer certifying respectively that the new distillery has commenced production and has been installed or expansion of the existing distillery has been completed and enhanced production of ethanol has commenced. Any failure to submit such certificates shall lead to non reimbursement of interest subvention by the Central Government. (9) Utilization Certificate: The concerned sugar mills shall submit utilization certificate for the sanctioned loan amount within three months of the completion of the project, duly verified by the respective sugar/cane commissioners certifying that the loan amount has been utilized for the purpose specified in the scheme. The state/cane commissioner shall also monitor the utilization of the loan. Any failure to submit the utilization certificate shall lead to non-reimbursement of interest subvention by the Central Government. (10) Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing modify any of the provisions of this Scheme. A.
