ORDER
New Delhi, the 3rd March, 2016
S.O. 1156(E).— Whereas, the Controller of Publication, Department of Publication, Civil Lines, Delhi, a
Subordinate Office of the Ministry of Urban Development, Government of India, New Delhi has been declared as the
appointing authority and has also been conferred with the powers of disciplinary authority and appellate authority in
respect of Group ‘B’ posts and Group ‘C’ posts in the Department of Publication, in terms of the Central Civil Services
(Classification, Control and Appeal) Rules,1965.
And whereas, the post of Controller of Publication in Department of Publication, Delhi has fallen vacant with
effect from the 1st day of June, 2015 consequent upon the retirement on superannuation of the then incumbent and is
likely to continue to be so vacant for some more time.
And whereas, Shri Subir Kumar Mandal, Controller of Stationery, Government of India Stationery Office,
Kolkata, Ministry of Urban Development has been given additional charge of the Controller of Publications;
And whereas, there is an urgent need to make an arrangement to provide for the performance of the functions
of the appointing authority, disciplinary authority and appellate authority hitherto exercised by the Controller of
Publication.
Now, therefore, in pursuance of sub-rule (2) of rule 9 and sub-rule (2) of rule 12 of the Central Civil Services
(Classification, Control and Appeal) Rules, 1965, the President is pleased to authorise Shri Subir Kumar Mandal,
Controller of Stationery, Government of India Stationery Office, Kolkata, Ministry of Urban Development to exercise
the powers of the appointing authority, disciplinary authority and appellate authority vested in the Controller of
Publication in respect of Group ‘B’ and Group ‘C’ posts in the Department of Publication, till a regular appointment is
made to the post of Controller of Publication, in the Department of Publication or until further orders, whichever is
earlier.
