भारत के रािपत्र, असाधारण, भाग 2, खंड 3, उपखंड (i) में प्रकाजित दकया गया था, जिसमें ऐसे सभी व्यजियों से, जिनके
उससे प्रभाजवत होने की संभावना ह,ै उस तारीख स,े जिनको उि रािपत्र की प्रजतयां िनता को उपलब्ध करा िी िाती ह,ै
से तीस दिन के भीतर आक्षपे और सुझाव मांगे गए थे ;
और उि अजधसूचना वाली रािपत्र की प्रजतयां 1 जसतंबर, 2020 से िनता को उपलब्ध करा िी गई थी ;
और उि प्रारुप जनयमों के संबधं में िनता स ेकोई आक्षेप और सुझाव प्राप्त नहीं हुए थे ;
अतः अब केन्द्रीय सरकार, मोटर यान अजधजनयम,1988 (1988 का 59) की धारा 88 की उपधारा (14), धारा
110 और धारा 164 की उपधारा (2) द्वारा प्रित्त िजियों का प्रयोग करत े हुए केन्द्रीय मोटर यान जनयम, 1989 का और
संिोधन करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथागत ्:-

1. संजक्षप्त नाम, और प्रारंभ :- (1) इन जनयमों का संजक्षप्त नाम केन्द्रीय मोटर यान (अठारहवााँ संिोधन) जनयम
2020 ह ै।
(2) इन जनयमों म ेंअन्द्यथा उपबजं धत के जसवाय, ये रािपत्र म ेंप्रकािन की तारीख को प्रवृत्त होंग े ।
2. केन्द्रीय मोटर यान जनयम, 1989 (जिस े इसम ें इसके पश्चात ् उि जनयम कहा गया ह)ै जनयम, 90 के खडं (3) में,
“1 अक्त ूबर, 2019 के अपश्चात”् अंकों और िब्िों का लोप दकया िाएगा ।
3. उि जनयमों में, जनयम 138क को उसके उपजनयम (1) के रुप में संखयांदकत दकया िाएगा, और इस प्रकार
संखयांदकत उपजनयम (1) के पश्चात् जनम्नजलजखत उपजनयम को अंतःस्ट्थाजपत दकया िाएगा, अथागत् :-
“(2) 1 दिसंबर, 2017 से पूवग बेचे गए प्रवगग एम और प्रवगग एन मोटर यानों में 1 िनवरी, 2021 को या उसके
पहले फास्ट्टैग लगाया िाएगा ।”
4. उि जनयमों के प्ररुप 51 म ें क्रम संखया 4 और उससे संबंजधत प्रजवष्टयों के पश्चात् जनम्नजलजखत क्रम संखयांक और
प्रजवजष्ट अंतःस्ट्थाजपत की िाएगी, िो दक 1 अप्रैल, 2021 से प्रभावी होंगे, अथागत ् :-

NOTIFICATION
New Delhi, the 6th November, 2020
G.S.R. 690(E).—Whereas, the draft of certain rules further to amend the Central Motor Vehicles
Rules, 1989, was published as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988
(59 of 1988), notification of the Government of India in the Ministry of Road Transport and Highways vide number
G.S.R. 541(E), dated the 1st September, 2020, published in the Gazette of India, Extraordinary, Part II, Section
3, Sub-section (i), inviting objections and suggestions from all persons likely to be affected thereby within a period
of thirty days from the date on which copies of the Gazette containing the said notification were made available to the
public;
And whereas, copies of the Gazette containing the said notification were made available to the public on the
1st day of September, 2020;
And whereas, no objections and suggestions were received from the public in respect of the said draft rules;
Now, therefore, in exercise of the powers conferred by sub-section (14) of section 88, section 110 and
sub-section (2) of section 164 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby
makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely:-
1. Short title and commencement. -(1) These rules may be called the Central Motor Vehicles (Eighteenth
Amendment) Rules, 2020.
(2) Save as otherwise provided in these rules, they shall come into force on the day of their publication in
Official Gazette.
2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the said rules), in rule 90, in clause (3) the
words, figures and letters “not later than 1st October, 2019” shall be omitted.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
3. In the said rules, rule 138A shall be numbered as sub-rule (1) thereof, and after sub-rule (1) as so numbered,
the following sub-rule shall be inserted, namely: -
“(2) Categories M and N motor vehicles sold before 1st December, 2017 shall be fitted with FASTag on or
before the 1st January, 2021.”
4. In the said rules, in FORM 51, after serial number 4 and the entries relating thereto, the following serial
number and entries shall be inserted, with effect from 1st April, 2021, namely:-
“4A. FASTag ID ……………………………”
