उि अजधसूचना अतं र्वगष्ट करन े वाले रािपत्र की प्रजतयां िनसाधारण को 11 मई, 2020 को उपलब्ध करवाई गई थी ; और, केंद्रीय सरकार द्वारा उि प्रारूप जनयमों के संबंध म ें िनसाधारण स े प्राि आिेपों और सझु ावों पर जवचार दकया गया ह ै; अतः, अब, केंद्रीय सरकार, मोटरयान अजधजनयम, 1988 (1988 का 59) की धारा 110 द्वारा प्रित्त िजियों का प्रयोग करते हुए, केंद्रीय मोटरयान जनयम, 1989 का और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथागत ् :- 1. सजं िि नाम और प्रारंभ.- (1) इन जनयमों का संजिि नाम केंद्रीय मोटरयान (चौिहवां संिोधन) जनयम, 2020 ह ै। 4834 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (2) य ेजनयम रािपत्र म ें उनके प्रकािन की तारीख के छह सिाह स े प्रवृत्त होंग े । 2. केंद्रीय मोटरयान जनयम, 1989 म,ें प्ररूप 22 के स्ट्थान पर जनम्नजलजखत प्ररूप रखा िाएगा, अथागत् :- “प्ररूप 22 [जनयम 47(1)(छ) िेख]ें उत्सिनग और ध्वजन मानकों के अनपु ालन के जलए सड़क-गणु ता प्रमाणपत्र (यान के साथ ई-गाड़ी या ई-ररक्िा के मामल े म ें जवजनमागता या आयातक या रजिस्ट्रीकृत संघ द्वारा िारी दकया िाए) यह प्रमाजणत दकया िाता ह ै दक जनम्नजलजखत यान मोटर यान अजधजनयम, 1988 के उपबंधों और इसके अधीन बनाए गए जनयमों का अनुपालन करता ह ै: 1. यान का मॉडल/वाजणजययक नाम :_________________________ 2. चेजचस संख्या :_________________________ (उिाहरण :- यान पहचान सख्ं या (वीआईएन) या एटीआईएन या पीआईएन / रेलर पहचान संख्या आदि) 3. इंिन संख्या (मोटर सख्ं या, बैटरी संचाजलत यानों के मामलों म)ें : __________________ 4. लाग ू उत्सिगन सजियम :_________________________ (उिाहरण :- अजधजनयम के अधीन अनुमजत दिए गए भारत-स्ट्टेि-IV/VI/भारत (रेम) स्ट्टेि-III/समकि, बैटरी चाजलत यान के जलए लाग ू नहीं होता का चयन करें) 5. केंद्रीय मोटर यान जनयम, 1989 के अनुसार प्रकार अनुमोिन परीिण के िौरान प्राि उपरोि यान मॉडल के िोर स्ट्तर पर हॉन ग और पास के जलए ध्वजन स्ट्तर, उत्सिगन जनम्नानुसार ह ै: i. प्रकार अनुमोिन प्रमाणपत्र सं. :_________________________ ii. ईंधन का प्रकार :_________________________ (उिाहरण :- पेरोल/डीिल/सीएनिी/एलपीिी/िोनों/बायोफ्यूल/हाइजिड आदि) iii. यानों के जलए उत्सिगन मान : सारणी पॉजिरटव इजििन या संपीडन इजििन इंिन यान क्र. प्रिषू क-(यथा लाग)ू इकाई (यथा-लागू) मान (3 डेसीमल स.ं स्ट्थान तक) (1) (2) (3) (4) 1 काबगन मोनोऑक्साइड (सीओ) जमिा/दकमी या जमिा/दकलो वाट आवर 2 हाइड्रोकाबगन, (टीएचसी/एचसी) जमिा/दकमी या जमिा/दकलो वाट आवर 3 गैर-जमथेन हाइड्रोकाबगन (एनएमएचसी) जमिा/दकमी या जमिा/दकलो वाट आवर 4 ऑक्साइड्स ऑफ नाइरोिन (एनओएक्स) जमिा/दकमी या जमिा/दकलो वाट आवर[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 5क एचसी + एनओएक्स जमिा/दकमी या जमिा/दकलो वाट आवर 5ख टीएचसी + एनओएक्स जमिा/दकमी या जमिा/दकलो वाट आवर 6 जमथेन (सीएच4) जमिा/दकलो वाट आवर 7 अमोजनया (एनएच3) पीपीएम 8 पाटीक्यलेट मैटर का द्रव्यमान (पीएम) जमिा/दकमी या जमिा/दकलो वाट आवर 9 कणों की संख्या (पीएन) जमिा/दकमी या जमिा/दकलो वाट आवर iv. ध्वजन का स्ट्तर (यथा-लागू) : (क) यान पर यथा-स्ट्थाजपत हॉनग (कृजष रैक्टर और संजनमागण उपकरण यानों के अलावा सभी यानों के जलए) :__________________ डीबी (ए); AND whereas, copies of the Gazette containing the said notification were made available to the public on the 11th May, 2020; And whereas, objections and suggestions received from the public in respect of the said draft rules have been duly considered by the Central Government; Now, therefore, in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely:- 1. Short title and commencement.-(1) These rules may be called as the Central Motor Vehicles (Fourteenth Amendment) Rules, 2020. 2. They shall come into force six weeks from the date of their publication in the Official Gazette. 2. In the Central Motor Vehicle Rules, 1989, for Form 22, the following Form shall be substituted, namely:- “Form 22 [See rules 47 (1)(g)] ROAD-WORTHINESS CERTIFICATE For Compliance to Emission and Noise Standards (To be issued by the Manufacturer or Importer or Registered Association in case of E-rickshaw or E-cart, along with the vehicle) It is certified that the following vehicle complies with the provisions of the Motor Vehicles Act, 1988, and the rules made thereunder: 1. Model / Commercial Name of the vehicle : ___________________________ 2. Chassis number : ___________________________ (Example: - Vehicle Identification Number (VIN) or ATIN or PIN / Trailer Identification Number etc) 3. Engine number (Motor number, in case of Battery-Operated Vehicles): __________ 4. Applicable Emission norms : ___________________________ (Example :-Bharat Stage- IV / VI /TREM-III /Equivalent, as permitted under the act, Select NA for Battery Operated Vehicle) 5. Note 2: In case of multiple combinations, values pertaining to any one test result in the test report to be provided. For V2, V3 cases - average value of the test result in the test report to be provided.
